FG To Establish Satellite Industrial Centres Across Nigeria’s 6 Geo-Political Zones

The Federal Government has said it will establish satellite industrial centres across the six geo-political zones of the country after the passage of the 2017 budget, so as to fast-track its plan on the diversification of the nation’s economy.

The establishment of the industrial centres, which will be anchored by the Nigeria Export Processing Zones Authority (NEPZA), is expected to commence immediately after the passage of the 2017 budget.

Speaking with newsmen in Lagos, the new Managing Director, NEPZA, Mr. Emmanuel Jime, said the establishment of the centres would serve as a catalyst towards the diversification of the economy and the promotion of backward integration.

He said: “The present administration’s desire is for the economy to fully diversify and this is the reason why the President has ordered the creation of the satellite industrial centres in the six geo-political zones across the country.

“And for this to happen, NEPZA has been given the directive to anchor this and this will take effect as soon as the budget is passed.”

Jime who took over the affairs of NEPZA last week said the agency would do everything to put the country in the right direction through manufacturing for domestic market and export.

“As we know that NEPZA is a creation of Act 63 of 1992, with the mandate to license, regulate and monitor free zones in Nigeria, our plan now is to focus on the generation of employment, technology transfer and skill acquisition. Also, we will do everything to attract more foreign direct investment through aggressive marketing,” he said.

Preparatory to the daring and merciless military operations against Boko Haram members, top officers of security and intelligence agencies were in Lagos and Abuja, towards the end of 2014, to interact with critical stakeholders that matter in shaping public perception and opinions. The then president of Nigerian Guild of Editors (NGE), Mr. Femi Adesina was part of the audience.

The interactive sessions involved the display of video clips of the horrific atrocities of Boko Haram terrorists against humanity. Gory scenes of the brutal executions of captured intelligence officers who were accused of spying on the terrorist group were shown. The officers and their informants were cruelly dismembered, buried or burnt alive by the dare devil insurgents.

One of the heart-aching videos was that of a captured female intelligence operative who was “daggered” into pieces before she could start pleading for her life. A few months after, through some miraculous strategies of operation against the terrorists, positive images emerged of the gallantry of the Nigerian troops. PRNigeria released some of the declassified videos on the storming of Sambisa Forest by the special forces and intelligence operatives from the air and on the ground. The original video showed hijab-dressed female intelligence operatives, guiding women and children away from the air raid to a safe military zone.

There were also reported cases of captured men dressed in women’s attire by the Nigerian troops, who were later discovered to be security operatives assigned to spy on the terrorists’ enclaves. Strangely enough, between January and May 2015, when Sambo Dasuki was the National Security Adviser, over two dozen occupied towns were successfully recovered and liberated from Boko Haram. The towns were: Abadam, Askira, Baga, Bama, Bara, Buni Yadi, Damboa, Dikwa, Gamboru-Ngala, Goniri, Gujba, Gulag, Gulani, Gwoza, Hong, Kala Balge, Konduga, Kukawa, Marte, Madagali, Michika, Monguno, Mubi, Vimtim, among other communities.

Meanwhile, while the military and security agencies took credit for all the counter-terrorism campaigns, most of the high-profile terrorists arrested, especially at the borders and across the borders, were facilitated by the intelligence service. The service also facilitated the participation of reluctant neighbours in the Multi-National Joint Taskforce (MNJTF) and other special forces for the success of operations.

Recently too, when 21 Chibok girls were freed by Boko Haram in October 2016, Vice President Yemi Osinbajo publicly disclosed that there was no exchange of detained members of the Boko Haram sect for the girls. The Information Minister, Lai Mohammed also strongly denied the report that the Nigerian government paid a robust ransom for their release. Since no one knows what influenced the ‘Father Christmas’ gesture of Boko Haram leaders in releasing the girls, which even took a section of the military by surprise, it is purely exceptional intelligence operations.

I have deliberately avoided mentioning any of Nigeria’s secret organisations involved in the above operations. The recent exposure of the National Intelligence Agency (NIA) to disrepute after the discovery of a cash haul in an Ikoyi Apartment is a sad commentary on one of the most organised and respected intelligence organisations in Africa. Not only has the scandal damaged the integrity of the agency, it has further exposed the Nigeria’s intelligence community to global ridicule.

