Boko Haram: Thousands Of Fleeing Nigerians Return Home From Niger, Cameroon

The National Emergency Management Agency (NEMA) has said that thousands of Nigerians forced by Boko Haram fighters to flee abroad from their homes in the North-east have begun to return home.

The agency, in a report issued, said no less than 29,581 of the documented 240,000 Nigerian refugees who had fled into Cameroon, Chad and Niger are back in the country.

The report is coming few months after news had earlier hinted that the authorities of Cameroon were planning to repatriate at least 56,000 Nigerian refugees – a report the Nigerian government dismissed in entirety, saying it had never endorsed the planned repatriation.

However, Premium Times quoted the report as saying that most of the refugees were being received back in IDP camps where officials of the concerned north-east states joined other aid agencies to provide them with humanitarian relief supports.

“Some of the Nigerians that fled to neighbouring countries (Niger, Chad and Cameroon) were provided with humanitarian relief support by Nigeria through NEMA to alleviate their suffering”, the report said.

“The displaced Nigerians have also received humanitarian supports from the host governments, the United Nations High Commission for Refugees (UNHCR), the host communities and Nigerian citizens living in the three host countries.

“There are presently 20,804 displaced Nigerians living in Chad, 80,709 in Cameroon and 138,321 in Niger”, the report stated.

It was also learnt that nearly 240,000 documented Nigerians are still trapped in Cameroon, Chad and Niger Republic, waiting for help to return home.

How The Naira Fared Against The Dollar At Interbank Market [Nov 28]

The naira remained stable, closing at N305.25 to a dollar at the interbank market on Monday, November 28, 2016.

The News Agency of Nigeria (NAN) reports that the local currency maintained its Friday rate against the greenback.

While at the Bureau De Change window, the naira traded at N400 to a dollar – the Apex bank’s controlled rate – even as the Pound Sterling and the Euro closed at N585 and N506, respectively.

The naira also maintained its Friday rate of N473 to a dollar at the parallel market, while the Pound Sterling and the Euro sold at N585 and N505 respectively.

Traders at the market blamed dollar scarcity for the woes of the naira.

Since the launch of the flexible exchange rate policy, the naira has continued to struggle for survival, leading experts to interrogate the philosophy guiding the policy.

However, stakeholders have not lost hope in the capacity of Diaspora remittances to change the fortunes of the naira as the Yuletide approaches.

Over the last six months, I gradually reached the point where I forswore further commentary on monetary policy. Yes, I do admit that part of my difficulty with the way the central bank has gone about its work is ideological. A partisan of market solutions (except in those instances, plenty, truth to tell, when this is demonstrably inadequate for the problem at hand), I have seen the apex bank work so hard to give the forces of demand and supply a bad name. My preferred example? Look no further than the so-called “flexible exchange rate market”.

I had thought that the whole point of freeing the market was to let both the groundswell of demand for dollar-denominated asset and the massive shortfall in supply from official sources operate to give us a new market-based rate for clearing exchanges between the naira and the dollar. And, that way to have the new equilibrium price function as a signal for generating new sources of dollar input into the economy.

Incidentally, there is anecdotal evidence that this mechanism did indeed work, to some extent. First a highly valued domestic currency (unsupported by much domestic activity besides crude oil export) duly lost much of its value against other traded currencies. But no less important, Bloomberg reports that “Foreign investment in Nigerian stocks and bonds more than doubled in the third quarter from the previous three months. However, at $920 million, it was still down 8.8 percent from a year earlier and less than one-fifth of the level it reached in the third quarter of 2014.” So, we did have new sources of money come in because of the new exchange rate regime.

However, the way the market has been allowed to operate, it would seem to be the case that the apex bank looked to a specific clearing rate for the naira when it decided on freeing the interbank foreign exchange market. On the central bank’s side is a large consensus amongst many Nigerians that no country leaves its exchange rate entirely to market forces — especially when most Nigerians imagine a conspiracy against the country by shadowy forces in the West. Thus, this contradiction between the market and fixed rates is one most Nigerians are comfortable with.

