Doctor Rapes And Impregnates Female Ulcer Patient During Checkup

A 26 year-old patient identified only as Funmilayo was raped and impregnated by a trado-medical doctor known as Abiodun after she went to get treatment for ulcer at his medical center.

The incident occurred in December 2015 at Damola Healthcare, Agbaje Street, in the Ipaja Ayobo area of Lagos – where Funmilayo had gone to the healthcare to complain about her ulcer.

A nurse at the clinic prescribed some herbal drugs for Funmilayo and informed her to pay eighteen-thousand naira, (N18,000) for comprehensive treatment but she deposited ten-thousand naira, (N10,000) whereafter she began receiving treatment.

Funmilayo requested to meet the doctor directly in January 2016 after there was no improvement in her ulcer treatment.

Abiodun began treating her himself on January 17. After conducting a series of tests that day, he informed Funmilayo that she had womb infections.

Adding that she needed further examination before scheduling a 9AM appointment with her, two days later.

Funmilayo said she went to the clinic on January 19 where Abiodun invited her into his office and asked her to undress so he could examine her vagina.

She said:

On that day, when he arrived, we went into his office. He asked me to lie on the bed as he would insert a rubber tool into my private parts for examination. I did. My legs were far apart.

He did that for some minutes, and suddenly I noticed he inserted his private parts.

I shouted, but the cleaner did not come in. He stopped when he ejaculated. Immediately, he began to apologize that he did not know what came over him.

I vowed not to return to the centre. I did not tell anybody because I thought I should just forget about it.

It was in February that I found out I could not menstruate. I went for a scan, but nothing showed. By March, I went for another scan, and it showed that I was pregnant for six weeks and four days.

When I informed him, he suggested abortion, which I rejected. That was how the trouble began.

In February 2016, Funmilayo, a National Diploma holder from a polytechnic in Lagos State who hails from Abeokuta, Ogun State, reported the matter at the Ayobo Police Division.

The police source said:

The doctor agreed he had an affair with her, but he insisted that the victim should get rid of the pregnancy. The lady insisted that she would not risk her life to go for an abortion since she was not promiscuous.

When the matter got to the Ayobo division, the doctor was arrested and made to promise to take care of the lady. But after he was granted bail, the promise was not kept.

SP Dolapo Badmos, Lagos State Police Public Relations Officer, confirmed Abiodun’s arrest, she said, “The doctor has been arrested. The case is still under investigation.”

The matter which has been transferred to the state Domestic and Sexual Violence Response Team, DSVRT, Alausa, referred Funmilayo to Mirabel Centre, Ikeja, for a health checkup.

Lola Vivour-Adeniyi, a DSVRT Coordinator warned female patients to insist on having a female nurse around in the hospital room, whenever their vagina were to be examined by a male doctor adding that if a female nurse had been present, Funmilayo wouldn’t have been sexually assaulted.

Vivour-Adeniyi said a request for the case to be transferred to the Family Support Unit of the Isokoko division from Ayobo division has been made and the matter is still under investigation.

FG Spots 34 Priority Actions On Implementation Of 2016 Budget

At least 34 measurable and veritable priority actions have been identified to achieve the implementation of the 2016 budget under six thematic areas, the Federal Ministry of Budget and National Planning said today.

Speaking at the presentation of the breakdown on the 2016 Budget and the Budget Strategic Implementation Plan (SIP) on Thursday in Abuja, the Minister of Budget and National Planning, Sen. Udoma Udo-Udoma said the implementation of the budget would be done under six major strategic invention areas in the SIP to revive the economy.

Udoma explained that SIP for the 2016 budget of change is an implementation plan for a road map of key macroeconomic and sectoral policies.

His words: “It is a strategic target for the 2016 fiscal year. “The plan will place the economy on the upward trajectory as it is repositioned for change, inclusive growth and sustainable development.’’

The six areas as listed by the minister are; policy environment; national security and governance; economic diversification; priority critical infrastructure; oil and gas reforms; ease of doing business and social investment.

Udo-Udoma also averred that the government of Nigeria had set time limits to achieve self-sufficiency and net export of a certain number of agricultural produce and items to diversify the economy.

“Rice -2018, tomato paste-2016, wheat-2019 and increase local production of Maize, Soya, poultry and livestock, so as to achieve self-sufficiency but the deadlines will be announced in due course.”

