A report published by The Nation newspapers on Monday, August 22, 2016 on the plan by the Federal Government to seek emergency powers for the president – based on a proposal from the economic team headed by Vice President Yemi Osinbajo – has made headlines in the news media and would continue to dominate national discourse for some couple of months to come. The proposed action-plan on the economy is expected to shore up the value of the naira, create jobs, boost foreign reserves, revive the manufacturing sector and improve power supply with the aim of pulling Nigeria out of recession, which some analysts project will be prolonged and deep, with severe consequences on sources of livelihood, security and national stability.

The report has it that an executive bill titled ‘Emergency Economic Stabilisation Bill 2016’ is being packaged and will be presented to the National Assembly when the two chambers resume from vacation on September 12. The bill is expected to grant the president sweeping powers to circumvent some extant laws and use executive orders to roll out an economic recovery package within the next one year.

Specifically, the bill will seek to:

  1. Abridge the procurement process to support stimulus spending on critical sectors of the economy;

  2. Make orders to favour local contractors/suppliers in contract awards;

  3. Reduce the process of sale or lease of government assets to generate revenue;

  4. Allow virement of budgetary allocation to projects that are urgent, without going back to the National Assembly;

  5. Amend certain laws, such as the Universal Basic Education Commission (UBEC) Act, so that states that cannot access their cash trapped in the accounts of the Commission because they cannot meet the counterpart funding, can do so; and

6. To embark on radical reforms in visa issuance at Nigeria’s consular offices and on arrival in the country and to compel some agencies of government like the Corporate Affairs Commission (CAC), the National Agency for Foods Administration and Control (NAFDAC) and others to improve on their turn around operation time for the benefit of business.

The proposed law is in a draft form and a copy of the proposal has not been presented to President Buhari yet. This fact was buttressed in a statement credited to VP Yemi Osinbajo’s media aide, Mr. Laolu Akande. The Economic Management Team is still considering several policy options and measures to urgently reform and revitalise the economy.

Curiously, The Nation has been in the forefront of the media campaign to ensure the smooth sail of the planned bid to concede broad emergency powers to the president; and so far, the news medium is doing a good job in that regard. But then, a very important legislation such as the one expected to grant wide emergency powers to a president who already wields awesome authority will raise the eyebrows of discerning citizens. First, this is the second time in the annals of Nigeria’s democratic experiment that such a request will be put across as a bill and presented to the National Assembly for enactment. The first time was 34 years ago, under President Shagari, when Nigeria was faced with a similar economic crisis and the federal government was forced to take immediate action to protect the balance of payments and revamp the economy.

The Economic Stabilisation (Temporary Provisional) Bill 1982 was passed into law. The Nigerian military that ousted Shagari in a putsch claimed that the Stabilisation Act had failed, with the inflation rate above 30 percent and the foreign reserves falling to a $2.85 billion low – a figure which could barely support one month’s imports. Therefore, it is normal for Nigerians to harbour fears – genuine or unfounded – about the risks and consequences of granting additional powers to an already powerful president at the expense of the time-honoured doctrine of separation of powers and legislative scrutiny.

Secondly, the antecedents of the president as a person with a military background and who was once the head of a junta does not help matters. Many, under the present democratic rule, would be suspect of a hidden motive and will definitely loathe having an all-powerful C-in-C operating with diluted checks from the legislature.

Third, the simmering crises of confidence between the Presidency and the Senate/National Assembly leadership due to accusations and counter-accusations on the ‘padding’ of the 2016 Budget on one hand and the tribulations of the Senate President at the Code of Conduct Tribunal over false asset declaration and the forgery of the Senate Rules, on the other hand, could be pushed to new frontiers when the executive bill is laid before the Red Chamber. Only recently, the president of the Senate made a scathing accusation of a ‘cabal’ running a ‘government within the government of Buhari’, a charge that was swiftly denied by the Presidency. It is only natural for Senator Bukola Saraki and his supporters in the Senate to become apprehensive of this type of bill which seeks to curtail their powers in favour of the powerful executive, which they accused to have been hijacked by a ‘cabal’.