It is necessary to point out that in security circles, a black budget is allocated for classified and other covert operations of a nation, which can be expended under different covers and through different channels, including the funding of NGOs, cultural groups, religious organisations, corporations, private firms and, on numerous occasions, through direct cash transactions that can not be traced ordinarily. Consciously and unconsciously, patriotic and innocent citizens have supported or carried out intelligence activities without being identified with the secret service.

The instrument relating to the establishment, structure and duties of the National Intelligence Agency, especially under the National Security Agencies Act 1986 (Cap 278LFN), clearly states that “The accounts of the National Intelligence Agency shall not be subject to external audit but the Director General shall by first week of March each year, render to the President… certificate showing the total expended during the preceding period and…under which the expenditure was made and copy the National Security Adviser.”

Similarly, there are repeated keywords/phrases in NIA’s mandates, which include: National Security, National Interest, employing covert sources, using the cover of government or private concerns; conduct espionage, covert operations, and counter intelligence activities.

Even though there are declared staff who are authorised to disclose their identities, most intelligence operatives are undeclared and barred from disclosing their identities but only to close family members and associates. While some live in opulence for covert assignments, others act beggarly and pretend to be poor in sensitive terrains.

The intelligence agencies allow other sister agencies to take the credit for successful operations. Most of the arrest of terrorists’ commanders, especially at the borders and across the borders, were facilitated by the intelligence service.

The scandal over the N15 billion recovered by the Economic and Financial Crimes Commission (EFCC) at Osborne Road, Ikoyi, Lagos is quite embarrassing because the director general of the NIA, Ambassador Ayo Oke has claimed that the fund belongs to the agency.

The incident is coming at a period of intense inter-agency rivalry, in which security agencies were allegedly reported to be behind the leakages of classified and confidential information to smear their perceived oppositions within the same government.

The above scenario is again playing out here. Now that NIA has laid claim to the amount found in the Ikoyi apartment, does it mean the Economic and Financial Crimes (EFCC) was misled? Is the mysterious whistle-blower a character in the inter-agency rivalry? Or is it another counter-intelligence by another foreign secret service against Nigeria?

In a December 2016’s article I wrote, Magu’s EFCC: Between Suspects and Victims, I warned that “President Buhari should ensure that the brewing inter-agency conflict among critical institutions should be urgently addressed. For instance, if the EFCC should attempt to retaliate against the report of DSS, the result will not only be dirty but likely to compromise national security.”

While the EFCC publicised the discovery, it has totally failed to disclose the owner. Even the vibrant spokesperson of EFCC, Wilson Uwujaren had to put off his mobile phone for almost 72 hours during the fracas.

With all fingers pointing to the fact that the money belongs to NIA, the burden of proof is on the mysterious whistle-blower. Could the whistle-blower have acted on behalf of an agency engaged in the rivalry or was it as major counter-intelligence operation by foreign interests to expose and embarrass our intelligence network?

There are many ways of removing public officers but such attempts should not be done by rubbishing the integrity of the public institutions they represent, especially in Nigeria’s security architecture.

I strongly believe that at this critical period and with the unabated inter-agency rivalries in existence, alongside the incidence of leakages of classified information by some agencies of government, the current National Security Adviser, General Babagana Monguno should be wary of these developments. Though a gentleman, he needs to be more pragmatic, charismatic, assertive and decisive in dealing with erring agencies.

Jonathan Reacts To Olusegun Adeniyi’s Book | Says “Against The Run Of Play” Contains Distorted Claims

The immediate past president of Nigeria, Goodluck Jonathan, has reacted to ‘Against the Run of Play’, a book which chronicles events leading to result of the 2015 presidential election, written by Olusegun Adeniyi, media aide to late president Umaru Yar’adua.

In a flurry of tweets on his verified Twitter account (@GEJonathan) on Saturday, the former president averred that he would give a personal account of the events leading to his defeat in the 2015 presidential election soon.

He said the accounts of what transpired in the election, as rendered by some respondents in the book, were false and inaccurate.

“I have just read Segun Adeniyi’s new book, ‘Against the Run of Play’ which has so far enjoyed tremendous reviews in the media,” Mr. Jonathan tweeted.