None of this is bad, yet. Awful, though, is when, on the back of these arguments, monetary policy then becomes like an act of God, “surpassing all human understanding”! The point I make here is not about questions around the goal that those currently managing our economy have appointed for monetary policy. That is clear: a strong naira, despite (or even maybe because of) the negative wishes of “enemies” of this economy.

My dilemma is with the tools and instruments that the monetary authorities are minded to use in achieving this goal.

Much mirth was recently afforded me by the attempt to turn the challenge of structuring proper incentives for the functioning of the domestic markets for foreign exchange into a law and order problem. This option was always going to drive marginal operations in the market back into the shadows, not stop them. And there is strong evidence that this has already happened. The point to be made on the back of this is that the introduction of higher risk elements into any transaction invariably shows up in higher prices.

Thus, the apex bank’s operation may have made the monetary policy environment riskier, when our best hope was to have de-risked it. Still, elevated risks at the foreign exchange market pale in comparison to a new source of risk that my attention was drawn to only recently. It would seem that over the 12 months since the beginning of the fourth quarter of 2015, the Central Bank of Nigeria (CBN) may have pumped enough money into the economy to have driven up domestic money supply precipitously.

I have seen this spike in money supply plotted in graphs that also depict the trajectory of domestic prices and the naira’s exchange rate. The truth is that the correlation between the former and both these other indices is uncanny. “Correlation is not causation”. But even the slightest possibility that the CBN may have contributed to driving up domestic prices is frightening. If the new monies pumped into the economy have not driven increases in output or productivity, did they simply run after the dollar, pushing up domestic prices in the process? If the answer to this question is a “yes”, the danger is that our double-digit inflation may not be the result only of structural problems in the economy. But is instead largely caused by new money sloshing around the economy.

This is one possibility that we ought not to ignore, because it is one consequence of what a friend of mine describes as the “fiscalisation of monetary policy”.

Souness Earmarks Chelsea As Serious Title Contenders

Graeme Souness has admitted that Chelsea are the only side looking scary enough in their bid to lift the EPL title.

Following the 2-1 win over Tottenham at the Stamford Bridge, the blues have gone seven matches without a win or draw.

The lone Tottenham goal was the first scored in six games of a clean sheet run by Conte’s men. They currently have 29 goals and are second behind Liverpool on goals scored so far.

Liverpool will be without star player Philippe Coutinho, who damaged his knee ligaments in the win over Sunderland.

He told Sky Sports: “Of course it’s [Coutinho injury] a blow. But I was captain there and regarded as one of the better players and I was out for 10 games and they won every single one of them!

“At the start of the season I would have signed up for finishing in the top four, but now I’m looking for a wee bit more.

“But we’re not even in December. One year at Liverpool we lost to Manchester City on Boxing Day and were 12th in the league, everyone was writing us off and we still won it.

“So to start picking a winner now is really hard. But of the candidates, Chelsea look scary to me.

“They don’t have to have all of the ball to win games. Liverpool do, Manchester City do, Arsenal do. Chelsea play in a pragmatic way, they are hard to beat.

“They all seem to know what they are doing now and Diego Costa and Eden Hazard are a real threat. But it could change dramatically in the next month.”

If Chelsea are to falter, then Souness hopes Liverpool will be ready to pounce, with Klopp the ideal candidate to lead a title-starved side towards an ultimate goal.

He said: “I think he’s the perfect fit for that club.

“He’s a man who wears his heart on his sleeve and he’s at a very emotional football club. I think it’s working beautifully right now.”

“We’re Going To Start To Think We Are Cursed” – Pogba

Manchester United midfielder, Paul Pogba has joked about how their run of home draws might make the players start to think they’re cursed.

Stoke City, Burnley, Arsenal and West Ham have all held Manchester United at Old Trafford in their last four matches, contributing to their worst start in the EPL.

Pogba provided the assist for Zlatan Ibrahimovic’s leveller in Sunday’s 1-1 draw with the Hammers and hopes a hoodoo-quelling victory is not far away.

“We’re going to start to think we’re cursed,” Pogba told SFR Sport. “It doesn’t matter which team comes here, we dominate them, be it Arsenal or West Ham.

