Dear Buhari, Nigeria’s Unity Is Negotiable – Chido Onumah

Since the public presentation of the book We Are All Biafrans and the intervention of a former vice president of Nigeria, Atiku Abubakar, who chaired the event and delivered a speech titled “Restructuring for Nigeria’s National Unity” – which I recommend to everyone interested in the unity and survival of Nigeria – the issue of restructuring Nigeria and negotiating its unity has once again taken the centre stage of national discourse.

No less a person than President Muhammadu Buhari has had to weigh in on the debate. During his Eid el-Fitr message to Nigerians on Wednesday, July 6, 2016, he was reported to have said: “I assure them (in reference to the Niger Delta ‘militants’) that when we were very junior officers, we were told by our leaders, by the Head of State, Gen. Gowon, that to keep Nigeria one is a task that must be done…we never thought of oil. What we were after was one Nigeria. Please, pass the message to the militants that one Nigeria is not negotiable. And I pray they better accept it. The constitution is very clear…I assure them there would be justice.”

Before President Buhari’s admonition, Nobel Laureate, Prof. Wole Soyinka, had noted during a parley with The Punch on Tuesday, June 28, 2016: “I am on the side of those who say we must do everything to avoid disintegration. That language I understand. I don’t understand (ex-President Olusegun) Obasanjo’s language. I don’t understand (President Muhammadu) Buhari’s language and all their predecessors, saying the sovereignty of this nation is non-negotiable. It’s bloody well negotiable and we had better negotiate it. We better negotiate it, not even at meetings, not at conferences, but every day in our conduct towards one another.”

The opinions of these two prominent Nigerians reflect the two divergent opinions on the issue of restructuring Nigeria or negotiating her unity. I had planned this article – that was before President Buhari’s remarks – as a cautionary note to the Left, progressives and genuine patriots in Nigeria. I believe they are the only ones predisposed and sincerely open to solving the current crisis. Regrettably, this is one issue that has divided the Left, progressives and patriots in Nigeria. This division has defined the kind of response – ranging from obfuscation and doublespeak to outright denial and combativeness – that has made it impossible to have a coherent national narrative and action plan. Since those who ought to speak out and act have maintained criminal silence and indifference, they have yielded the space to conservative analysts of every hue, hypocrites, blackmailers, anarchists, and fifth columnists.

So what are the issues in contention? There seems to be a general agreement, even among those who brought us to this near-tragic end, that Nigeria is not working for Nigerians. However, and this is where the divergence of opinions sets in, Nigeria is not working not because it is not workable, but because it has been rigged to fail. Take the issue of the civil war (1967-70) which President Buhari alluded to. That war was fought in part because of natural resources (oil specifically). That was the driving force of the so-called federal offensive and to some extent it also defined the geo-politics of what would become the secessionist Republic of Biafra. After 30 months of fighting and millions of lives lost, there was a “negotiated” settlement. A truce was declared with the catchphrase “No victor; No vanquished.”

Unfortunately, 46 years after the end of that internecine war, low-intensity conflicts by state and non-state actors are raging across the country, from Boko Haram in the North-east, Islamic Movement in Nigeria (IMN) and Arewa People’s Congress (APC) in the North-West, the Indigenous People of Biafra (IPOB) and other groups in the South-East, the Niger Delta Avengers and Bakassi Strike Force (BSF) in the South-South to the Oodua Peoples Congress (OPC) in the South-West and potential avengers in the North-Central. What this tells us is that that war didn’t really end and hasn’t ended. What then do we do to fix Nigeria? The simple answer would be to return to the negotiation table.