Vanguard Newspaper gathered that the government would optimise 7,000 megawatts installed power generation capacity and provide facilities required to transmit and distribute it in one year.

This is just as the minister added that the government would distribute the capacity through privatisation and concessioning under its priority strategies in power, rail and roads sectors.

“It will ensure that tariff includes all costs of transmission, generation and gas at new price and that DISCO cost required operating, maintaining and upgrading distribution network. “The government will complete the Kaduna-Abuja and the Ajaokuta-Warri rail lines scheduled for 2016; revise the National Rail Master Plan and finalise negotiations for Lagos-Kano and Lagos-Calabar rail projects.’’

“It will ensure delivery of 2,193 kilometres of federal roads across 31 projects scheduled for 2016 (through public works and other interventions) and explore Private Public Partnership options for completing other projects.

“It will also ensure the completion of the rehabilitation of four airports (Abuja, Kano, Lagos and Port Harcourt) and explore option for concessioning of the airports.

“The government will undertake the construction of 3,552 Mixed Housing Units as pilot scheme in the 36 states and FCT under the National Housing Programme in a secured and planned environment,’’ the minister said.

Some key allocations in the 2016 budget include: Ministry of power, works and housing, N456.93billion, transpiration, N202.34billion, defence N443.07billion, interiors N513.65billion, education N403.16billion, health, N250.06billion, agriculture and rural development, 75.80billion, solid minerals N16.73billion, youth and sports development, N75.79billion, water resources, N53.30 billion and special intervention programmes of N500billion.

The budget is predicated on an oil production benchmark of 2.2million barrels per day at $38 per barrel and an exchange rate of N197 naira to a dollar.

They won only 5 league games at home all season but performed better in domestic cup tournaments, reaching the semi-final of both the FA Cup and Carling Cup. The club’s fans have repeatedly protested Martinez’s management all season, going to the point of flying a banner reading “Time to go Roberto” doing Everton’s 2-1 over Bournemouth on the 30th of April.

Iranian business man Farhad Moshiri acquired 49.9% of the club in February, and approved  Martinez’s transfer, with the club now looking for a new manager. Everton U-21 manager David Unsworth will manage the club’s last match of the season against  Norwich on Sunday.

Chelsea forward Eden Hazard is the main man in Belgium’s Euro 2016 squad, with Vincent Kompany missing out due to injury.

Hazard who has had an ugly season with Chelsea, will captain Belgium in the absence of the Manchester City defender.

“Kompany’s absence is a blow for him, a blow for the team. He is our leader,” the Belgium coach commented on the defender’s injury.

“He must now focus on his recovery and his health, and make sure he returns as soon as possible at Manchester City.

“We cannot mourn over his absence. We have to look forward.”

Wilmots has included nine defenders in his squad, in an attempt to cover a host of minor injury issues, although one is set to drop out once the final 23 is decided.

Belgium meet Italy, Sweden and Republic of Ireland in Group E, starting their tournament against the Azzurri on June 13.

Official: Dortmund Acquire Ousmane Dembele

Bundesliga giant, Borussia Dortmund have announced the signing of youngster Ousmane Dembele from Rennes.

The teenage forward who has been monitored by Barcelona, Liverpool and Bayern Munich, but has opted to sign a contract that’ll keep him with Dortmund till 2021.

However, Dembele has opted to continue his promising development at Signal Iduna Park.

“Ousmane can play in almost every attacking position,” Dortmund sporting director Michael Zorc told Dortmund’s official website.

“I have nothing but respect when I see how many high-profile offers from all over Europe Ousmane has turned down and how he has stood firm about his commitment to BVB over such a long period of time.”

Dembele progressed through the youth ranks at Rennes and made his first-team debut for the club against Angers last November.

The France Under-21 international subsequently became a prominent figure in their starting XI and has scored 12 goals in 25 Ligue 1 appearances.

Commenting on his move, Dembele added: “BVB showed a lot of interest in me right from an early stage and they have always kept close contact with me – this really impressed me.

“I am totally convinced of the Borussia sporting concept. I can hardly wait to play in the Bundesliga in front of more than 80,000 spectators at Signal Iduna Park and to walk onto the pitch in the Champions League with my new team-mates.”