“My take on it is that the book as presented contains many distorted claims on the 2015 Presidential election by many of the respondents.

“There will obviously be more books like that on this subject by concerned Nigerians.

“However, I believe that at the right time, the main characters in the elections including myself will come out with a true account of what transpired either in major interviews or books.”

In the same book, a National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, was said to have accused Senate President Bukola Saraki and the Kaduna State Governor, Nasir El-Rufai, of being responsible for his failure to run in the 2015 presidential election as running mate to President Muhammadu Buhari.

Moyes: I’m Very Disappointed

David Moyes has ranked Sunderland’s exit from the premier league, as his worst day in football, but would not discuss his future.

A late goal from Josh King, which was the only goal of the match , sealed the fate of the black cats, who has spent majority of the season in the bottom three.

Moyes would not blame anybody for the defeat and was also mute about his future at the club.

“To think about it and talk about it now is just too quick,” Moyes said. “They’re questions for a week or two down the line – I’m not sure it’s for now. I’d like to make sure we get Sunderland back in the Premier League.

“I’m really disappointed. This is my worst day in football. I feel for the supporters. They put their heart and cash into the team and my thoughts are mainly with them.

“It’s a collective thing from top to bottom – it’s wrong to blame any individual. Clubs are much stronger than any one individual.

“I know what a Premier League team looks like, a Premier League squad looks like, and we have looked short of that bit of quality.”

The Joint Admission and Matriculation Board (JAMB) has said it had so far registered 1.5 million candidates for the 2017 Unified Tertiary Matriculation Examination (UTME) across the country.

This disclosure was made by the Registrar of JAMB, Prof. Is-haq Oloyede, in an interview with pressmen on Saturday at side line of activities marking the pre-JAMB mock examinations.

Oloyede said, “So far, it has even been better than our expectation, it was a mock, the intention was to test the technology and it proved to be perfect.

“I think from what we are seeing, we are more than ready for the main examination.

“At least 90 percent of the examination centres have reported positively, there has been proper downloading and preparation; even after the exam, we had uploaded responses of 80 per cent.

“We have done it to show that what works elsewhere across the world should work in Nigeria; we believe we can do it efficiently; we will continue to do our best.

“We have registered over 1.5 million candidates in less than five weeks; we believe that the reality we have put in place is good enough.’’

Oloyede said that 633 centres were used to conduct the mock examination for 153, 000 candidates across the country.

Nigeria Clawling Out Of Recession In Few Weeks – Lai Mohammed

The Minister of Information and Culture, Alhaji Lai Mohammed, has revealed that Nigeria is gradually “clawing out of the woods of recession in weeks from now.”

Speaking on Saturday, on behalf of the minister, the Managing Director of the News Agency of Nigeria (NAN), Mr Bayo Onanuga, made the assertion at the biennial convention of the Nigerian Guild of Editors in Lagos.

He said that going by a recent statement by the Governor of the Central Bank of Nigeria (CBN), Godwin Emiefele, the country would exit recession by the end of June.

“There have been other pointers for the good news as well. For two consecutive months, the National Bureau of Statistics has also reported a fall in inflation rate.

“The exchange rate is regaining some sanity.

“As I said earlier, the worst appears to be over. We are clawing out of the woods of recession in weeks from now,“ he quoted the minister as saying.

Mohammed said that the Buhari administration and collective will of Nigerians had shamed doomsday prediction that our recession could worsen into a depression.

“I hope, in our various media, we shall begin to focus more on the positive developments in our economy, the growth in agriculture and mineral development, since the NBS last year, let out the secret that the Nigerian economy recorded a negative growth in the first quarter of 2016,“ he said.

Dybala ended speculations linking him with Barcelona, when he signed a contract extension till 2022.

The Argentine has only scored nine goals this season, and believes he can only be compared with club legend Del Piero, when he becomes prolific like him.

“Del Piero is an example [to follow],” Dybala told Sky Italia after Juve’s 2-2 draw at Atalanta on Friday.

“It will be tough to follow in his footsteps, both on and off the field.

“He scored much more [than me]. I’m missing a lot to be like Del Piero.”

Sunderland Out Of EPL, After Loss

Sunderland’s 1-0 loss to Bournemouth has seen them relegated from the Premier League, for the first time in 10 years.