To be clear, Nigeria has always been negotiated. The problem has been that the “victors” or those who control power at each round of negotiation have unilaterally defined the structure and politics of the country going forward. Again, I return to the issue of oil. Before independence in 1960, this was the “sharing” formula for crude oil revenues: Oil producing states (region) retained 67.4 percent of revenues, the federal government got 20 percent, non-oil states (regions) got 12.6 percent. After the civil in 1970, the regime of Gen. Yakubu Gowon, through Decree No. 13, “negotiated” a new formula: Oil producing states retained 45 percent of revenues, the federal government got 55 percent while non-oil states got 0 percent. In 1975, the regime of Gen. Murtala Muhammed, in another round of negotiation through Decree 6, came up with this formula: Oil producing states would retain 20 percent of revenues, the federal government got 80 percent and non-oil states got 0 percent. In 1976, Gen. Obasanjo, then military dictator, in his omniscience, gave oil producing states 0 percent of revenues while the federal government got 100 percent and the non-oil states got 0 percent.

President Shehu Shagari who came to power in 1979 brought a bizarre twist to the “sharing” formula. He retained the Obasanjo formula of 0 percent allocation to oil producing states and 100 percent to the federal government to be shared in this order: 50 percent shared equally among states, 40 percent shared based on population and 10 percent based on land mass. By 2000, during the reincarnation of Gen. Obasanjo as civilian president, a new revenue sharing formula was negotiated which gave oil producing states 13 percent.

As Prof. Yakubu Aboki Ochefu notes in the introduction to the book Nigeria is Negotiable, “Beginning from the Berlin West Africa Conference of 1884-85, the ‘negotiated’ existence of what eventually became Nigeria in 1914 (unfortunately, negotiated without the input of those who would eventually become Nigerians) has always been a part of its historical experience. Under British colonial rule, the economic and administrative structures of the country were continuously rejigged until independence in 1960.

“Between the official versions of the decolonisation history that gives a prominent role to our nationalist heroes for winning independence from the British, to others who believe in the ‘conspiracy theory’ of decolonisation, the process of how the region with the least democratic credentials ended up as the driver of a new democratic enterprise epitomises aspects of the negotiated experience. As a country on its ‘third missionary’ journey to a truly democratic nation, the fundamental questions of nation building that began over 100 years ago have not been fully and or properly answered. We must collectively negotiate to ensure that we retain the map (of Nigeria) but change the way we exist under that map.”

On April 22, 1990, a group of young Nigerian army officers – mainly from a section of the country (the same army President Buhari told us last week fought to keep Nigeria one) – attempted to overthrow the military regime of Gen. Ibrahim Babangida. While that abortive coup lasted, the rebellious soldiers excised five states of the federation – Sokoto, Borno, Katsina, Kano and Bauchi. That coup and the excision order were popular and well-received in many parts of the country. Clearly, if that coup had succeeded, the aftermath would have been another civil war. Gen. Babangida responded to that mutiny by dividing Nigeria into 30 states from 21 (just as Yakubu Gowon divided Nigeria into 12 states from four regions in 1967 to weaken the Biafra secession).

Having told ourselves a few historical home truths, let us quickly avail ourselves of one more opportunity to reclaim Nigeria. When people call for restructuring Nigeria, they make the call for a reason. And it should not be dismissed peremptorily. The rulers of the country use every opportunity to speak about the unity of Nigeria and hardly do anything to build or enhance that unity.

I don’t think the issue really is about the unity of Nigeria. Undoubtedly, many Nigerians want to live in a united Nigeria. It is important, therefore, that we do not conflate the issues. The call for restructuring Nigeria has nothing to do with the “dissolution” of Nigeria. You can believe that “Nigeria is non-negotiable” and still support the call for restructuring the country. That call is basically about building an inclusive and equitable nation; one in which your worth and position are determined not by where you come from or your religion; a nation founded on a popular constitution validated by “we the people”.

On a final note, let me emphasise that restructuring Nigeria has become a “categorical imperative” for the country. It is either we restructure or perish! Restructuring Nigeria is not an elitist concept (even if it is sometimes used by sections of the ruling elite to negotiate power) neither is it about splitting Nigeria. We can restructure (or negotiate) Nigeria without changing the internal map of the country; it is more about resource control rather than resource allocation; more about devolution of power and, therefore, responsibilities. It is about enhancing citizenship rights and the existential confidence in the country.

Of course, restructuring Nigeria is not a silver bullet or cure-all for our problems. But we can’t take on our problems as a nation without a generally acceptable and workable structure. In a sentence, we MUST “re-federalise”.

