Reps Set To Probe Quota Reduction In NYSC Mobilisation

The House of Representatives has on Tuesday stated that it would investigate the reported undue reduction in the quota of students to be mobilized annually for the National Youth Service Corps (NYSC) scheme.

The resolution was taken after the adoption of a motion under Matters of Urgent Public Importance by Reps. Raphael Igbokwe (PDP-Imo) and Babatunde Kolawole (APC-Ondo),

The motion was unanimously adopted by members through a voice vote.

At the resumed session, Igbokwe said that the NYSC had released a circular to mobilizing tertiary institutions to reduce their quota by almost 70 per cent.

Daily Trust quoted him as saying that the 2016 budget made provision for call-up of corps members with a shortfall of more than 50,000 students.

“The NYSC introduced three batches of NYSC to reduce the backlog of students due for National Youths Service Scheme,’’, he said, adding that the corps furthered reduced the batches to two.

The legislator expressed concern that the quota reduction would create untold hardship on graduated students, if no action was taken.

Responding, Speaker of the House, Mr Yakubu Dogara, mandated the Committee on Youth Development to investigate the matter and report back to the house within one week.

To say that the problem of corruption has no solution is not a negative conclusion. Neither is it an encouragement to do nothing to weaken the hold of corruption on the Nigerian polity. Rather, it is to assert, after a tour of the history and geography of corruption, that attempts to stem the easy and continuous flow of corrupt practices usually lead to revolutions. Bloody and violent ends visit those who cling to power in spite of their corrupt ways being pointed out to them.

It is the massive rejection of the behaviour of the DSS in matter of the judges, especially by the leadership of the Nigerian Bar Association, which has led to this conclusion that the problem of corruption any where has no solution except the dissolution of the affected polity through violent revolution. The NBA would want due process to be followed in dealing with high profile corruption cases. But it is the failure of due process that has led to the situation in which corruption is in control of Nigeria no matter which party is in power.

When Dafida Trouble arrived to take up residence in his ancestral home of Nigeria, he took the survival of Nigeria to the Ifa Priest. He later took the same puzzle ‘Will Nigeria Survive?’ to the church and to the mosque. The church said pray and keep on praying world without end. The mosque said Allahu qadara wa insanu dabara! Human beings dabble and Allah creates. The Imams insisted that only Allah can decide the fate of Nigeria. Which stalemate led Trouble to seek the help of the Babalawo. And after consultation this is what Ifa said:

“Onikeke has twenty tribal marks; Onigbaja has thirty, while Onikolo has fifty. This statement constitutes the core of the consultation for Trouble. He must sacrifice to avert death. He must sacrifice himself to avert death. Did he do so? He turned deaf ears to Ifa. He turned hearing to doing nothing. He mocked his Babalawo. He asked why the Babalawo always asked for easy sacrifice. If I sacrifice myself I die. And I want Nigeria to survive and I want to be there when it survives. How can I sacrifice myself then? Silence of the Babalawo drove Trouble to begin his travels in search of answers. Onikeke has twenty tribal marks. Onigbaja has thirty, while Onikolo has fifty.”

Over the centuries, advisers to rulers, be they kings, emperors or dictators, advisers have always advised rulers against corruption. Machiavelli, John of Salisbury, Jonas d’Orleans and Nizam al-Mulk, as well as the historian al-Ghazali have left their thoughts on the dangers of corruption to the body politic. But in none of these political tracks of advice do these writers tell the ruler what to do. As the writer of a new book Sarah Chavez says early in her book Thieves of State: Why Corruption Threatens Global Security, “Other than threats of divine punishment in the afterlife, these manuals fail to suggest any systematic means of redress against corrupt governance.” (page 16.)

