Nigeria Exports Two Million Jobs To China With The Textile Industry Dysfunction

Nigeria Exports Two Million Jobs To China With the Textile Industry Dysfunction, By Paul Alaje

CLICK here to read more opinion articles

Kaduna Textile Mill Limited was established in 1956. It was the first modern textile mill, not just in Nigeria but all over West Africa. The gigantic factory was built with $2,500,000, according to available information. Within a short space of time, other groups, public and private, joined the industry, notably Arewa Textile PLC, Nortex Nigeria Limited, Finetex Limited, and United Nigeria Textile PLC, etc. All were in Kaduna. Today only one of them is struggling to survive. The others had long laid off their workers, thereby populating the legion of persons searching for jobs in Nigeria’s ever crowded labour market.

This piece was written by Paul Alaje. The views and opinions expressed here are those of the author and do not necessarily reflect the official policy or position of 360Nobs.com.

Nigeria had over 200 functional factories in the 1980s, producing fabrics for the local and international markets. This is however not the case three decades after. For instance, the industry once created 500,000 direct jobs in the 1980s and about two million indirectly at that time. Up till the 80s, Nigeria generated $2 billion naira annually as revenue from the textiles industry. And, between 1985 and 1991, the industry grew by an average of 65 percent annually. The textile subsector was responsible for 25 percent of the entire manufacturing sector in Nigeria. The subsector was a national pride then!

There were other textile mills, mainly in Lagos, such as International Textile Ltd and First Spinner Ltd, etc. We had factories in Kano and Ibadan also. However, today, most of the factories have shut down due to frustration, poor protection, mismanagement, smuggling, little or no access to funds, power instability, and the high cost of inputs.

The textiles sub-sector, which had factories scattered all over the country a few decades ago and were busy producing for endless domestic demands, were then the highest employers of labour after government.

Unfortunately the Nigerian state decided to sign a treaty in 1997, which had a very negative impact on the economy at large. Just a few months after the treaty, in spite of warnings sent to the then Abacha regime, Nigerian ports were littered with relatively cheaper imported fabrics. The implication was massive; these imports started destroying the huge success already attained by the Nigerian textiles industry, with its effects immediately felt in Kaduna. Factories started shutting down in the North, notably in Kaduna and Kano. Not too long thereafter, the other factories in different parts of Nigeria realised that they could no longer cover their average variable costs. While smuggling took a different turn, there began an upsurge in textile importation. The new twist in early 2000 was the emergence of the counterfeit cartel, which usually picked a sample from Nigeria and reproduced the same as low quality variants abroad. They then imported this and sold to unsuspecting members of the public at cheaper prices, compared to local manufacturers’ prices. The counterfeit industry is a multi-billion naira industry in Nigeria today.

Besides the World Trade Organisation (WTO) policy of liberalisation and the unfavourable agreement signed by the Nigerian government, there were other factors already battling the industry before the government implemented the WTO agreement. As at then, the available power was only 45 percent of the required amount. Today less than 20 percent of the required power input is available to the entire industry, which is much smaller in size. The general moribund power supply in the country is responsible for that. The rising cost of inputs cannot be overemphasised as another factor. Also, the sort of access to foreign exchange equally influenced the high costs of inputs.

The government’s interest seemed to change from the jobs creating sector to the income generating sector. There was gradual, yet continuous neglect of the textile and agriculture sectors, all for the newly found bride – crude oil. These factors are, perhaps, the major reasons for the backwardness of the entire Northern region. Many believe the Northerners and those in the Middle Belt are better farmers. They also had more textiles factories that are presently under lock and key. The obvious truth shows that the regions suffer more from the neglect of these inefficient sectors. Thus, apart from education, government must consider textile and agriculture for the country’s survival, particularly the northern population. From careful observation, unless the national macroeconomic structure is corrected, the economy of these regions may never rise again. This is indeed true for Nigeria at large.

How has the government responded? Governments have tried to make funds available with no significant impact on the entire textile industry. The Obasanjo administration created a special fund running into billions of naira for the revival of the industry, which was followed up on by the late Yar’Adua administration. However, the impacts of the interventions leave much to be desired. Still, the Bank of Industry (BoI) started intervention funds for the same industry under President Goodluck Jonathan. In all of these, there have been no impact as Nigeria still imports 80 percent of her textile requirements from aboard. One would think the incumbent administration would start considering solving the problem from a different dimension.

Today, an industry that once employed five hundred thousand people directly and another two million indirectly, only has 30 thousand jobs to its credit. Research in 2013 showed that Nigeria could only supply 17 percent of her local demand for textiles, with the rest coming through smuggling from neighouring countries, China and Europe, since our manufacturers can no longer compete.