On Friday, (July, 8), Harris was spotted going hard at it with former Pussycat Doll member, at Tape nightclub in Mayfair, London where the singer was already partying with her group of girlfriends.

While they both arrived separately, a Calvin source said he met the X-factor judge at the club, they partied together for a while and he offered to give Nicole and her girls a ride home.

An offer which wasn’t refused.

The source said about the 32-year-old producer and 38-year-old singer’s club encounter, “They both love the club and have been in before. They were both with their groups of friends but had fun catching up.”

While adding, “things looked strictly friendly.”

Harris who is the the resident DJ at the biggest nightclub in Vegas had said in June, that he wouldn’t want to date celebrities anymore, seeing as they all had a streak of narcissism. Using his failed relationship with Swift as a yardstick.

This statement he made following his breakup with Taylor, saw him change his mind on the characteristics of his type of woman, which is, a normal girl ie a sexy latina who has Sofia Vergara attributes and isn’t famous.

It’s still open for debate if Harris would move from “strictly friendly” with Schersinger to finding his “normal, Sofia Vergara-type”.

Three things we know for sure is: one, Nicole isn’t normal, two, she is famous, and three, she isn’t Sofia Vergara-type.

Omarion and Apryl Jones have ended their four-year relationship, after he caught her texting another man, allegedly

The singer shared a public statement via his Instagram Sunday, (June, 10) that he had “mutually” ended his relationship with the “beautiful and talented mother of my children” for whom he held with the highest regard and respect.

He added that the couple still, “share a common goal to remain friends while being great parents to our children.”

The couple who have two kids together, one-year-old son Megaa, and four months-old daughter A’mei Kazuko, called it quits after Omarion discovered Apryl had been creeping with a Mexican.

An informant in their camp disclosed the 31 year-old singer had doubts about his wife’s fidelity so he broke into her phone only to discover she had been exchanging texts with a Mexican man from Los Angeles.

“Omarion broke into her phone and found some very suspicious text messages that she was having with a man.” The insider said, “Some of the messages were in Spanish and some of it was in English. The guy must be Mexican.”

The source concluded that Omarion was so hurt, he broke up their marriage immediately.

Album Review: Kiss Daniel Ushers in the Dawn of a New Era

The Kiss Daniel debut album has been a long time coming. The (not so) young star who isn’t quite sure of his age has enjoyed a stellar run in the mainstream that commenced with breakout single Woju and was assisted by a major push from his neophyte label/management G-Worldwide. As the premiere artiste from the label, Daniel made a major case for G-Worldwide’s relevancy with back to back hit singles in the form of the copy cattish but relentless Laye, the excellent Good Time and the crowd pleasing Mama. He may have lost his Headies crown to Reekado Banks but his status as superstar hit maker has been all but assured for some time now.

It takes a level of confidence to start your debut album with brazen claims of royalty but Mr Daniel is no idle jester, neither is he an empty barrel itching to make the loudest noise. New Kings ushers in the Kiss Daniel era competently as he rides a mid-tempo beat comfortably, declaring that his music will still be around long after he is dead and gone. Daniel also makes a case for things to come by hinting that his record is still major even without the familiar presence of big name guest stars. This is followed sharply by Another Day, an additional sound-of-things-to-come kind of song. Both songs play like introductions to the Kiss Daniel experience and in many ways they both are.

The essence of the record begins to set in on the third track, Jombo, a confident and joyous piece that showcases both Daniel’s above average song writing skills and producer MasterKraft’s knack for crafting earworms. Jombo’s intentions are simple; Daniel wants to explain his reasons for taking the cowardly route after putting his lady friend in the family way. ‘’Your mother is black belt/she sabi Karate,’’ he wails, naively expecting his lover to actually see reasons with him.

Kiss Daniel may deviate from the normative on Jombo, but his entire career has been carefully balanced on a boy next door appeal. Most of the songs on New Era are musings on the young Nigerian male experience; of a fellow willing to do the right thing notwithstanding the challenges life constantly throws up. He is sensible enough to know when a relationship will bring him ruin and promptly kisses off the materialistic partner on Are you alright? On Gobe, he dishes words of wisdom, Money makes you attractive brother but e no go buy you peace.