“Our luck will change at one time or another, and it’s then that we’ll have to take it.

“I’m still confident because we create chances. It’ll come. I’m confident in my team. We just have to pay attention to the small details.

“We conceded a daft goal [against West Ham], against Arsenal it was also the small details. I’m still confident, it’ll come right. We are dropping silly points, but it’ll come right.”

United will host West Ham again in the League Cup quarter-finals on Wednesday.

Toure Says Manchester United Still In The Running For EPL Title

Manchester United currently sit sixth on the log, but according to Manchester City midfielder, Yaya Toure, they’re still in the running to win the EPL title.

Liverpool and Manchester City are level on points after 13 games, and are one point behind Chelsea on the table.

Manchester United are 11 points behind Chelsea, but that won’t stop Toure from earmarking them alongside Arsenal and Tottenham for the trophy.

“To be honest it’s Chelsea, Liverpool, Arsenal, Tottenham, Manchester United,” Toure told reporters when asked who City’s title rivals were.

“The league this year is unpredictable and it’s going to be decided in the last two or three months this year.”

City are at home to Chelsea in a huge league clash on Saturday and Toure is in no doubt his side are at a disadvantage due to Antonio Conte’s side not being involved in European competition.

The 33-year-old added: “When you are a top player and you only play once a week – like the Chelsea players, they only play once a week – it’s easier to play well, it’s easier to recover well and easier to take full advantage.

“It’s going to be a tough game on Saturday, that’s for sure. They definitely have an advantage.

“It’s difficult to play midweek and then the weekend after. Sometimes with the European schedule we play on a Wednesday, like this week, and then a Saturday.

“It’s sometimes tough to be focused and in these kind of games, you have to prepare well to compete.”

NYSC Reviews Corps Members’ Skills Acquisition, Entrepreneurship Devt Strategy

The National Youths Service Corps (NYSC) has re-strategised its approach on the Skills Acquisition and Entrepreneurship Development (SAED), for corps members, in an attempt to assist the government in tackling the monster of youth unemployment in the country.

This disclosure was made by the Governor of Katsina State, Aminu Bello Masari, at the swearing-in of 2016 Batch ‘B’ (2705) corps members deployed to the state.

Speaking at the NYSC permanent orientation camp in Katsina on Monday, Masari lauded the new strategy of the scheme to meet the needs of youths as innovative and creative.

Speaking on behalf of the governor, his special adviser on youth Development, Ibrahim Khalil Aminu, noted that the NYSC management had expanded the scope of SAED for both in-camp and post-camp training and the duration of the in-camp training.

He said: “The posture of the scheme goes to show that it is ever ready to assist government in handling the ugly monster of youth unemployment. My administration shall continue to provide venue and facilities for both in-camp and post-camp training. It is my fervent prayer that corps members deployed to the state will avail themselves of this uncommon gesture of government.”

He also assured the corps members that the state government had directed security operatives to ensure water-tight security within the camp and indeed in all parts of the state for the security of all in the state.

“You should therefore relax your minds and concentrate on the activities in camp and get the best out of the orientation course,” he added.

In his response, Mr John Okpo, the NYSC state coordinator, said that the 1611 male and 1094 female corps members registered for this service year in the camp represented the highest number ever posted to the state.

The state coordinator also averred that more attention during the orientation period would be laid on the SAED programme to enable the youths imbibe skills for their expected role as future leaders.

Nigerians Have Lost Over N900bn In Exam Fees To Malpractice

A survey by the Exam Ethics Marshal International (EEMI), revealed that Nigerians have lost over N900 billion in examination fees to malpractice in the last 20 years.

This revelation was brought to light by the Chairman of the organization, Mr. Ike Onyechere, while fielding questions on the News Agency of Nigeria (NAN) Forum on Sunday in Abuja.

His words: “The exam bodies have organized exams for 84 million candidates from 1996 till now; of that 84 million candidates, you (exam bodies) have cancelled 9.9 million results.