Dembele will face stiff competition for a place in the starting line-up at Dortmund, with head coach Thomas Tuchel already able to call on the likes of Henrikh Mkhitaryan, Shinji Kagawa, Marco Reus, Pierre-Emerick Aubameyang, Adrian Ramos and Christian Pulisic in attacking positions.

A ‘Fantastically Corrupt’ Nation: In Defense Of Prime Minister David Cameron – Femi Akinfolarin

The prime minister of Britain is having a torrid few years in power. Last year, he barely scrapped through the ignominy of becoming the prime minister of Britain that would preside over the United Kingdom’s dismemberment when Scotland pushed for independence, and then he backed himself into a corner with his decision to hold a referendum over the exit of the United Kingdom from the European Union this year. He has also had to deal with the issue of the Panama papers when it came out that his father had used the notorious Panamanian firm of Mossack Fonseca for business dealings, and he was called ‘Dodgy Dave’ in the parliament. Yesterday, he capped his foot in the mouth perception with a performance right out of the “10 things not to do when hosting an international summit” book, number one of which is: do not insult your guest even before the summit starts!

While talking to Queen Elizabeth and the Archbishop of Canterbury before the commencement of the summit, he called two of the countries attending the summit “fantastically corrupt”, which blew up when it was caught on camera by a press crew and released on their website. Of course everyone and their mothers in Nigeria were upset and deservedly so. Twitter exploded with calls for the Nigerian president who was already in London to boycott the summit and force the British Prime Minister to apologise. The Guardian newspaper of London asked Mr. Cameron to look closer to home before casting aspersions on other countries. In a classic case of overreaching, one twitterati actually called for the prime minister to be sacked ‘for appalling judgment and crass behaviour #disgusted’.

But let us examine the issue carefully. Factually, David Cameron was wrong. The Transparency International Corruption Perception Index which measures the reality and perception of corruption across nations ranks Nigeria, 136 out of 168 countries in their 2015 report, which means there are 32 countries worse off than Nigeria.

However in reality, is Nigerian as a nation not fantastically corrupt? Our number three citizen, the Senate President of the country is currently facing trial for corruption while simultaneously being named in a select list of people who used the services of the Panamanian firm, Mossack Fonseca to create off shore companies to hide property from the regulators in their countries. Several officials of our immediate past military high command are facing trials on allegations involving the fact that rather than fight an insurgency in the North-East of the country, they were busy stealing all the monies devoted to the campaign. In one instance, they allocated money to purchase a combat helicopter and inflated the purchase price by nearly 200 percent, then still purchased a second hand craft that could not even be flown.

Another military brass, instead of handing out a duly authorised salary increase to members of the air force, kept the difference and collected $1.5m a month through the duration of his tenure. The immediate past Minister of Petroleum is accused of stealing a fantastical $20 billion during her time in office and using over $200 million to bribe election officials.

There is a fellow in the Senate who owns a Bentley, a Lamborghini, a Rolls Royce, a Ferrari and a few other top range cars and no one in the country knows what he does for a living or whether he actually pays any tax to the Federal or State government. Our immediate past National Security Adviser created a slush fund with over N60 billion which he used to fund the political campaign of the last administration.

Our current Central Bank governor regularly withdrew Forex from the foreign reserves or wherever and transferred it to the NSA without a National Assembly appropriation. And this is just corruption at the national level; we still have the state and local government levels. At the Nigerian Immigration service, a new passport costs N18,000 to N20,000 but is routinely provided for at N30,000, a 50 percent inflation that is stolen by the officials. The Banking system is being buffeted with a gale of arrests as a number of MD’s of financial institutions have been called in to our crime fighting outfit over allegations of helping politicians launder funds through the system. A protocol officer in the presidency under the last administration included people’s names on a list of officials to travel with the president for a N1.5m fee so they would get visas. Our country is rife with thieves without conscious who use every advantage to steal our commonwealth with no mercy.

So the question is not whether we are not fantastically corrupt or not. We are. The country, Nigeria has been fantastically corrupt for years! Is there anyone of us who has not paid a bribe or maybe offered a bribe? In fact the rarity is the person who has never paid such.