Who are beneficiaries of the dysfunctional textile industry in Nigeria to today? China, Turkey and Europe. Yes! With the WTO policy and other factors impeding the growth of the industry, Nigeria has exported about two-and-a-half million jobs mainly to China. This, while we can only boast of 30,000 jobs back at home. Today, China’s export value for textile is approximately $210 billion. Nigeria has a demand of about N300 billion worth of textiles per annum. We produce N40 million worth of these, while China, Turkey and European countries are helping us with the rest. Report, for instance, shows that smuggling of textile into the Nigerian market is about N2.2 billion annually.

Now, what is the way forward? We cannot pretend that all is well; protection of the textile industry must take a high priority on the government’s agenda. Nigeria state will need to renegotiate the agreement signed in 1997 for the liberalisation of the textile market, which has done more harm than good. A considerable amount of power must be provided for the factories nation-wide, even if we have to positively ration this towards supplementing the productive sector. More so, the Central Bank of Nigeria needs to consider operators in the industry for preferential foreign exchange access.

Taste usually takes time to adjust, however what seems interesting is that Nigeria has over 20 million pupils in pre-nursery, nursery, primary and secondary schools, both public and private. Again, more than 90 percent of these pupils’ school uniforms are imported. The Nigerian contribution to the value chain is very minimal. It will not be wrong if the current textile production line is directed for this demand.

Finally, research and development is second to none. The composition of our population has long changed. While some Nigerians still demand ‘ankara’ or ‘agbada’, the demand for jeans, shirt materials and chinos is largely increasing due to a modern youthful population. We therefore need to research and upgrade our production lines to fit this new tastes.

“Boko Haram Gave Me N200 To Detonate Explosive” – Suicide Bomber Narrates Ordeal

Featured Image

An 18-year-old Boko Haram suicide bomber, Amina, who was intercepted by men of Nigeria Security and Civil Defence Corps (NSCDC) on Tuesday in Maiduguri, said she was given N200 for the mission.

Speaking with newsmen in Maiduguri, Amina revealed that she was abducted two years ago by the sect members in Madagali, Adamawa, and taken to Sambisa forest.

She said: “They gave us N200 each which they said we should use to buy food for ourselves.

“ It took us three days to come to Maiduguri on a motorcycle. We were directed by the sect members to detonate our explosives any where we saw any form of gathering.

“They said if we press the button, the bomb would explode and we will automatically go to heaven.

“I was scared, so, I told them that I could not detonate any explosive. So, they said if Zainab detonated her own, it would serve the purpose.

“On our way to Maiduguri, we encountered the military and they were shooting. I was very scared and the people that brought us ran away.

“I am from Imam Shekau’s faction of Boko Haram, even though I have never seen Shekau. But I hear about him in Gobarawa.”

On the whereabouts of her father, mother and younger brother, she said they were all killed when they tried to escape from the Boko Haram enclave where they were held hostage.

“We came from Gobarawa along Damboa, Madagali and Algarno axis, in a community where a lot of us were held hostage and married off by the sect members.

“I also am married to a Boko Haram Commander known as “Amir”.

The NSCDC Commandant in Borno, Abdullahi Ibrahim, said the command had handed over the suspect to the Garrison Commander, 7 Division of the Nigerian Army, Maiduguri, “ for proper investigation’’.

The Theater Commander, Operation Lafiya Dole, Maiduguri, Maj.- Gen. Lucky Irabor, confirmed that the suspect was in custody of the Army, and that she would undergo investigation.

“We are going to profile her as she would give us the lead to get to other insurgents,” Irabor said.

Albrighton: We’ve Not Been Up To Standard

Featured Image

Marc Albrighton admits Leicester City have been sub par this season have the reigning champions enter into an important week of their campaign.

The club gave Claudio Ranieri its full backing after losing 3-0 to Manchester United, making it their fourth straight loss in the top-flight.

Leicester are one point above the drop zone and will visit fellow strugglers Swansea City on Sunday. And Albrighton is hoping their upturn in form can start in the midweek FA Cup replay against Derby County.

“We need to pick our performances up massively because they’re not good enough at the minute,” the midfielder told the club’s official website .

“But we’ve got the ability in the side and work rate in the side to come through this. We want to get confidence from each game.

“We’ve got ourselves in this situation and it’s only us who can get ourselves out of it. The ability is there and the work rate is there so we need to put it all together on a regular basis and win football matches. We’re trying to put things right.