The problems of the recently wealthy are his to deal with on the bouncy, retro-fitted Kudi, as he tackles a former lover who wants to connect now that his life has changed for the better. Daniel comes to the conclusion that life is fickle on the stunner Alone and warns that in the end, it is everyman for himself.

These heavy themes are presented with a lightness of touch that make the songs go down easy. A line here, a phrase there, no one beats you over the head with their message of forced redemption via repetitive hooks, overwhelming beats or forceful phrasing.

Daniel may have his home training intact, but he still knows how to have fun. A good percentage of the material on New Era is made up of love songs. Mama takes a while to grow on you but producer Young John is in his routine irresistible form. Daniel wants his lover to cooperate on the aptly titled Give into, a leisurely aural roll in the sack. And Kiss me worms its way into your good books thanks to Daniel’s submissive and smoky delivery.

Sin City is an all too brief album highlight that has Daniel trying for a sexy, poetic edge. On the Masterkraft produced jam, Daniel tries maintains his clean cut bonafides (They can’t believe that I smoke no Kush/that I’m the one them choose) but insists on not being a push over (You push me and I push too).

Barcelona Complete Signing Of Samuel Umtiti

​Barcelona have announced the signing of France defender Samuel Umtiti from Lyon for €25 million.

Samuel Umtiti, 22, has agreed a five-year contract at the Camp Nou and his buyout clause stands at €60m.

Barcelona also futher announced on the club’s official website that he would arrive in Barcelona for a photo session on Thursday and undergo his medical on Friday morning before putting pen to paper on the contract.

Umtiti, who made 170 appearances for Lyon after making his debut for the club in the 2011-12 season, can play at centre-back or left-back.

Barca president Josep Maria Bartomeu had confirmed last month that an agreement had been reached with Lyon for the player to join after Euro 2016.

Umtiti made his international debut in France’s 5-2 quarterfinal win over Iceland before featuring in the 2-0 semifinal victory over Germany as well as the 1-0 defeat to Portugal in the final.

AKA Is Giving Us Major Daddy Goals As His Daughter Kairo Turns One

AKA was a proud dad as his daughter, Kairo Uwethu, celebrated her first birthday.

It was all balloons, gifts and cakes for Kairo as the tot’s father and mother, South African personality DJ Zinhle, marked  her one-year-old birthday in grand style.

AKA who fessed up on his love life with Bonang Matheba, posted a photograph of himself cradling his cute child as she stared into one of her birthday cakes, ready to blow out the candle and make a wish.

Meanwhile, AKA was a guest on one of America’s dopest popular hip-hop shows, Sway In The Morning, recently where he unabashedly disclosed that he’s not only taken, but he’s taken by someone who adores him just as much as he adores her… if not more.

“I have someone in my life that treats me very well and who I adore.” He said, referencing Bonang.

DJ Zinhle is cool with the loved-up couple as she disclosed during an interview that they both had her blessing to get married, if they ever wanted to.

“Listen, Kiernan knows what’s best for Kairo and if he thinks she’s what’s best for Kairo, then me and Bonang are having tea.” The mother-of-one said.

#TransferLatest: Umtiti Signs For Barca

Barcelona has announced the signing of French defender, Samuel Umtiti from Lyon. The centre-back signs a five-year deal at the club.

The La Liga giants sign the defender for €25 million, with a buyout clause of €60 million.

Umtiti had his debut with Lyon in 2011, and has 170 appearances for the club. He has also won the Coupe de France and Trophee des Champions.

The France international also won the Under-20 World Cup in 2013, and has earned three caps for the senior team, playing 90 minutes against Iceland and Germany at Euro 2016 before featuring against Portugal in the final.

Umtiti will undergo a medical and sign his contract on Friday ahead of being officially presented as a Barcelona player.