Finally, the performance of the Economic Management Team (EMT) does not inspire the confidence of some Nigerians who believe that it was under its watch that the foreign reserves were depleted by about $8 billion in just one year, while it pursued the unfortunate attempt to maintain a strong naira against obvious market realities, forex scarcity that led to closure of businesses and loss of thousands of jobs, high inflation, recession and of recent, an hike in the interest rate which will add to the cost of borrowing by businesses and result in further loss of jobs. Already, the foot-dragging in decision-making and policy announcement has created uncertainties in the markets and eroded investors’ confidence, leading to lull in these markets even after the implementation of a flexible exchange regime. Most patriots will be constrained to ask: How can the EMT – which elected to live in denial instead of being creative with policy options to hold the economy, long enough, from drifting into recession – plan to pull us out of the economic downturn within a period of one year if the president it reports to is granted emergency powers?

Now, looking at the objectives of the proposed Emergency Economic Stabilisation Bill 2016, one will not help but interrogate the need for passing that draft piece of legislation into law, instead of a push by the executive to address the shortcomings identified in five extant laws through amendments.

Shorten Procurement/Contracting Cycle and Fasten Contract Execution

The Public Procurement Act (PPA) 2007 does not allow for contract award earlier than six months after procurement/contracting decision has been taken, as there is provision for a mandatory advertisement of the contract for six weeks. This makes the procurement cycle to be unnecessarily long. Also, it was argued that the ceiling on 15 percent of contract sum for Advance Payment/Mobilisation provided in the PPA is inadequate and cannot mobilise contractors to sites and ensure timely execution and delivery of projects, given the pace the government wants to move in turning the economy around and in the provision of critical infrastructure. However, the same law provides for restricted tendering, direct procurement, and emergency procurement under Sections 40, 42 and 43 which could be explored to fast-track contract awards without passing the rigours of the tendering process. Moreover, the relevant sections of the PPA can be amended if it is established to be inadequate – including increasing the Advance Payment to the proposed 50 percent of the contract price under the new bill – and a proposal to that effect can be presented to the National Assembly for passing into law.

Meanwhile, the provisions of PPA 2007 and Nigerian Oil and Gas Industry Content Development Act 2010 are expected to ensure the adequate participation of local contractors in public procurement and contracting. The two laws can be amended to bring them in line with current realities. Therefore, the proposal to favour the local contractors/suppliers in contract awards, as contained in the Stabilisation Bill, is inexpedient.

Boosting Foreign Reserves and Strengthening the Naira

One of the interesting and significant aspect of the proposed bill is the plan to ease the long and cumbersome procedure for the sale of public assets. It is projected that the government intends to lease or sell about nine public assets in order to generate about $50billion which will be used to shore up the nation’s foreign reserves (which stood at an 11-year low on August 19, 2016 at $25.7 billion) and the value of the naira against the US dollar after the 86 percent and 50 percent drops in Foreign Portfolio Investments (FPI) and Foreign Direct investments (FDI) caused by severe forex shortages in the market. This is a commendable effort that will boost balances of the capital receipts in our reserves which will effectively improve forex availability/supply and ease the pressure on the dollar demand over the medium term. With $50 dollars in its kitty from proceeds of lease or sales of public assets, the country will have respite over its current forex crisis with the economy wet in dollar liquidity. Furthermore, lease/sales of these assets will attract further forex inflows in the form of working capital etc. into the economy.

But the question that occupies the mind is: which of the public assets are up for lease or sale? Already, government interests in PHRC, KRPC, WRPC, NPDC, NGC, PPMC, Carlson/Bermuda Ltd, Hyson (Nig.) Ltd NPA and FAAN which were listed for privatisation (divestment of 60 percent equity – 40 percent and 20 per cent to strategic investors and individual investors respectively) in the First Schedule of the Public Enterprises (Privatisation and Commercialisation) Act (PEA) 1999. The law has not been repealed yet and the enterprises listed have not been privatised. Are these the assets to be leased or sold? Are there others? You bet! In any case, the disposal of public property is dealt with under the provisions of PAE 1999 and Section 55 of the PPA 2007. The Federal Government can actually push for the amendments of these extant laws to enable it abridge the period of time needed to lease or sell its assets, instead of stacking the need for this into a new draft legislation, amongst sundry amendments, under the proposed Stabilisation Bill.

Virement of Budgetary Allocation to Projects without Recourse to the National Assembly

Procedure for virements is provided under Section 27 of the Fiscal Responsibility Act 2007. It requires the minister of Finance to recommend for the approval of the National Assembly virements from sub-heads under heads of account without exceeding the amount appropriated to such head of account. This section can be amended to the provide enablers for across-the-capital-heads virements to allow for movement of votes to critical projects that are needed to revamp the economy with the understanding of the National Assembly being the body responsible for appropriation under our laws. Conceding the emergency powers over virement to the executive will seriously impair the powers on appropriation that is vested in the federal legislature by the 1999 Constitution (as amended).