“I think this is a really important week for us because we’ve got a great opportunity against Derby. The atmosphere will be brilliant because it’s a local derby that both teams want to win.

“We want to progress in the cup and it’s a great chance for us to build a platform and take some confidence into the weekend’s game.”

Haye Didn’t See The Potential Of Joshua

Featured Image

Anthony Joshua has improved sporadically and that rise has come as a surprise to David Haye, but he’s motivated to regain his position as the top heavyweight in Britain.

Haye has been out of the ring for four years and watched Joshua’s earliest knockouts, but he doesn’t see it as a threat to staging a comeback.

“Not really, I didn’t see it for a long time, to be honest,” Haye exclusively told Sky Sports about the possibility of one day fighting Joshua.

“I was positive that I wanted to make a comeback but nothing was 100 percent certain. His progression was really steep.

“It was only when he won the British title and started knocking on the world door that I thought ‘this kid could be a contender when I come back’.

“He was already the world champion by the time that I did make my comeback.

“It was good to see his progression. In the time that I spent out of the ring, he’s had pretty much his whole professional boxing career.”

Kane: Money Doesn’t Motivate Me, Winning Trophies Does

Featured Image

Harry Kane has been linked with big money transfers away from Tottenham, but the forward is more interested in winning trophies.

The forward’s future at Tottenham has been speculated, despite signing an extension in December 2016. And the extension made him the highest earner in the club worth more than £100, 000 a week.

Kane could earn more if he moved to big clubs like Manchester United and Real Madrid. However the England international is more interested in winning trophies with the Hotspur.

The 23-year-old told talkSPORT : “The most important thing for me is that the club is moving forward.

“We have got a young team, a young, fantastic manager, we have got a new stadium coming in two years and we have got a new training ground.

“Everything is progressing as I want it to be and as the club want it to be so, as long as that continues, I don’t see why I can’t stay there for the rest of my career.

“Some people are motivated by money – I’m not one of them. I am motivated by trying to win trophies.

“I am happy at Tottenham. I go into work every day with a smile on my face and that is important.

“Money is a bonus of the job, but it doesn’t always make you happy.”

Kane is currently leading another Tottenham charge towards a top-four finish in the Premier League, with 14 goals netted so far.

Tuchel Backs Gotze To Come Good For Dortmund

Featured Image

Thomas Tuchel is confident in Mario Gotze getting back to his best form and becoming a key part of Dortmund.

The Germany international was at Bayern Munich for three seasons but returned to the Signal Iduna Park for the 2016-17 season but has not hit the expectations expected of him.

The 24-year-old has only one goal in 11 appearances and has been relegated to the bench since the mid season break.

Nevertheless, Tuchel has stressed the attacking midfielder should not be written off and needs time to get back to his best after a difficult period.

“I am convinced that we will need Mario at some stage,” Tuchel stated at a news conference ahead of the DFB-Pokal game against Hertha Berlin.

“There are no problems between us. It is just a decision I have made. Others have a bit more confidence right now. Mario is lacking confidence a bit. But he will get his chance and prove his worth.

“There is a lot of attention for what he does, but I do not think this helps him.

“What we need now is patience, diligence and hard work.”

Gotze is being plagued by minor injury problems ahead of Wednesday’s clash at Signal Iduna Park and could miss the round of 16 clash.

“He has some muscular problems and missed Tuesday’s training,” Tuchel added.

“It will be tight if he can play against Hertha.”

Bayern Munich Rejects Barcelona’s Bid For Teenager Timothy Tillman

Featured Image

Bayern Munich have rejected an offer from Barcelona for teenager Timothy Tillman.

The 18-year-old is reportedly attracting interest from Europe’s top teams, including Real Madrid, but his agent Christian Rossner says they have turned down an offer from Real’s biggest rivals.

Timothy Tillman signed for a €500,000 fee from Greuther Furth in 2015

“There was a tangible offer from Barcelona,” Rossner told Sport Bild. “They’ve observed him for months and they wanted to sign him for the new season.

“Barca’s plan was to let him train with the first team and give him match practice in the second team. In two or three years he would have become a full part of the first team.”

Tillman, who has played as a winger and an advanced playmaker, has represented Germany throughout his youth career but would also be eligible to play for the United States senior side.

He was taken on Bayern’s pre-season tour of the USA last year and was included in the Champions League squad, although he is yet to make an appearance under Carlo Ancelotti.