“Now if you want to talk in monetary terms, having cancelled those results, if you calculate the exam fees that were lost, you are talking about N900 billion lost and nothing happened.

“Exam malpractice has become an organized criminal activity controlled by syndicates like money laundering syndicates, kidnapping syndicates and so on.

“The only difference is that exam malpractice is more lucrative; again, it is risk-free; nothing happens to the people that are doing it, and that is our greatest challenge.

“The syndicates that operate are not hidden; they all operate magic centers; every exam, there is a migration from where they can supervise them to where they cannot supervise them.

“And we know them; exam bodies we know them; all of us we know them;

“We have announced 6,500 magic centers that are found; nothing has happened to the syndicates, nothing happened to the operators.’’

The chairman also called on law enforcement agencies to adequately prosecute and convict exam malpractice culprits, to serve as a deterrent to others.

450 Ex-Biafran Policemen To Get Entitlement 46 Years After Civil War

The Pension Transitional Arrangement Directorate (PTAD) has announced that no less than 450 ex-Biafran policemen, who were pardoned in 2000 by ex-President Olusegun Obasanjo, would soon get their pension and gratuities.

The announcement was made by its Executive Secretary Mrs. Sharon Ikeazor, who also added that the PTAD had enrolled about 220,000 pensioners and uncovered 9,000 ghost payees on Sunday.

The former Biafran policemen will be getting their pension 46 years after the civil war, which ended in January 1970.

The PTAD, which has commenced the verification of pensioners in Northeast on Monday, is expected to pay the 450 ex-policemen ‘immediately’ after they have scaled through verification process.

While speaking with reporters, she however said three former employees of PTAD were sacked because of pension fraud and might be prosecuted by the Economic and Financial Crimes Commission(EFCC).

Mrs Ikeazor added that two other seconded employees have been referred to the Head of the Civil Service of the Federation, Mrs Winifred Oyo-Ita for disciplinary action.

She said that henceforth, pension payment would be effected by the 15th day of the month.

She said: “I think we have about 220,000 pensioners nationwide on the payroll. There are still people who are yet to be on the payroll because we haven’t verified them. Right now, the verification that has been completed is Customs, Immigration, Police and Prisons. But we are still doing quality assurance on some of them.

“I am now signatory to pension payment, I make sure everything goes out every 15th of the month. What I inherited at PTAD, I saw the challenges when I came in. I will be honest, I won’t say the database is credible because of many years of neglect.

“What I intend to do is to make sure that we have a credible database so that pensioners that are being paid are the right ones.

“We have already partnered with ICPC. We have established an Anti-Corruption Unit (ACTU) in PTAD. What we are doing now is that we don’t make pension payment into any account without BVN. With this policy, we have dropped about 9,000 pensioners because they don’t have BVN.

“Without BVN presupposes that they are ghost because we inherited a lot of data that we cannot really verify.

“This is why verification is important or key to us. We have only done two zones in Nigeria-the North-West and the South- East zones. We are just computing those ones now to be able to put them on the payroll and start paying.”

 

In response to the plight of the 450 former Biafran policemen who are yet to be reintegrated, she said:

“We have the issue of War Affected Pensioners. You know, ex-President Olusegun Obasanjo gave amnesty to Biafran soldiers and policemen in 2000.

“The military has taken care of the pension of the soldiers of the defunct Republic of Biafra who were granted amnesty. But majority of the policemen have not been paid.

“So, when I came in, they have now brought up the case before me and we are working on that for them to get their dues. One of the men said to me that this is what he has been waiting for before he dies. These men are in their 80s, some in their 90s. Majority of them  are from the South-South and South

“I think they are about 450 policemen. I wish you could interview them, they brought tears into my eyes.

“The war is over, we have to reintegrate them. It is just like rebuilding the North-East now, we have to reintegrate these people from the South-South and South-East.”

BREAKING: Top Legislative Aide Collapses, Dies At NASS Entrance

A senior legislative aide has collapsed and died at the entrance of the National Assembly (NASS) today, November 28.

The Punch reports that attempts by medical personnel at the NASS, who rushed to his aide in an ambulance, to resuscitate him proved abortive.