Josh King’s lone goal , which came in the 88th minute has sealed Sunderland’s fate of relegation, after a goalless draw between Hull City and Southampton.

Defoe and Borini wasted the chances they got to help Sunderland secure a win. Defoe could only manage one shot out of eight on target.

The win means Bournemouth has over 40 points and are 10 points clear of the relegation zone. This is the fourth time the Black Cats are being relegated.

Chelsea To Pay Stamford Bridge Tribute To Terry

Chelsea will be paying tribute to their long serving captain, John Terry at Stamford Bridge, by removing all banners not praising Terry from two stands.

The veteran defender will be leaving the London club at the end of the season, after 22 years at the club.

Terry made his senior debut in 1998, after joining the youth side in 1995 and has gone on to make over 700 appearances.

Terry has won four premier league titles , including the Champions League and Europa league.

The England international has been loyal to the blues, and the supporters will display only Terry banners at the The Shed or Matthew stands for the rest of the season.

Mangala Unsure About City Future

Eliaquim Mangala has no idea what the future holds for him and has not spoken to either City or Valencia.

The France international joined the Spanish club on a season long loan in August and has been a permanent fixture in the first team.

Mangala doesn’t know if Valencia wants to keep him permanently, but would rather wait till tell end of the season before any discussions.

“We’ll see what happens at the end of the season. There are four games left and we’ll see what happens,” he told Marca .

Asked if Valencia chiefs had spoken to him, he said: “No, and I prefer it that way: to be calm and focused on the pitch and then see what happens.

“I don’t know [what I will do], I don’t think about next year. My plan is to think about what’s happening now and when the season finishes I’ll think about next year.”

UNICEF: 600 Teachers Killed, 1,200 Schools Closed During Boko Haram Insurgency

No fewer than 600 teachers have lost their lives with over 1,200 schools closed in the Lake Chad region ravaged by Boko Haram insurgency, the United Nations Children’s Funds (UNCEF) has said.

In a statement issued on Friday by Marie-Pierre Poirier, UNICEF’s regional director for West and Central Africa, the UN agency disclosed that it is targeting 158,900 Children to benefit from a training program, which is expected to run until the end of the year.

The statement added that schools are particularly vulnerable to bombings, attacks, and abductions by the insurgents but many lacked detailed safety plans.

The statement read: “Boko Haram, whose name in the Hausa language means ‘Western Education is Forbidden’, has killed more than 600 teachers and forced over 1,200 schools to close during its eight-year insurgency in Nigeria, Niger, Cameroon and Chad.

“Three years ago, the abduction of more than 200 schoolgirls by the jihadist group in Chibok in northeastern Nigeria sparked global outrage.

“The training program, run in partnership with the European Union, encourages teachers to evaluate the risks facing their schools and helps them develop action plans so that students and teachers know what to do in case of emergency.

“Ensuring access to education for crisis-affected children is important, however opening schools is not enough.”

“Children and teachers need to be equipped with knowledge and skills, to be prepared and able to mitigate the effects of something dangerous happening around the school premises.”

UNICEF spokesman, Patrick Rose, added: “Some of the plans include appointing student leaders, designating assembly points and practicing emergency evacuation techniques. Some 1,600 teachers have been trained so far.

“The training also includes techniques for providing traumatized children with psychological support and making schools feel like a safe place in the midst of the chaos.

“Teachers learn games that can have a healing effect, and how to incorporate lessons about looking after each other into the children’s activities.”

Cahill: I Want Costa Back To His Best

Gary Cahill was quite pleased to see Diego Costa return to scoring, as he is keen on seeing him return to his best.

Costa has been a key figure for Chelsea in recent games, but went five games without finding the net.

Costa ended that run with a brace against Southampton, to the delight of defender Gary Cahill.

“I was delighted for Diego, I thought his fourth goal was absolutely brilliant,” Cahill, who was also on the scoresheet in a 4-2 win, told the club’s official website.

“We have full confidence and belief in him as a squad of players. We know what he can produce, we were just waiting for him to deliver and he delivered. You’re not going to score in every game.