Tottenham Confirm Signing Of AZ Alkmaar Striker Vincent Janssen

​Tottenham Hotspur have completed the signing of Dutch international striker Vincent Janssen from AZ Alkmaar on a four-year contract, the deal is now subject to international clearance.

The 22-year-old forward completed his medical on Monday and it has now been confirmed that he will join Harry Kane in the Spurs attack next season, for a fee understood to be £18.6m. 

Vincent Janssen was the Eredivisie’s top scorer last season with 27 goals. 

Mauricio Pochettino has been strengthening his squad this summer as he looks to build on last season’s third-place Premier League finish and had already signed midfielder Victor Wanyama from Southampton last month.

Vincent Janssen moved to Alkmaar for just £340,000 from Almere City in Holland’s second division.

The striker’s performances saw him earn the 2016 Johan Cruyff Trophy, awarded to the Eredivisie’s young player of the year, previously won by former Spurs playmaker Rafael van der Vaart and current star Christian Eriksen.

‘Avengers lied! No Attacks On Our Facilities’ – Exxon Mobile

Contrary to claims by resurgent militant group, Niger Delta Avengers that it had blown up its facilities, Exxon Mobil Corp said on Tuesday that no attacks took place on its facilities.

 “There were no attacks on our facilities,” said Exxon Mobil spokesman Todd Spitler.

On Monday evening, the Avengers said on its website that it had blown up the Qua Iboe 48″ crude oil export pipeline operated by the company.

The group has claimed responsibility for a series of attacks in Nigeria’s southern oil hub.

The militants, whose attacks briefly pushed Nigeria’s crude production to 30-year lows in spring, have said they want a greater share of the OPEC member’s energy wealth to go to the impoverished southern Niger Delta, the source of most of the country’s oil.

Qua Iboe is Nigeria’s largest crude oil stream and exports usually amount to more than 300,000 barrels per day.

Strike Continues As FG, Oil Workers’ Meeting Ends In Deadlock

The meeting between the Federal Government and oil workers unions in Abuja came to an end in deadlock on Monday and would continue on Tuesday, July 12, 2016.

The meeting, which was attended by oil workers under the auspices of the Petroleum and Natural Gas Senior Staff Association of Nigeria, (PENGASSAN) and the National Union of Petroleum Natural Gas Workers (NUPENG), was adjourned till today (Tuesday) due to the absence of officials of some international and local oil companies(IOC).

The Minister of State for Petroleum Resources, Dr Ibe Kachikwu, explained that the meetings were collaborative and frank, adding that all the issues they planned to handle were handled and conclusions were reached.

Also speaking, the Minister of Labour and Productivity, Mr. Chris Ngige, said that the meeting was adjourned till Tuesday due to the absence of IOCs.

Ngige said IOCs absence made it impossible to discuss the issue of unfair labour practices which the labour officials claimed was prevalent in the industry.

 “The meeting will continue tomorrow to deliberate on the issue of unfair labour practices in the petroleum sector.

“The meeting will include officials of IOC, and indigenous oil companies which were accused of laying off workers without going through the normal redundancy clause in the Labour laws.

“The meeting was not inconclusive. What we discussed at the Monday meeting was in our time table, because we could not discuss everything in one day.

“Why we did not conclude it today is because the IOCs are not here. We did not invite them today,” he said .

In reaction, the PENGASSAN President, Olabode Johnson, said the meeting ended in deadlock.

“We did not adjourn the meeting because the meeting was deadlocked, we had to push it forward to tomorrow because we wanted to fine-tune the areas of discussion.

“The issues we discussed included the need to curb the anti-labour practices in the sector and the payment of cash calls and the way going forward.

“We also discussed the rehabilitation of the roads that lead to the Warri refinery as well as that of the Mosimi.

“We also deliberated on the PIB and the need for government to move quickly to ensure its passage.” he said.

Johnson also lauded the Federal Government for the ‘high-powered delegation it sent to the meeting.

FG Issues Stern Warning To Nigerian Universities: ‘Admit Through JAMB Not Post-UTME’

On behalf of the Federal Government, the Ministry of Education has on Monday iterated its stance that only the Joint Admissions and Matriculation Board (JAMB) has the plenipotentiary to admit students into higher institutions in the country.