Official Statement : Leicester City Offer ‘Unwavering Support’ To Manager Claudio Ranieri

Featured Image

Leicester, who sit just one point above the relegation zone, have released a statement giving manager Claudio Ranieri their “unwavering support”…

“In light of recent speculation, Leicester City Football Club would like to make absolutely clear its unwavering support for its First Team Manager, Claudio Ranieri.

“While there is a collective appreciation from everyone at the Club that recent form needs to improve, the unprecedented success achieved in recent seasons has been based firmly on stability, togetherness and determination to overcome even the greatest of challenges.

“The entire Club is and will remain united behind its manager and behind its players, collectively and firmly focused on the challenges ahead.”

Ranieri said the statement had been released for the benefit of the media, and that nothing had changed in his own relationship with the club.

“Maybe the chairman wants to stop all the speculation,” he said. “For me, it’s important to try to find the right solution for the players, that is it. When you don’t win you lack confidence, it’s normal, but fortunately these players are warriors. They are used to fighting. They already lived this situation. They’ve lived the good things, but also the bad. So I stay with the soldiers, with the warriors who know the problem, who know the enemy. It’s too easy to say we make mistakes and that that is bad. Always the player is a man and I want to improve the man

It is understood that the Leicester chairman, Vichai Srivaddhanaprabha, is to fly in to watch tomorrow night’s Cup replay and will speak with both Ranieri and the players to reinforce the club’s message that stability is key.

FG Appoints New CEO For Transmission Company Of Nigeria (TCN)

Featured Image

Nigeria has appointed Mr. Usman Gur Mohammed as the new interim Managing Director/ Chief Executive Officer of the Transmission Company of Nigeria (TCN).

The announcement was made by the Minister of Power, Works & Housing, Babatunde Raji Fashola, on Tuesday in Abuja.

Mr. Mohammed is on secondment from the Africa Development Bank (AFDB).

In a statement released by the Deputy Director (Press) in the ministry, Mr.Etore Thomas, the minister said the appointment was born out of the need to take the company to a higher level of operational effectiveness and to perform its functions optimally.

The minister confirmed the appointment when he appeared before the National Assembly Joint Committee on Power, Steel Development and Metallurgy.

The minister had appeared before the committee following petitions written to the Senate by Staff of TCN, under the umbrella of the National Association of Electricity and Allied Companies asking the Senate to intervene.

Answering questions from the committee, the minister stated that the appointment of Mohammed had nothing to do with the AfDB’s loan to Nigeria to help reform the power sector.

He pointed out that the appointment was not a criterion for the loan, but was based on the expertise the new managing director would bring on board.

“The appointment of the interim MD for TCN was designed to ensure responsiveness to the needs of DISCOs and GENCOs, and to improve their efficiency.’’

The Minister further allayed fears of dampening staff’s morale, saying that this should not be joined to the issue of the appointment.

He added that the President had used his prerogative to appoint whomever he picked to manage the affairs of TCN.

The two committees had earlier stated that the National Assembly was not interested in dictating to the minister on how to run his Ministry.

The National Assembly, the committee said wanted to ensure that the rule of law was followed at all times, for the sake of accountability and transparency.

Yaya Toure: ” Don’t Get Too Excited About Gabriel Jesus”

Yaya Toure insists Manchester City “should not get too excited” about Gabriel Jesus just yet.

The Brazil striker has scored three goals in four games since completing his £27m move from Palmeiras in January, Toure wants care to be taken with the 19-year-old.

Toure said: “Gabriel Jesus is a very good player; very quick, sharp and clever. We realise we have to be careful, though, and we shouldn’t get too excited because he has to be focused.

“What we want to do is just continue to keep going and, at the end of the season, we can talk about him.”

“We need to have young players because City are always a team who wants to win the league. The mentality of the club is to try to get new players in and try to do as best as possible.

“When you see Kevin De Bruyne, David Silva, Jesus, Sane and Raheem Sterling playing well, you realise we have a great squad with some young players.”

City are 10 points behind leaders Chelsea despite their return to form, but Toure insists they could still challenge Antonio Conte’s side if they keep winning.

“We are 10 points behind Chelsea,” he said. “I think it’s tough. The Premier League is very, very tough and all we have to do is just focus on ourselves and keep going.

The News Agency of Nigeria (NAN) reports that Saleh was charged alongside Muhammed Sheriff, the Director of Finance, and Rilwanu Lawal, the Chief Accountant of the apex court.

In November 2016, the Attorney-General of the Federation had filed a nine-count charge of fraud to the tune of N2.2bn against the trio of the apex court‎.

NAN also reports that previous attempts to arraign the three defendants in the past were stalled.