“Eden’s been chipping in with some important goals lately but Diego produced a great performance and I really felt the fourth goal was something special, it was a glimpse of what he’s been like for the majority of the season for us. I’m buzzing he scored and put in a performance like that.”

Tinubu Set To Reveal How Ex-President Jonathan Was Removed From Office

The National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, has said that “he is working on a book that would detail how his party removed former President Goodluck Jonathan from office.”

The former governor of Lagos State was instrumental in the merger of the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC) and All Nigeria Peoples Party (ANPP) to form the APC that presented President Muhammadu Buhari as candidate, who removed an incumbent President from office in 2015.

Speaking at the launch of “Against the Run of Play”, a book authored by Chairman, ThisDay Editorial Board, Olusegun Adeniyi, Tinubu said he would soon reveal how the APC defeated the Peoples Democratic Party in the last presidential election.

Speaking on his behalf, his media aide, Mr. Tunde Rahman, quoted his principal as saying that he played a big role in the emergence of Prof. Yemi Osinbajo as Nigeria’s Vice-President.

He said people should not dwell on his loss of the vice-presidential seat but on the achievements of Osinbajo, whom he had nominated for the position.

His words: “Some have said that they will tell their story, Asiwaju is also working on his own book to tell his account of what transpired.

“To tell how he was able to mould the APC to the extent that it was able to unseat an incumbent president for the first time in the history of our contemporary politics.

“The account of what transpired as told by Bola Ahmed Tinubu in the book and as presented in some newspapers is not about him losing the vice-presidency and the eventual vice-president emerging, as the reviewer has put it.

“Asiwaju spoke in greater context in that book, and when people are making comments, they should speak with the context in which he spoke. If they are saying that Asiwaju lost the vice-presidency and that a vice-president emerged, where did he emerge from? Who nominated the vice-president?

“I’d like to say that even the vice-president has said on some occasions that a certain political leader from the South-West nominated him for the job and we all know who that is.

“That nomination has been a very good choice from all the wonderful things the vice-president has been doing.”

The outrage over the lopsided appointments by the Buhari administration gained monumental currency after it was learnt that the current DSS recruitments were done in favour of the north and in particular, Katsina, the home state of President Buhari and the Director-General of the DSS.

As published on Major Newspapers, yesterday, 51 of the 479 new recruits came from Katsina, which is more than the 42 new cadets recruited from the six South-South states. Whereas Katsina had 51 new cadets, the distribution in the six South-South states is as follows: Rivers 7, Delta 8, Edo 6, Cross River 9, Bayelsa 7 and Akwa Ibom, 5. Lagos, the state with the highest population had 7 while Kano which follows had 25 and was closely followed by Kaduna with 24 and Bauchi, 23 cadets.

To this end, the Service had been accused of abandoning the Federal Character Principle which is obviously stated in Section 14, subsection 3 of the 1999 Constitution of Nigeria.

The Sections provides that: “The composition of the Government of the Federation or any of its agencies and the conduct of its affairs shall be carried out in such manner to reflect the federal character of Nigeria and the need to promote national unity, and also to command national loyalty thereby ensuring that there shall be no predominance of persons from a few states or from a few ethnic or sectional groups in that government or any of its agencies”.

In an attempt to justify the recruitment quota, a presidency source who sought anonymity said there is no lopsidedness in President Buhari’s appointments.

The source added that the situation was sequel to an effort to correct the imbalance that had existed over the years.

The source said that the case was not peculiar to DSS, hinting that such also obtained in the Army, Navy and Air Force.

Koeman: We Need More Players Like Lukaku

Ronald Koeman has charged his side to have the same mentality as Lukaku, if they’re to best Chelsea.

The Belgium international scored 13 goals in eight straight games in the premier league , helping the toffees maintain a steady form.

Koeman believes the key to success at Everton, is for every player to possess the attacking mentality Lukaku has.

“I don’t know if he [Lukaku] will stay, we will see what happens at the end of the season,” Koeman said.

“We like to keep the best players. Lukaku always wants to show the best of himself. I think we need offensively more players who score more goals because the difference between Lukaku and the rest of the players is too big.

“Maybe we need to change our mentality because I felt a little bit less intensity, maybe less motivation [against West Ham].

“It’s always difficult if you have the end of the season feeling. That’s what I don’t like.”