It was gathered that the aide, a Grade 16 worker, was on his way to obtain a pass for medical services at the National Assembly clinic when he slumped.

His name and the cause of his death are yet to be ascertained as at the time of filing this report.

Arsene Wenger Ready To Send Chuba Akpom Out On Loan

Arsenal want to send striker Chuba Akpom out on loan in January, according to the Daily Mirror.

The report suggests the list of potential suitors include Championship sides Cardiff, Brentford and Fulham.

Akpom has only made four first-team appearances under Arsene Wenger but enjoyed a productive loan spell at Hull last year.

Akpom has been limited to one first-team appearance this season, featuring in the 4-0 EFL Cup win over Nottingham Forest in September .​

Only Verified N-Power Volunteers Will Earn N30,000 – Osinbajo

The Vice President of Nigeria, Yemi Osinbajo, has stated that only authentic and verifiable N-Power Volunteer Corps of the Federal Government would be paid the N30,000 monthly stipend as from December 2017.

This declaration was made on his behalf, by his Senior Special Assistant on Media and Publicity, Laolu Akande, while giving an update on the N-Power Volunteer Corps on Sunday, November 27.

Akande quoted the VP as saying that over 90 per cent of the 200,000 unemployed Nigerian graduates selected in the first batch of the programme had been verified using the Bank Verification Number.

However, the VP declared that any element of falsification noticed in the process of application would attract an outright disqualification, Akande said.

While referring to a British Broadcasting Corporation (BBC) report last week regarding the testimonials of some of the selected Nigerian graduates, the spokesman said:

“It is most gladdening that those who were selected are now telling the stories of how they have not been employed for years, but now grateful to the President for this initiative.”

The VP added that 93 per cent of those selected had been screened through the BVN, with the commendable assistance of the Nigerian Inter-Bank Settlement System Plc, NIBSS – and only authentic and verifiable beneficiaries would be paid the N30, 000 monthly stipends starting December.

On how the 200,000 first batch of the N-Power was selected, the SSA Media explained that the selection was not only fair and done transparently, but also with adequate care.

Firstly, 40 per cent of those who applied for the N-Power Teach and Agric were selected, and 50 per cent of those who applied for the health category, all based on an assessment test.

Then to mitigate the adverse socio-economic circumstances in the North-East an additional 4800 applicants from the region were selected with Borno State getting 1200 and Adamawa, Yobe, Taraba 800 each and Bauchi and Gombe 600 each.

Chelsea are reportedly interested in Nottingham Forest midfielder Matty Cash.

According to The People, the Premier League leaders are prepared to offer £1.5m for the 19-year-old.

It is said Forest’s asking price is £5m but there could be a compromise if he was loaned back.

Cash spent part of last term on loan at Dagenham and Redbridge, and only made his first-team debut for Forest this season, starting the opening day victory over Burton Albion.

It was a reward for some impressive performances in pre-season and he has continued to make great progress since.

Handed a new three-year deal in August, he has gone on to make five further appearances as head coach Philippe Montanier has stuck to his promise to give youth a chance at the City Ground.

FG Okays Ban On Foreign Rice In Ebonyi

The Federal Government has given its support to the prohibition placed on the sale of foreign rice in Ebonyi State.

The State Governor David Umahi had earlier banned the sale of imported rice in the state, adding that the measure was to encourage local production of the commodity.

At the weekend, the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, gave the nod when he visited Ettem Amagu Rice Farm in Ikwo Local Government Area of the state, as part of his assessment of agricultural potential of the state.

Ogbeh, who was in company of the Chairman, Presidential Committee on Rice production and Governor of Kebbi State, Abubakar Bagudu and Central Bank of Nigeria Governor. Godwin Emefiele, commended the state for its agricultural policy, particularly in ensuring massive rice production in the state.

He said: “Governor, I hear you banned the sale of foreign rice in your state; God bless you for it

“I also hear you invited young men to come back from Lagos and work here. God bless you also for it. They will be happier here in this state than living under the bridge or substandard accommodations in Lagos and Abuja.”