Improve Access to UBE Funds by States

The requirement for 50 percent contribution of project costs by state governments wishing to draw from the Federal Government grant as stipulated by Section 11(2) of the Universal Basic Education (UBE) Act 2004 is identified as a major constraint preventing many states from accessing the UBE funds. With most states now cash-strapped, the bill seeks to reduce states contribution to 10 percent to allow access to about N58 billion held under UBEC’s coffers. But this also can be handled with amendment to the UBE Act instead of embedded under the proposed Stabilisation Act. Besides, many people will be flabbergasted as to how unlocking N58 billion to states – some of which cannot pay regular salaries – is listed as one of the priority areas that will assist to pull Nigeria out of recession. In fact, some will see it as a means to carry the state governments along to get their support for the proposed bill.

Ease of Doing Business in Nigeria

There is no need to grant Mr. President emergency powers on the plan to get government agencies to fast track their operations – by eliminating the current bottlenecks such delays at the airport and duplication of agencies’ screening of incoming passengers – so as to enable foreign investors come into the country, make consular offices to issue visas within 48 hours and allow visitors, especially tourists, the option to pick up visas at the entry point. And also to compel some agencies of government like the CAC, NAFDAC and others to improve on their turn around operation time for the benefit of business. This also applies to the proposed trucking of liquefied gas from production facilities to power plants to enable them generate electricity – even though it is not cost-effective and an efficient means of transporting volumes of gas needed to generate power. We require synchronisation of systems and processes across the agencies responsible for passenger screening at the border entry points, as well as reforms in those organisations. Alternatively, the creation of a new national border service agency will address most of the identified challenges.

The Joint Tax Board (JTB) is in a better position to address the issue of multiple taxation which affects foreign business and prevents potential investors from coming into the country. On the other hand, Section 59(1) of the 1999 Constitution (as amended) deals with the imposition, increase, reduction, withdrawal or cancellation of tax, fee or duty. Therefore, this section of the Constitution will have to be amended before the president can be granted any emergency powers over tax matters.


The proposed Stabilisation Bill will continue to generate keen interest and intense discussions from scholars, economists, CSOs, the Organised Private Sector (OPS) and public commentators. It is my hope that in the end of it all, informed public opinion on the merits or demerits of the draft law will guide acceptance or rejection of the bill. Nigeria has been to this political economic cusp in 1982 and the Stabilisation Act was enacted to address the economic crises of that time. Let’s learn from past experience, benchmark with similar learnings from other countries and appraise the performance of the Economic Management Team to address areas of weakness in order to arrive at a comprehensive fit-for-purpose solution that will assist the country combat recession. Conferring the powerful executive with more powers will come at a great price to due process, fiscal responsibility, legislative scrutiny and check and balances. For me, each case should be treated on its own merit. We have extant laws that guide economic management which we can amend, on need basis, to suit the circumstances we have at hand.

APC Leader Admits ‘Jonathan’s Regime Is Better Than Buhari’s Administration’

A factional leader of the All Progressives Congress (APC) in Kano State, Hussaini Mairiga, has made a startling comment which might not sit well with the President Muhammadu Buhari led administration.

Maringa, one of the three factional leaders of the ruling party in Kano state, during an interview with The Punch, revealed that the government of ‘former President Goodluck Jonathan is better than their government.’

The APC Chieftain, who stated that it is natural for any political party to make its mark from the first year and the second year in power, lashed out at the current administration for not living up to expectations.

You were recently quoted to have described President Muhammadu Buhari as a failure. Why did you say that?

Yes, because all Nigerians felt that as soon as Buhari came to power, they would feel some relief after the hardship from the immediate-past administration of Goodluck Jonathan. But from all indications, Jonathan’s Government is better than our government. Meanwhile, the prices of all goods and services in Nigeria have gone up, particularly essential commodities. Each time one buys a product from the market and goes back the second day; one will notice that the price has drastically increased.  . It’s indeed failure to him and us, the APC members and followers of the party. The painful aspect is that we turn a blind eye when our own is doing something wrong. Each time the President goes wrong, it’s better to tell him right away than to wait until he leaves government before cataloguing his misdeeds.