Corruption is a moral evil and a threat to the security of the realm. To get rid of corruption, the political environment must change. “Injustice unremedied, with no channels for redress, sow the frustration and desperation that may erupt in violence.” John of Salisbury wrote Policraticus in the 12th century, al-Ghazali wrote Book of Counsel for Kings in the 11th century, Niccolo Machiavelli wrote The Prince in the 16th century, Mirrors for Princes was a common title written before the tenth century, Education for a Christian Prince by Erasmus in the 16th century and Anonymous wrote The Sea of Precious Virtues. Not one of these tell what to do about corruption until it burst into bloody revolution. In England, Charles I was beheaded. In France, the ruling house as well as even the early revolutionaries, were wiped out. Out of those European experiences, the founding fathers of the United States of America fashioned a polity that guarded stringently against the corrupt use of political power.

John of Salisbury asks in his Policraticus, “Who is more intuitious than he (who) destroys law by law and is beyond the law, even while he burdens others with the law?” This is a question the members of the NBA should be asking themselves. We have seen the situation in Nigeria, in Kenya and in South Africa where senior lawyers have worked assiduously to ensure that their clients accused of corruption never get their day in court! By using the law to outlaw the law, these senior lawyers create impunity among the high and mighty corrupt people.

With the generalised collapse of public ethics, we get an overemphasis on personal morality as a cure for society’s ills. Hence the wrong-headed policy of change starts with me.

  1. You purify yourself,
  2. Then everybody will purify him/herself,
  3. And then society will improve
  4. And God will be happy with you.
  5. Naturally, you change your way of behaving, of dressing,
  6. And if everybody changes their own way of dressing and behaving
  7. There will be a change in the nation.

This, as we have learnt, does not happen. There is no change in the nation. Read the first speeches of Nigerian coup makers. Why is it that there is no change? Using corruption imagery to counter corruption, reality leaves corruption in tact. If the political environment does not change, corruption continues its reign. And “the Ida that you could change the nation by changing individuals changing the polity by changing individual morality failed.” (page 131 Thieves of State). The reason is that what should be a political war against corruption has become a spiritual warfare against imagined foes at home and in the neighbourhood. Violent language is used in imprecatory prayers. And the raw power of violence is cast in North vs South, Muslim vs Christian warfare.

Nobody remembers the variety of the tribal marks of all. Nobody remembers that corruption is the child of political power and that it can only be fought through changes in the political environment. Somebody needs to remember these things.

Lagos To Go In Guinness Book Of World Records For Largest Monopoly Tournament

Lagos State is close to making the Guinness Book of World Records for successfully hosting the world’s biggest ever Monopoly tournament.

The competition was tagged “City of Lagos Monopoly’’ and was organised by the Lagos State Sports Commission in collaboration with Lagos-based Bestman Games, a sports development outfit.

The competition, which held at the Teslim Balogun Stadium in Surulere, broke the world record of “Most People Playing Monopoly” under one roof.

The U-17 championships had about 1,300 students even though the organizers expected at most 1000 students, The previous world record was set at the Universal Studio in Singapore where 605 people gathered for the game on March 19, 2016.


Bestman Games says it is awaiting the confirmation of the feat by the Guinness Book of World Records for Lagos.

Lagos State Police Dismiss And Arraign Officer Who Shot And Killed Undergraduate

The Lagos State Police Command has dismissed Sergeant Collins Idom, who allegedly shot dead an undergraduate of a polytechnic in Edo State, Joseph Eidonojie-Ugbeni.

The dismissed Officer Idom had spent 14 years on the Nigeria Police Force. He was also arraigned before an Ebute-Meta Chief Magistrate’s Court on Monday, the same day the victim was buried at the Atan Cemetery, Yaba.

The late 20-year-old Business Administration student was on a visit to his cousin, Friday Ojah, who lived on Alape Street, Iba Ojo area when he was accidentally shot when operatives of the Special Anti-Robbery Squad (SARS) were chasing a suspected internet fraudster identified as Badoo.

A stray bullet from the sergeant’s gun hit Joseph as he was out with his cousin trying to get a canned drink and he died on the spot. According to witnesses at the scene, the SARS operatives put the lifeless body of Joseph in the trunk of the suspected fraudster Badoo’s car and sped off.

The unfortunate incident happened on September 19th and on September 23, the police arrested, detained and dismissed the killer sergeant. He was arraigned on Monday for murder, along with three suspected cult members.