I think that rather than boycott the summit, our president should stick to his objective of using it as a forum for getting support from other countries on his drive to repatriate stolen funds from foreign jurisdictions. I think Mr. Buhari should stand up at the summit and own the label. He should say “over the past decade or two, Nigeria has been a fantastically corrupt country but we are working hard to change that perception and culture by ensuring that corrupt officials are jailed and their illegally gotten loot are seized. Join us in agreeing to repatriate all stolen fund from your country and we will willingly sign an agreement to show you what will be done with the funds.” Help us to end our fantastically corrupt classification.

PENGASSAN, NUPENG To Deliberate On New Petrol Price

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) is expected to meet with the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) on May 12 and 13 to deliberate on the new pump price announced by Federal Government.

This disclosure was made known by the South-West Chairman of the union, Tokunbo Korodo, in an interview with the News Agency of Nigeria (NAN) in Lagos on Wednesday.

Korodo explained to the agency that it was too early to make any official statement until the two bodies meet to deliberate on the matter.

He said that the meeting would discuss the new development and come out with a stand on the matter.

Mr. Korodo, however, said no official of the two oil workers labour unions was authorised to speak on the new pump price as announced by the government.

NAN reports that the Federal Government on May 11, announced a new price regime for petrol with the highest price of N145 per litre.

The Petroleum Products Pricing Regulatory Agency (PPPRA) said in Abuja that the new price regime had taken effect from May 11.

De Boer has been at the helm of the eredivisie club for five and a half seasons, since 2010.

The Dutch manager won the league four years in a row, but has lost out to PSV in the last two years.

The 2015-16 campaign came to a painful conclusion as Ajax lost out on the title despite being top of the table going into the last week of the season, when their shock 1-1 draw at second-bottom De Graafschap gifted PSV the league.

“After winning four league titles in succession, the 2014-15 season was a disappointment,” said De Boer. “We wanted to rectify that in the last season and we did everything, but it did not become what we had all hoped for and expected.

“I started to realise more that it was time for something else. It’s better for me and I think also for Ajax. What I will do, I do not know yet. A year without a club is also an option and I will see what comes my way.

“I cherish above all the beautiful memories, with winning the 30th league title as the absolute highlight. Wherever I am, I will continue to follow closely. Ajax is my club and always will be.”

The former Netherlands international’s agent Guido Albers recently revealed his client would “love to manage Everton or Valencia” – two of the teams he has been linked with joining.

De Boer’s Ajax contract had been due to expire in July 2017.

Mourinho Will Be Back In July

Former Chelsea manager, Jose Mourinho has stated he’ll be back in July, but didn’t mention where.

The Portuguese manager was relieved of his duties at Chelsea, following a poor start to the season.

And having been linked repeatedly with LVG’s job, even though no deal has been made yet, Mourinho is certain of a job by July.

“In July I will be back,” Mourinho told AP. “So we are in May. May to July is nothing. I keep enjoying my life which I’m doing, keep enjoying my family. But in July I am back.

“Of course I miss it.”

He does hold some concerns that a late appointment will mean that he does not have full control over preparations for the campaign ahead.

“It’s difficult because when you get a new club in this period normally the clubs have already done their work,” he said. “I’m not the Chelsea manager but I organised the Chelsea pre-season in many aspects because I did that 10 months ago.

“Clubs always have their commercial, marketing departments involved in everything. When a new manager arrives in May, June it’s very difficult to touch in some points but we know that.

“Scouting is done during the year. We know everybody, so it’s just a question of trying to choose the players that your team needs.”

The ex-Real Madrid boss, who was speaking in Mexico after coaching a FIFA legends team to a 9-8 defeat against a Mexican All-Star outfit, claimed to know nothing of a potential switch to Manchester United.

“I don’t know. I know nothing about it really,” he said. “I don’t have a club and I was waiting for these guys [the FIFA Legends] to win the match to give me a hand but because I lost the match it’s even more difficult to get a club!”

Milner Disappointed At Draw Against Chelsea

James Milner has praised his counterparts for forcing a draw in Liverpool’s last home match of the season.

Hazard’s solo run, was the only difference, as Klopp looked set to lose his 50th game in charge.

However, substitute Benteke was on hand to head in a mistake made by Begovic in injury time.

Milner acknowledged Liverpool had been below par for much of the game, although they still found a way to make sure they avoided losing a week before their Europa League final against Sevilla.