Some Nigerians agree with you but some people have accused you of making the statements because your sources of illegal wealth have been cut off by the President. Is that what this is all about?

Those blaming me for speaking the truth should tell Nigerians what I have done wrong. As long as I live, I will not stop speaking the truth. However, I must make it abundantly clear to my critics that I am a bona fide Nigerian. I am a businessman, I am popularly known as Mairiga (dealer in clothing). Anybody, who knows me, identifies me as Mairiga, as well as a farmer. Nobody will describe me as a stranger in Nigeria or a smuggler. I am not an oil smuggler but simply a farmer and a seller of clothing materials. As a pious Muslim, I must always speak the truth, no matter whose ox is gored. As long as it is the truth, I must stand by it. And if anybody sees me doing something wrong, I will appreciate they make efforts to caution me from my misdeed.

You recently advised the President to open the borders because people are hungry. Some people say it will only make us remain backward and that we have relied on importation for too long. They say you must have been benefitting from illegal smuggling.

As soon as Buhari mounted the saddle of leadership, he closed the borders and ordered Nigerians to go back to the farm. My question is how can you tell people to go back to the farm without the machinery they need to do that? I remember that the Federal Government introduced a programme known as ‘Back to Farm’’. However, prior to the commencement of the rainy season in Kano State, no farmer had been given one kobo for the commencement of the programme. Fertiliser currently costs N10,000 per bag or a little more. My question therefore is how can somebody have the borders closed and tell you to go to farm without fertiliser and farming tools? Does he want the masses to die? Before the President passes an order, it is reasonable for him to put some palliative measures in place, which he failed to do. During Buhari’s administration between 1983 and 1985, they used to exchange oil for rice and essential commodities, which is called trade by barter. He has not brought anything for the people to eat but he has hastily closed the borders. Do you want the masses to perish from hunger? Is the President not eating in Aso Villa? Also, is the President’s wife not eating? My argument is that before the President closed the borders, he should have put palliative measures in place. The truth is that people are dying by instalments in their houses because of hunger and starvation following the current harsh economic realities.

How can Nigeria develop and be self-sufficient if they open the borders, while Nigerians continue to depend on imported products?

I am not telling people to continue to rely on imported products but my argument is that before closing the borders, the people should have been supplied with all the necessary essential commodities, including fertilisers and other things required. After one year, there is a tendency that they will start to stabilise, then the President can comfortably close the borders. I am not saying that it is improper to close the borders but if you fail to provide the basic necessities for the masses, there is therefore no justification to close the borders. The Federal Government’s policy to close the borders is not wrong but there should be an arrangement to stabilise the system, particularly in food sufficiency in the entire country. As long as there is no food, there is no moral justification to close the borders and stop food from coming into the country. That policy is wrong. There should be stability in food supply or sufficiency in the nation. Where there is no food, it would be unjustifiable to close the borders and stop food from coming in. There must be food sufficiency for everybody before the closure of the borders. However, the policy is good because Nigeria should rely on its internally-generated products and that has to be done when there is stability in basic necessities of life.

Are you trying to score cheap political points with your recent criticisms of the President as some people are wondering why a member of the APC would be publicly criticising a leader of the party?

Yes, those people do not know who Hussaini Mairiga is. I have been with President Buhari since 2002, when he veered into politics and I am still his supporter and follower. I will therefore not close my eyes and overlook his other side because he is the President of the nation. He is a human being like me and was given power by almighty Allah, and by tomorrow, Allah may bring him down. Any person who is an administrator that I follow, I must tell him whenever he goes wrong. Certainly I will not start criticising him after his tenure in office. I have to tell him the truth and I often call my friends in government on phone for them to advise the President on what Nigerians are actually facing. I also personally call on phone but they often refuse to respond to my numerous calls. The truth is that I was a member of the then All Nigeria Peoples Party (now defunct). Speaking from my experience, I observed that the party executives always hid the truth from Buhari because they wanted to get something from him. But as for me, I am not lobbying for any position from him and therefore, I have to tell him the truth, no matter how bitter it is, to enable him to right his wrongs.

Don’t you think criticising him now is premature since it is a new government that is trying to restructure?