The charge read in part, “That you, Collins Idom, on September 19, 2016, at about 09.30am, at Iba Town, Iba, Lagos, in the Lagos Magisterial District, did kill one Joseph Ugbeni, by shooting him with a gun on his head, thereby committing an offence punishable under Section 221 of the Criminal Law of Lagos State, Nigeria, 2011.”

The police, in a remand application brought before the court, said Idom confessed to the crime and was identified by witnesses, adding that there was no need for further investigation. His plea was not taken for the crime and the case was adjourned till November 10, 2016.

Meanwhile, there was a confrontation between mourners and some policemen at the Mainland Hospital mortuary where Joseph’s corpse was deposited. It was reported that Joseph’s family were about removing the corpse for burial when a team of policemen, who had brought another corpse to the mortuary, were challenged by the family.

A source said, “Although the policemen came for a different mission, the mourners abused them for the killing of Joseph. They were close to assaulting the officers but for the intervention of some elderly members of the family”

The victim’s father, Patrick, called for a quick trial of the dismissed cop, saying only justice would ease the hurt of the family. “The Lagos CP gave me N500,000 for the burial of my son and for that, I am grateful. The Officer-in-Charge of SARS also gave us some money. But we need speedy judgement. They should not cover up the case, because that will only increase our hurt,” he said.

The family lawyer, Saidi Sanni, said the family would demand the payment damages to the tune of N500m from the police.

“We will institute an action at the Federal High Court to enforce the deceased’s rights. We will be suing the Inspector-General of Police for N500m damages. The boy could have grown up to become somebody of repute in the society, so his life is invaluable,” he said.

The State Police Public Relations Officer, SP Dolapo Badmos, who offered condolences to the family, said the police would not condone extra-judicial killings.

National Library Facing Eviction Over N508m Debt

The National Library of Nigeria headquarters in the Central Business Disrict, Abuja has been given an eviction notice due to the outstanding rent of N508m owed.

The National Librarian, Professor L. O Aina, said this on Monday while speaking to the Senate Committee on Basic and Secondary Education. He said that one of the major challenge of the agency was the non-payment of three months’ rent for the temporary headquarters building in Abuja.

“The landlord has threatened to eject the organization by November with all its unpleasant consequences. The National Library currently owes N508, 000,000.00.” According to Professor Aina, “the non completion of the headquarters building in Abuja, the contract for which was awarded in 2006 at the cost of N8, 590, 226,393.00 made operational coordination and service delivery difficult.

“The sum of N38,764,304,832.20 was the revised estimated total cost of completing the project,” he added.


He said the agency was facing inadequate funding for collection of legal deposit resources, development of virtual library service department, capacity building and overwhelming outstanding staff claims.

In his remark, the chairman of the committee, Sen. Aliyu M. Wamakko said the oversight visit was to enable the committee monitor how the 2016 budget was implemented and also assess the challenges facing the agency and chart a way forward.

BREAKING: Buhari Appoints 2 New Supreme Court Justices Amid Raid On Judges

President Muhammadu Buhari has appointed two judges as Supreme Court justices, even as he has requested the Senate to consider and confirm the nominations.

The nominations are coming amid a clampdown on allegedly corrupt judges in the High, Appeal and the Supreme Courts, by the State Security Service.

It is also coming on a day the House of Representatives decided to probe the arrests of some ‘high ranking’ judicial officers and the raid of their homes by the Department of State Security (DSS).

According to a letter sent to the Senate on Tuesday and read by its President, Bukola Saraki, on the floor, during closed-door session, the nominated judges are Sidi Bage, Nasarawa State, North Central; and Paul Jauro, Taraba State, North East.

The president said his request followed Section 231(2) of the Constitution of Nigeria, as amended.

Mr. Jauro, who was born on June 26, 1954, became judge of the High Court in 1998. Ten years afterwards, he was appointed Justice of the Court Appeal.

Mr. Bage, born on June 22, 1956, became Federal High Court Judge in 1992 before his appointment as Justice of the Court of Appeal in 2000.