A strong worded statement issued by the Director, Press and Public Relations, in the ministry, Mr. Ben Goong, stated that any institution that acted against the directive would have itself to blame.

Goong also stressed that the decision to ban the post-Unified Tertiary Matriculation Examination screening remains, adding that any information that confirms the opposite is untrue.

The ministry insisted that universities “had no business admitting candidates other than those sent to it by JAMB but could screen candidates to remove those with anti-social traits and suspicious credentials”.

The federal government said while the ban on post-UTME stayed, screening was only for those admitted by JAMB and limited to examination of credentials and physical examination of candidates to ensure that they are not of questionable characters.

“All these should be done upon resumption. No university is allowed to have anything to do with any applicant who is not its student. Screening and registration are only for those who have been admitted by JAMB,” the ministry added.

​Chelsea are being linked with a swoop for two Euro 2016 stars and a former Man Utd target, while Everton are eyeing a £25.5m bid for a Juventus defender, according to Tuesday’s newspapers.

CHELSEA POISED TO SWOOP FOR BIG-MONEY TRIO
Chelsea are being linked with moves for Sporting Lisbon midfielder Joao Mario and Lazio winger Felipe Anderson – while they’re also tipped to finally launch an official bid for N’Golo Kante.

Mario has just returned to Lisbon following Portugal’s success at Euro 2016, and the midfielder is wanted by new Blues boss Antonio Conte this summer. Portuguese paper A Bola report the midfielder will be sold by Sporting – but only if a club matches their €60million valuation (£50.8million). However, reports elsewhere on Tuesday suggest the Blues are only willing to spend €40million for the player – which is just short of £34million.

It’s a similar story with Lazio winger Anderson – a player who was very much on Manchester United’s radar under the tenure of Louis van Gaal.

Joao Mario

Reports in the Italian press claim the Brazilian, 23, has recently changed agents to Giuliano Bertolucci, who himself has close ties to Kia Joorabchian. Both Bertolucci and Joorabchian have what is described as “strong ties” at Stamford Bridge – and are currently talking with the Blues about a £30million swoop.

Meanwhile, both the Daily Mail and the Daily Telegraph claim the Blues will launch an official bid for N’Golo Kante – and are prepared to go higher than the France star’s £20million release clause to beat a host of their rivals to the player.

That comes after Chinese club Shanghai SIPG launched a £35m bid for the player, and while the Telegraph claim the midfielder has ruled out a move to China, Chelsea will now have to negotiate a fee with Premier League champions after activating his clause. It is not anticipated they will have to go as high as £35million, however.

The 25-year-old has turned down a new £100,000-a-week contract at Leicester and Chelsea are hopeful they can now reach an agreement for the man widely regarded as the player of last season.

EVERTON TARGET RUGANI SWOOP

Everton have made an offer of £25.5m for Juventus defender Daniele Rugani, according to reports in Italy.

Italian outlet Calcio Mercato say that the offer for the centre-back includes bonuses.

However, the same report states that Juve want to keep hold of the 21-year-old.

Everton boss Ronald Koeman is keen to strengthen his defence, especially with John Stones’ constantly being linked with a move away from Goodison Park to Manchester City.

Daniele Rugani

After a loan spell with the Old Lady in 2012-13, Rugani joined them permanently last year.He made 17 Serie A appearances last season, with the likes of Leonardo Bonucci, Andrea Barzagli and Giorgio Chiellini ahead of him in the pecking order.Calico Mercato claim that Juventus have told Rugani that he will get more first team football next season should he stay. AND THE REST

Graziano Pelle Is Now The Sixth Highest Paid Player – If anyone wondered by Graziano Pelle left Southampton for the Chinese Super League, the answer is a whole lot of money.

The Italian striker signed for Chinese side Shandong Luneng last week, and he reportedly signed a bumper contract worth £260,000 per week. The deal makes him the highest paid Italian ever, and he currently sits comfortably in the top 10 of the highest earning footballers today.