What is the big deal about a new government? It’s indeed the tradition of any political party to make its mark from the first year and the second year in power, as the third and fourth years are for politicking and rigorous campaigning. As a result-oriented politician, the first and second years are enough to make headway, while the remaining two years are for politicking. Based on this reality, I have no alternative but to talk to Buhari and tell him the truth. Even if I am victimised for doing so, It is okay as long as I am fighting for the Nigerian masses. I would not mind stepping on toes as long as I am speaking the truth.

But is it fair for you to describe Buhari as a failure when he has not even spent two years out of his four-year tenure?

What I am emphasising is that the Buhari-led administration is almost one and a half years old and it has about six months more to attain two years in office. My argument is that after two years in office, political campaigns will be flagged off. President Buhari therefore has barely six months to achieve something in order to take Nigeria to another level. I am worried by the situation and that is why I have to tell him the truth to enable him correct it. In essence, every politically-elected government to has two years to perform. After the first and second years in office, the third and fourth years are used by politicians to seek and clamour for juicy positions. At that time, politicians will hardly concentrate on governance.

​Matej Vydra has joined Derby County from Watford in what Sky sources understand to be an £8million deal.

Vydra enjoyed two loan spells at Vicarage Road before penning a permanent five-year contract with the Hornets last summer.

However, he went on to make just one further appearance before being shipped out on loan to Reading, scoring three times in a 31-game spell at the Royals.

The Czech Republic born attacker has this evening penned a four-year contract with the Rams, much to the delight of manager Nigel Pearson.

He said: “We’re really pleased to sign Matěj Vydra – we hope that he will bring goals and energy to the team.

“His ability to exploit space with his pace is good and something that we need, while his goals record is pretty healthy as well.”

Arsene Wenger Confirms Signing Of Lucas Perez And Shkodran Mustafi After Watford Victory

​Arsenal manager Arsene Wenger has confirmed to Sky Sports the captures of defender Shkodran Mustafi and attacker Lucas Perez following today’s 3-1 triumph at Watford.
Mustafi comes in from Valencia and Perez from Deportivio, reportedly for £35million and £17m respectively.

The Gunners boss said: “We have bought two players in Mustafi and Lucas Perez. We have a good little break now and we can help them to join the squad. 
“Lucas Perez is not in the Spanish national team so can join straight away but for Mustafi we have to wait until after the break because he goes with Germany.
“I don’t think so. First of all we have a very big squad and we’ve spent a lot of money as well. We had to work very hard to get these two signings done. I expected it to last until Tuesday but fortunately it unlocked very quickly on Friday. We don’t have any plans for anyone else now.”

​West Brom boss Tony Pulis believes Saido Berahino needs the transfer window to close before he can recapture his true form.

The striker looked set to leave The Hawthorns this summer, with Crystal Palace and Stoke having tabled bids of around £20m for the former England U21 forward, but it now looks likely he will stay as the Baggies are not prepared to sell him until they find a replacement.

“He’ll be fine. Getting over the next three or four days will be massive for him,” said Pulis ahead of the Super Sunday showdown with Middlesbrough.

“I just think, one day, I will write a thesis on it. It will be a long one. Is this the fourth or fifth window? It seems like about 20 with him. The kid has had to put up with it, you can’t stop it, unfortunately. Some of the stories I could tell you.”

​Ireland international James McCarthy has told Everton he wants to quit the club, reports the Daily Mail.

The midfielder joined from Wigan three years ago in a £13million switch and has started Everton’s opening two Premier League games, although not in his favoured central midfield role.

McCarthy is reported to have informed the Merseyside giants yesterday of his desire to move on and is not even among the substitutes for this afternoon’s Goodison clash with Stoke City.

Everton will look to bring in £20m for McCarthy, a figure unlikely to deter rumoured potential suitors Crystal Palace, Newcastle, Celtic, Sunderland, Bournemouth and Watford.

Manuel Pellegrini Appointed New Coach Of Chinese Club Hebei China Fortune

​Chinese Super League club Hebei China Fortune have confirmed former Manchester City coach Manuel Pellegrini as their new manager.

Pellegrini guided Manchester  City to their first Champions League semi-final last season, but announced in February that he would leave the Etihad Stadium on June 30, with the club immediately naming Pep Guardiola as his successor.

The 62-year-old Chilean, who won the Premier League – in 2014 – and two League Cups – in 2014 and 2016 – with City after taking over in 2013, joins big-name coaches Sven-Goran Eriksson of Shanghai SIPG and Guangzhou Evergrande’s Luis Felipe Scolari in China.