The two Judges had been recommended for appointment as Justices of the Supreme Court by the National Judicial Council.

House Of Reps Probes DSS Raid On The Homes Of Top Nigerian Judges

The House of Representatives has on Tuesday decided to probe the arrests of some ‘high ranking’ judicial officers and the raid of their homes by the Department of State Security (DSS).

The decision was taken after the adoption of a motion by a lawmaker from Rivers State, Chinda Ogundu (APC).

The House also resolved to constitute an ad-hoc committee to probe all the invasions by DSS from last year to this year.

“We witnessed what is almost a civilian coup when the DSS invaded houses of judges and whisked them away. There’s no doubt that we condemn corruption, but the method must follow the rule of law. Our people are waiting to see what we’ll do on this affront to democracy,” Rep Ogundu argued.

Meanwhile, a mild drama ensued when Rep Mojeed Alabi (APC, Osun), raised a constitutional point of order, citing sections 4, 5 and 6, saying the House could not go into such matter because of the principle of separation of powers.

His viewpoint was however received with a ‘chorus of disapproval’ as quite a number of lawmakers booed him, shouting “sit down! Sit down!”

Daily Trust gathered that the Speaker Yakubu Dogara ruled him out of order as he also pleaded with the lawmakers not to debate the motion since it has to do with an investigation.

Consequently, the motion was adopted by the majority of lawmakers when put to question by the speaker.

Court Adjourns Olisa Metuh’s Trial Till Nov. 22

A Federal High Court sitting in Abuja on Monday adjourned the trial of a former Peoples Democratic Party spokesman, Olisa Metuh, till November 22, 2016.

The presiding judge, Justice Ishaq Bello announced the adjournment of the case after the prosecuting counsel, Mr Sylvanus Tahir closed his case.

The ex-spokesman was docked by the Economic and Financial Crimes Commission (EFCC), on a two-count charge of destruction of evidence.

During court hearing on Monday, Metuh’s counsel, Mr Onyechi Ikpeazu, cross-examined the prosecution witness, Mr Saed Junaid, an officer of EFCC, who investigated the matter.

Junaid told the court that he wrote the cautionary word not the statement because the defendant could write but admitted that the third page of the statements did not bear the signature of Metuh.

He further told the court that the reading by the team members was to make sure that what was in the statement addressed the issues raised in the matter.

After much deliberation, the judge then adjourned the case till November 22, 2016 for hearing.

Price Of Rice Will Fall By November – Nigerian Gov’t

The Federal Government of Nigeria on Monday stated that the price of rice would start to fall from November this year.

Speaking on behalf of the government, the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, hinted that since more Nigerians had returned to their various farms, the next harvesting season – next month – would see the price of the commodity crashing.

Ogbeh, who stated that the government could not be involved in the importation of rice as speculated in some quarters, stressed that his ministry would not encourage rice importation because it would be detrimental to local production.

 “We will not encourage rice importation and there is no way our ministry or government can be involved in importing rice when we are working hard to be self-sufficient in local production. By November when the full-scale harvest starts, rice prices will fall,” he said.

While addressing members of the Senate Committee on Agriculture and Rural Development at the headquarters of the ministry in Abuja, the minister also said the federal government was against rice smuggling.

This is just as he noted that the Seme border had become a notorious route for the smuggling of contraband products into the country.

The federal government had in September warned that the price of rice might hit N40,000 a bag – with the current price around N20,000.

Also speaking, the Minister of State for Agriculture and Rural Development, Senator Heineken Lokpobiri, said that the $22bn annual food import bill had led to the astronomical rise in the price of rice and other commodities.

Lokpobiri maintained that if Nigerians failed to produce some of the items being imported before December, the price of rice could skyrocket to N40,000 a bag.

Wizkid & Tanzanian Singer Alikiba Almost Cancel Chris Brown Concert

Chris Brown headlined the Mombassa Rocks Festival in Kenya, but the concert didn’t go so smoothly.