“It’s disappointing not to win the game. We wanted to win,” he told the club’s official website.

“They’re obviously a good team and I know we can play better than we did. We showed in patches what we can do, but I think we were maybe a yard or two off it tonight, for whatever reason.

“It’s a bit disappointing, but we’ve shown that character again to keep going until the end.”

In Oyo: 16,532 Workers, Pensioners Face Panel As Government Blacklists Them From Payroll

The authorities of Oyo State have blacklisted over 16, 532 workers and pensioners from it payroll, as a panel has been set up to investigate their alleged involvement in collection of multiple salaries, elongation of retirement age and other infractions.

Speaking at a press conference held at the Parliament Building, Secretariat, Ibadan, on Wednesday, the Secretary to the State Government, Alhaji Olalekan Alli, said that the affected workers included employees and pensioners of the State Universal Basic Education Board, Teaching Service Commission, National Youth Service Corps members, local governments and tertiary institutions.

According to him, those affected were drawn from a total 100,259 workers and pensioners screened from the ministries, departments and parastatals, as well as the teaching service, local government, Broadcasting Service of Oyo State, judiciary, Water Corporation and tertiary institutions.

The SSG stated that workers, who should have retired but who were still working, and employees with bank accounts linked to invalid Bank Verification Number or without BVN, would also face the panel, while the payment of salaries of the concerned employees would be suspended immediately pending further investigation.

He said, “It is to be noted that the 16,532 employees, identified as having issues in their data, are not automatically thrown out of work nor are they confirmed guilty of any financial illegalities yet.

“That is why the panel is being set up to further evaluate the case of each person on a one-on-one basis.”

“The salaries of the 16,532 employees will be immediately suspended pending further investigation; multiple salary payments would be determined; refunds pursued and legal actions embarked upon accordingly.

“We will recover all monies credited into accounts but not accessed for all categories. All the employees concerned should face a further verification panel to be constituted by His Excellency, Governor Abiola Ajimobi, with adequate time line.

“It’s the intention of government to resume regular payment of salaries to staffers that are deserving of payment while those with cases to answer would be given room to defend themselves.”

“Further to the continuing efforts of Oyo State Government to eliminate fraud and errors in the payment of salaries, wages and pensions as well as to determine ghost workers, Oyo State government embarked on an employee verification exercise.

“We want to ascertain the actual number of employees in the regular employment of the state by various categories, determine who is a bona fide beneficiary of the salaries, wages and pensions being paid by government.

“We will ascertain the level of compliance in respect of mode and format of payment of salaries, e.g payment into bank accounts ensuring recipients have the mandatory Nigeria Uniform Bank Account Number (NUBAN) and BVN numbers.”

“The exercise was also conducted to fish out ghost workers, eliminate all forms of duplication and irregularities that may lead to the inflation of the payroll via the nominal roll and ascertain the level of compliance in respect of mode and format of payment of salaries.”

Naira Loses More Value Against Dollar At Parallel Market

The Nigerian currency, Naira, has on Wednesday depreciated further at the parallel market, exchanging for N322 to the Dollar.

According to the News Agency of Nigeria (NAN) reports, the Naira lost N1 from the N321 it traded on Monday.

As at Wednesday, the Naira traded at N465 and N365 against the Pound Sterling and the Euro respectively from the N467 and N365 it exchanged on Monday.

In the meantime, the Naira has continued to exchange at N197 to the dollar at the official Central Bank of Nigeria rate.

Traders at the market said that they were still awaiting the impact of the passage of the 2016 budget at the market.

They, however, decried the scarcity of the greenback as they were finding it difficult to meet the demands of their customers.

Statutorily enshrined in the PPPRA Act No 8, 2003, is the responsibility to moderate pricing for the Industry. In performing this role, the PPPRA commenced a petroleum products price modulation framework on the 1st of January, 2016, with the aim of ensuring a ‘fit-for-all’ approach that seeks to serve the interest of the Nigerian Consumers, Marketers and the Economy.

In furtherance of its mandate to ensure the efficient supply and distribution of petroleum products, the Petroleum Products Pricing Regulatory Agency, (PPPRA), hereby announces, effective immediately that the new price band for PMS shall be at a maximum of N145/litre.

However, NNPC Retail stations on the outskirts of major cities are advised to sell at price lower than N145/litre.