Their squad includes Argentina’s Ezequiel Lavezzi, who moved from Paris Saint-Germain earlier this year, former Arsenal forward Gervinho and ex-Chelsea winger Gael Kakuta.

Pellegrini will take over as coach from former Everton midfielder Li Tie who had been in charge for just over a year.

JAMB Set To Upload Names Of Successful Candidates For 2016/2017 Admission

The Joint Admissions and Matriculation Board (JAMB) has assured that plans are already in place to commence the uploading of names of candidates who have been offered admission into tertiary institution on its verified online portal.

The assurance was made by the board’s Head, Media and Information, Dr Fabian Benjamin, in an interview with the News Agency of Nigeria (NAN) on Friday in Lagos.

Benjamin said the names of candidates that had satisfactorily met the admission rules and regulations of the institutions and that of the Federal Government would be uploaded soon.

His words: “We have just concluded a five-day Technical Committee meeting on Admission that started on Aug. 22 at the Bayero University Kano.

“A lot was deliberated upon and at the end everything came out successful.

“We have ensured that the admissions are done in line with the set rules and regulations as provided by the Federal Government and the various institutions.

“We are aware that the function of admission of candidates is solely the job of the Senates of institutions and what we do as a board is to see the guidelines used in admitting the candidates and ensure ratification.

“We are passionate about ensuring that no candidate that meets any of the admission rules and guidelines as provided by both the institution and government is denied admission for whatever reason.’’

The Registrar of the board, Prof. Ishaq Oloyede, had at the opening of the meeting said that admissions would be carried out based on guidelines approved for each institution by their respective proprietors.

A crew member of the show told The Telegraph that “Jerome and Lena aren’t on speaking terms any more and they are never in the same room at the same time.” The person went on to say “It’s a pity because they appeared to have patched things up for a while, but now the word is they should be kept apart at all costs.”

The two once dated almost a decade ago and the tensions they have presently on set may not be unconnected to their past.

Sean Bean (Ned Stark) Gets Stabbed

It was revealed in 2011 that actor Sean Bean who played the role of Ned Stark on the HBO series got punched in the face and stabbed in the arm during a fight over his then topless model girlfriend, April Summers.

The Daily Mail had reported that people who witnessed the incident said that the fight started after a passerby made “lewd comments” about Summers while she and Sean Bean were outside a bar having a cigarette.
The actor felt compelled to defend the honour of the woman he’s with as he often did playing “Ned Stark“.

According to the report, “Mr Bean followed the man down the road to challenge him. Later in the evening, Mr Bean went out for another cigarette and was then attacked by a man. He came in with a cut on his arm and a bruise on his eyebrow,” an eyewitness told The Daily Mail.

“We saw to his injuries with the first aid kit. He seemed ok and wanted to have another drink.” What more drama could Ned Stark have gotten into before he got beheaded by King Joffrey?

In the 4th season of Game of Thrones, the show runners chose to outrightly replace Ed Skrein with Dutch actor Michiel Huisman in the role of sellsword Daario Naharis.

The reason for Ed Skrein’s exit is not too clear as there has been several speculations. Some said he left the show to lead the cast for a Transporter reboot but the actor has admitted that it was much more serious than people think.

In an interview with Entertainment Weekly, he said, “My plan was to stay with Game of Thrones for the long haul. That was always my plan. I would have loved to.” He went on to say “It was a wonderful experience, but politics led to us parting ways. And from there I just said, ‘Okay, look forward, be positive. Keep calm and carry on.’”

Lena Headey filed for divorce from her husband of five years Peter Loughran in 2012. That shouldn’t make much of a headline but the news did when it came to limelight through court documents that the actress had less than $5 in her bank account.

This revelation was shocking given the fact that she played filthy rich Queen Cersei Lannister on HBO’s most successful show yet.

According to TMZ, Lena Headey revealed her dire finances after her divorced husband, Peter Loughran asked her to pay half of the $46,000 tax refund of the couple from 2011.

At the time, she told the court that she needed $6,000 of the refund immediately for her to care for her 2 year old child. The request was however dismissed and the divorce between Headey and Loughran was finalised in 2013.

Jasper Cillessen Ready To Fight Marc-Andre ter Stegen For First Team Place At Barcelona

​New Barcelona goalkeeper Jasper Cillessen has pledged to fight fellow goalkeeper Marc-Andre ter Stegen for his place in the team after joining the La Liga champions from Ajax.