According to reports from Kenya, there was a power scuffle between the show’s supporting acts, Nigeria’s Wizkid and Tanzania’s Alikiba.

The scuffle was allegedly over who would get to perform just before Chris Brown, with Wizkid wanting that honour because he was the bigger artiste.

Alikiba however felt he had a bigger fan base in Kenya, and demanded to perform last. After severe delays with push Brown’s time way past normal, Wizkid finally agreed to perform first.

Alikiba performed after Wizkid, but minutes into his performance, his microphone was disconnected as the organizers had to bring Brown on stage.

According to reports, he came back on stage after Brown had left to finish his set.

154 Nigerians Deported From Libya Arrive Lagos

The Nigerian Immigration Service (NIS) on Monday said that some 154 Nigerians have been deported from Libya.

This is just as the NIS added that the deportees arrived the Murtala Muhammed International Airport (MMIA), Lagos about 4.00pm local time.

A source in the Immigration stated that the return of the deportees was facilitated by the assistance of the International Office for Migration (IOM), which has been instrumental for the voluntary return of many Nigerians trapped in the crisis that engulfed Libya a few years ago.

Among those deported include those trapped in the Libyan crisis, and those trying to make their way to Europe.

It was gathered that the deportees arrived on board a Libyan Airline aircraft, an Airbus A330-200 with registration number 5A-LAT.

They were received by the officials of the Nigeria Immigration Service (NIS), the National Emergency Management Agency (NEMA), the Police, the Air Force and the IOM, upon their arrival.

The returnees comprised 96 women and 58 men. There were nine pregnant women, three minors and three others with medical challenges.

How Nigeria’s Naira Fared Against The US Dollar [Oct. 10]

The Naira on Monday consolidated its gain against the United States dollar at the forex market, the News Agency of Nigeria reports.

According to the agency, since the resumption of the sale of Diaspora remittances to Bureau De Change (BDCs) by Travelex, the Naira had continued to appreciate.

At the official inter-bank market, the Naira closed at N304.75 from N306.71 posted on Friday.

While at the parallel market, the local currency firmed against the dollar and other currencies as it closed at N470, N580 and N510 from N473, N590 and N512 posted on Friday.

Naira consolidates its gain against Dollar

Trading at the BDCs segment saw an upward review of the official price of the dollar to N380 by the Central Bank of Nigeria.

Speaking on the development, the President, Association of Bureau De Change Operators of Nigeria, Aminu Gwadabe, said that the regulatory authority had to review the official selling price of dollars to BDCs to encourage Nigerians in Diaspora, whose remittances was being sold to BDCs.

He stressed that the move was to discourage speculators.

Gwadabe also said the sustained appreciation of the nation’s currency would discourage the patronage of parallel market traders.

EPL Week 8 – Liverpool F.C Vs Manchester United

Arsenal and Man City target Sime Vrsaljko insists he has no intention of leaving Atletico Madrid, despite a miserable start to life in Spain.

The Croatia international has started both of his country’s World Cup qualifiers over the past week – victories against Kosovo and Finland – but has made just one appearance for Atletico since moving to the Vicente Calderon in July for a reported €16million.

The full-back is seen as the long-term replacement for veteran Juanfran and Vrsaljko has no intention of rocking the boat so early in his Atletico career.

The Premier League duo were linked to the Croatian during the transfer window before he eventually chose the La Liga club, but has made just one league appearance and is already being talked about for a move elsewhere in January.

“Ronaldo Must Reinvent”  Says Rob Palmer

Cristiano Ronaldo must reinvent himself if he wants to prolong his Real Madrid career, according to Sky Sports commentator Rob Palmer.

“Ronaldo turns 32 in February and he is now at the veteran stage of his career, but the problem is he has not quite accepted that now,” he told this week’s La Liga Weekly podcast.

“He still thinks he is a young man and he parades himself round the field and that does not help him.

“When he gets to the point where he accepts that he is no longer the great Cristiano Ronaldo when he was 27, 28 and scoring 55 goals a season and has to slightly reinvent himself, like Lionel Messi is having to do at the moment, then he will maybe become more acceptable to the general public.