This review became imperative in the face of extreme difficulties faced by Petroleum Product Importers in sourcing foreign exchange. To meet the consumption demand of the Nation, Importers will henceforth be permitted to source for their foreign exchange requirements from the secondary sources.

PPPRA is conscious of the difficulties that Nigerians have been going through in the last few months and to ameliorate this situation, we shall continue to modulate pricing in accordance with prevailing market dynamics thereby ensuring fair value to all Citizens.

Police Recruitment: 900, 000 Nigerians Register For 10,000 Slots As Application Closes On Friday

The authorities of the Nigerian Police Force have disclosed that it received 897,170 applications as at 4 p.m. on May 11 from applicants seeking enlistment into the Force.

The update was brought to light by the Head, Press and Public Relations of the Police Service Commission (PSC), Mr Ikechukwu Ani, in Abuja on Wednesday.

According to him, 259,046 applications were received for Assistant Superintendent of Police (ASP) cadre.

Ani added that 209,067 and 429,057 applicants applied for the Inspector and Police Constable (PC) cadres, respectively.

The commission recently said in a statement that it would recruit 500 Cadet ASP, 500 Cadet Inspectors, 1,500 Specialist Officers and 7,500 Constables in the recruitment of 10,000 policemen.

It would be recalled, the Inspector General of Police (IGP), Mr Solomon Arase, had said that about 800, 000 applicants that applied for the 10, 000 available slots, were suspected to be within the age of 30 and 34 years,

The police chief made it clear that most of the applicants will not get the job as they have failed the stipulated age limit which is 28.

NAN recalls that President Muhammadu Buhari approved the recruitment of 10,000 policemen into the nation’s Police Force to reinforce the police for better service.

Fuel Subsidy Removal: NLC Vows To Shut Down Economy Over Petrol Price Increment

The Nigerian Labour Congress (NLC) has on Wednesday threatened to resist the federal government’s scrapping of fuel subsidy and increase of petrol price to about N145 per litre.

This is in contradiction to the federal government’s claims that organized labour was part of the stakeholders that agreed for the total removal of fuel subsidy.

In a statement by the General Secretary of the NLC, Dr Peter Ozo-Eson, organized labour said:

“The unilateral increase in prices of petroleum products today by government represents the height of insensitivity and impunity and shall be resisted by the Nigeria Labour Congress and its civil society allies.

“With the imposition on the citizenry of criminal and unjustifiable electricity tariff and resultant darkness and other economic challenges brought on by the devaluation of the Naira and spiraling inflation, the least one had expected at this point in time was another policy measure that would further make life more miserable for the ordinary Nigerian.

“The latest increase is the most audacious and cruel in
the history of product price increase as It represents not only about 80 per cent increase but it is tied to the black market exchange rate.

“Furthermore, the process through which government arrived at this is both illogical and illegal as the board of the PPPRA is not duly constituted. In our previous statements and communiques, we had stressed the need for reconstituting the boards of NNPC and PPPRA and wean both away from the overbearing influence of the Minister of State for Petroleum

The allusion to the fact that the this increase was arrived at after due consultation with stake holders is not only ridiculous and fallacious, it goes to show that the brief meeting held today during which government was advised to shelve the idea until at least it meets with the appropriate organs of the Congress was in bad faith.

“Accordingly, we urge the government to revert the prices to what they were. We would want to put everybody on notice that we shall resist this criminal increase with every means legitimate.

“Already an emergency NEC meeting has been scheduled for Friday, May 13, 2016 to decide on the next line of action. Meanwhile, our affiliates, state councils and civil society allies are requested to commence mobilization immediately.”

Meanwhile, the Acting Executive Secretary of the Petroleum Products Pricing Regulatory Agency (PPPRA), Sotonye Iyoyo, said the new price, which reflected a hike by about 67.6 per cent from the previous N86.50 per litre, was to help marketers overcome difficulties they were facing in fuel importation.

The N86.50 was the official fixed price by government under the now defunct subsidy regime.

Under the subsidy regime, the government paid the difference between the landing cost of fuel, including the marketers’ and distributors’ margins, and the fixed retail price to enable fuel to be sold at N86 per litre at NNPC-owned mega stations, and N86.50 per litre in other filling stations.