Jasper Cillessen was presented at the Nou Camp on Friday after sealing his move on a five-year deal for 13 million euros ($14 million).
Claudio Bravo, who moved to Manchester City on Thursday, played the club’s league fixtures and Ter Stegen featured in the King’s Cup and Champions League games after the pair joined Barca in 2014.

Ter Stegen is expected to be Luis Enrique’s first choice in La Liga and the Champions League.

“The coach will decide but I’m going to make things tough for him,” Cillessen told a news conference on Friday.

“Together me and Marc have to try and keep the coach guessing. It will be different to at Ajax but I’m sure that Barcelona will gain a lot.

“Marc is a great goalkeeper with marvellous qualities and I would like to be at the same level as him,” added Cillessen on his new team mate and rival for the number one spot.

“I’ve come here to make things difficult for the coach but I’m not Ter Stegen’s enemy, we’re friends. I know that it’s going to be difficult to play here because there’s a lot of competition.”

Cillessen is the fifth player to join Barcelona this summer, following Denis Suarez, Andre Gomes, Samuel Umtiti and Lucas Digne to the Nou Camp.

Barca sporting director Robert Fernandez revealed the club have one target remaining before the transfer window closes on Aug. 31, Valencia forward Paco Alcacer.

“It’s Alcacer or no-one,” Fernandez said on Friday.

“He’s a player that interests us a lot and we are working towards it.”

Barcelona confirmed that Brazilian full back Douglas had joined Sporting Gijon on loan for the season and midfielder and academy graduate Sergi Samper has moved to Granada on loan.

​Hull and Middlesbrough are interested in signing Arsenal defender Calum Chambers on loan, according to the Daily Mirror.

The 21-year-old may be allowed to leave the Emirates for the season to gain first-tema experience, with Roma also reportedly interested

Arsenal boss Arsene Wenger has admitted they will allow 21-year-old Chambers to go out on loan this season to gain regular first team experience.
Wenger insisted the signing of Shkodran Mustafi would not affect his long term future but confirmed a loan move is on the cards.

Wenger said: “Future? No. The fact that he could go out somewhere and play? Yes.”

West Ham have also enquired but Arsenal want Chambers to go and play as a centre back while there has also been interest from Stoke and Derby. There has been foreign interest as well with Espanyol, Valencia and Roma.

Hull and Boro could potentially offer regular games and Chambers is likely to decide in the next 48 hours after Arsenal receive offers.

Marcelo Brozovic Claims Arsenal And Chelsea Interest

​Chelsea and Arsenal are ready to battle it out for Inter midfielder Marcelo Brozovic, according to the player’s agent.

Brozovic’s representative Miroslav Bicanic said the 23-year-old is gaining big interest from the Premier League before Wednesday evening’s deadline.

“It’s true, there are many options and we are talking about some big European clubs,” Bicanic told Croatian tabloid Index.

“I heard that Chelsea representatives are in Milan and that Arsenal are also prepared to sign him.”

‘However, I am currently in Zagreb and there’s plenty of time before transfer deadline day. The matter is not so urgent and until Marcelo signs a contract with another club, he remains an Inter player.’

A central midfielder, Brozovic was a key player for the Nerazzurri last season, making 32 Serie A appearances and managing four goals and four assists.

Juventus have also been linked with the Croatia international, so it may not be plain sailing for the London sides to complete his signing.

Claudio Bravo Wanted To Leave But Barcelona Wanted Him To Stay

​Nobody at Barcelona wanted Claudio Bravo to leave the Nou Camp according to the club’s sporting director Robert Fernandez.

Bravo ended weeks of speculation by completing his transfer to Manchester City on Thursday.

“Neither the coach or club directive wanted Claudio to leave because he’s a great goalkeeper,” he told Sport.

“When we were in negotiations, we thought that we had this season and another, plus an extra year in 2018 for Bravo to leave as a free agent to negotiate with any club. All this has influenced his decision.”

The two-time Copa America winner joined Manchester City for 18 million euros on a four-year contract and has since been replaced at the Camp Nou by Jasper Cillessen, afer winning two league and Copa del Rey titles as well as a Champions League during his time at the Camp Nou.

Albert Soler, Barça’s director of the professional sections, added: “It’s difficult to economically evaluate this deal. Bravo was bought for 12 million euros and was sold for 18 million plus two.