“You would have to say though that as a manager, he would be your problem in the changing room because you would still want to get the best out of him, massage his ego and you would want Cristiano Ronaldo in your team.

“But I thought it was great management by Zinedine Zidane the other week to bring him off as he was not being effective in that game.

Philippe Coutinho has backed incoming Manchester City winger Gabriel Jesus to thrive in the Premier League.

“Gabriel is a superb player, he won’t have any difficulty to adapt to England,” the Liverpool man said after Brazil’s 5-0 win over Bolivia.

“He is physically strong and very agile. He has all the characteristics to succeed in the premier league. Jesus is a crack, he will be a huge hit in English football without any doubt.”

Jesus admitted that he has been thinking about taking the leap from Serie A in Brazil – where he heads the goalscoring chart alongside veteran ex-City star Robinho – to the Premier League.

And the fact that Fernandinho was recalled to the squad following the sacking of former manager Dunga, has helped him in that regard.

“I plan to have the best knowledge possible about Manchester, to facilitate my arrival, so we talk about what is important to me,” said the Brazil number nine, who is his country’s joint top scorer with Neymar in qualification with three goals in nine games.

“I want to know more about the the club, the city, everything. I know it will be a shock to me moving there, but Fernandinho is a friend and teammate.”

England To Offer Roberto Mancini Managerial Job

The Football Association are set to offer Roberto Mancini the England job until 2018, according to Quotidiano Sportivo.

The 51-year-old former Manchester City manager is out of work after leaving Inter Milan by mutual consent in August and has been courted by clubs in China.

The Italian won the FA Cup and Premier League in his three-and-a-half seasons in the Premier League with City.

The former Manchester City manager, available after leaving Inter Milan this summer, was spotted at Wembley on Saturday for England’s World Cup qualifying victory over Malta.

The FA were quick to deny his attendance had anything to do with the vacant manager’s position, which interim boss Gareth Southgate is currently filling.

However, reports in Italy suggest Mancini will be offered the role, worth £3m-a-season, with a decision expected in the coming days.

Drake Cancels Summer Sixteen Tour

An ongoing ankle injury has forced Drake to cancel the remaining stops on his Summer Sixteen tour.

He was advised by doctors to cancel the tour stops “to allow him time to recuperate his ankle injury,” a spokeswoman said.

He had been scheduled to perform at Toronto on Oct. 9, Philadelphia on Oct. 13 and Newark, New Jersey, on Oct. 16. He had originally postponed the concerts, but seems they will not be happening this time.

The Views rapper will however be touring Europe next year. He has announced a 26-stop The Boy Meets World Tour, which will run from January to March 2017.

In Ogun: Governor Amosun Inaugurates 57 LG Chairmen

Governor Ibikunle Amosun of Ogun state swore in the 57 newly elected local government and local council development areas (LCDAs) chairmen on Monday.

The swearing-in ceremony, which was held at the June 12 Cultural Centre in Abeokuta, is coming less than 2 days after the State Independent Electoral Agency conducted elections into the 20 local governments and 36 local council development areas of the state and results announced.

The ruling All Progressives Congress (APC) had won all the 57 chairmanship seats and also secured victory in 346 councillorship positions‎ with the Unity Party of Nigeria (UPN) and Peoples Democratic Party (PDP) clinching three councillorship seats.
The new council helmsmen, including five women, were administered oath of office and oath of allegiance as chairmen.

During the ceremony, the governor urged the chairmen to replicate the programmes of the state government at their respective areas, even as he promised to fund local administration.

He said: “we deliberately put the Ministry of Rural Areas and Development under the supervision of the Deputy Governor for effectiveness.

“The Deputy Governor will be liaising with you and ensure that there is regular periodic report and assessment of your performance in your areas.”

Speaking on behalf of the chairmen, the Chairman of Odogbolu Local Government assured the governor and the people of Ogun of their readiness to serve the people.

“We will assist government in the ongoing transformation agenda and justify our election by the good people of Ogun State,” the new chairman said.