“He offered an excellent performance and it’s clear that, in an overall assessment, the transfer is positive.

“We offered the renewal and he wanted to leave.”

Club president Nasser Al-Khelaifi has also said the 29-year-old will sign a new contract at the club.

“I explained last week,” Emery told reporters ahead of PSG’s trip to Monaco on Sunday.

“The president [Nasser Al-Khelaifi] said he has a contract with the club and I want him to stay here.

“I’m in a great club with great players and I want the best team. I do not want them to leave, I want them to stay with me.

“Many left: [Jean-Christophe] Bahebeck, [Benjamin] Stambouli, [Salvatore] Sirigu, [Zlatan] Ibrahimovic. We have 20 players in the group and that’s a good number.

“But I understand that for all great teams, the door is not closed and nothing is finished until August 31. For us to improve, the door must remain open and I do not close it.”

Chelsea vs Burnley Preview – Premier League returnees Burnley make a trip to Stamford Bridge as they face Chelsea in Week 2 of the Barclays Premier League.

Chelsea seem to still be gelling under new manager Antonio Conte, needing late goals from Diego Costa to win their first two games against West Ham and Watford.

Chelsea’s major signing was the coup of N’Golo Kante from Leicester City, but Conte is still hoping to make a few more signings to strengthen the team.

Conte said: “I must be honest, I think we’ll have a problem to reach our targets. I hope, through this transfer market, to improve the squad but we understand our targets are very difficult to reach. I think most important thing is to work to improve the squad and improve your players. You know that when you start the season it is already very tough. It’s important to have many players to face these situations, but this market is very crazy and we are seeing that it’s very difficult to reach our targets.”

Burnley, who lost their first match against Swansea at home, produced a stunning display in their second game against Liverpool, where they emerged 2-0 winners. They’d be hoping they can take the momentum with them and kill another giant as they face Chelsea.

Burnley are the only team in the Barclays Premier League yet to spend a dime in transfer fees, and while their squad was good enough to get them easy promotion to the top flight, it might not be good enough to keep them there.

Burnley manager Sean Dyche has meanwhile praised Chelsea’s squad, and hopes that his players will be able to stand their ground against such a team.

He said, “”You turn around and it’s, ‘Come on then,Cesc, get yourself warmed up. It’s not a bad position to be in! There lies the truth, or the gap, in the Premier League.Out there playing, that means nothing; it’s 11 players against you and you have to remind yourself of that, and the players do, they’ll take on the responsibility of dealing with that. Pellegrini Announced As Hebei China Fortune New Manager

Former Manchester City manager, Manuel Pellegrini has been announced as the new manager of Hebei China Fortune.

The Chilean has been without a job since he was replaced at the end of 2015/16 season by Pep Guardiola.

He will be coaching the likes of Ezequiel Lavezzi, Gervinho, Stephane Mbia, Gael Kakuta and Ersan Gulum at the Qinhuangdao Olympic Sports Center Stadium.

The club were reportedly keen to land Roberto Mancini as their first choice, but the Italian seemingly turned down the offer.

Hebei are fifth in the CSL after 23 games, 15 points off leaders Guangzhou Evergrande Taobao, who are coached by World Cup winner Luiz Felipe Scolari.

They are five points off the AFC Champions League places with seven games remaining this season.

Ranieri Keeping Faith With Vardy

Claudio Ranieri is confident in striker, Jamie Vardy and believes he will rediscover the form that won the EPL for Leicester last season.

The England international scored 24 goals last season, as Leicester won the trophy. However, he has not found the net and Leicester are yet to win a match.

Despite that, Ranieri remains confident over Vardy’s ability ahead of facing Swansea City on Saturday.

“Last season he was a dangerous man – dangerous and a goalscorer,” he said.

“I’m not worried because Jamie is very focused.

“We played well on the counter-attack against Arsenal, they worry about Jamie, so we find another solution to surprise the opponents.”

Leicester have scored just once in their opening two league games, with that goal coming through Riyad Mahrez from the penalty spot at Hull City.

Like Vardy, Ahmed Musa, an off-season recruit, is yet to net, but Ranieri believes his front pair can form a devastating partnership.

“I think Musa and Vardy can connect. It’s all a little bit different for Musa right now,” he said.

“The Russian league is a little slower whereas here everything is played at a very high tempo.

“They can play together and when they do they will frighten people.”
