CLB Academy Spelling Bee Competition 2017: Check Dates, Details | Register Now

CLB Academy, a subsidiary of Centre for Law and Business, in collaboration with Qtaby Events presents CLB Academy Spelling Bee Competition 2017, a competition aimed at encouraging academic excellence and a healthy competitive spirit amongst primary and secondary school students.

The primary objective of the competition is to improve syntax and semantics in students and help them cultivate a healthy reading habit as it encourages to them improve and display their vocabulary and spelling prowess.

Categories for this Competition are as follows:

  • Primary School (Prys 4-6)
  • Junior Secondary (JSS1-3)
  • Senior Secondary School (SSS1-3)

The Preliminary stages of the competition will hold at the Governance Hall of Centre for Law and Business; No 18, Babatunde Jose Street, off Ademola Adetokunbo Street, Victoria Island, Lagos on Saturdays, of the 18th, 25th of November and 2nd of December, 2017 respectively while the Grand Finale will take place at The Landmark Event Centre Oniru, Lagos on Saturday, December 9, 2017.

The Grand Finale will feature 9 finalists who will compete against each other from all categories.

The winners will be rewarded with N500, 000, N250, 000 and N150, 000 respectively in scholarships as well as cash prizes and gift items from our partners.

Tyrese Goes At Dwayne ‘The Rock’ Johnson Over Fast 9 Delay

After it was announced by Universal that the latest movie in the Fast and Furious franchise, “Fast 9” would be delayed by a year with the new date being set at April 2020, it seems like that decision didn’t go down well with all the members of the cast.

On Wednesday night, Tyrese Gibson, who plays Roman in the franchise, took to his Instagram account to call out his co-star Dwayne “The Rock” Johnson for being the cause.

He wrote

“#PSA Congratulations to @TheRock and your brother in law aka 7 bucks producing partner @hhgarcia41 for making the fast and the furious franchise about YOU – And like you, DJ even if they call I will not be deleting this post. Gn folks see you in 2020 April #FastFamily right? Nah….. it’s about #TeamDewayne #3yrs will it be worth the wait? #NoShaw just Hobbs will this be another #BayWatch? Guys guys just relax I’m just a passionate film critic.”

This isn’t the first time Tyrese has taken to Instagram to call out his Fast and Furious costar, he had earlier expressed his displeasure with The Rock in the past when rumors surfaced that the next installment in the franchise was being held back in favor of a standalone movie for The Rock’s character.

In a deleted comment on one of The Rock’s pictures, Tyrese wrote, “If you move forward with that #Hobbs Movie you will have purposely ignored the heart to heart moment we had in my sprinter. I don’t wanna hear from you until you remember what we talked about. I’m on your timeline cause you’re not responding to my text messages – #FastFamily is just that a family…….. We don’t fly solo.”

In another deleted comment, he continued, “I have never and will never have a problem with this major movie star he’s my brother. I’m simply trying to reach him cause he won’t call me back about this solo #HobbsMovie I want you to shoot it just not right now cause the #Fast9 release date has already been announced and we can’t let our loyal fans #FastFamily or our loyal fast and furious FANS down on any level from pushing the date…….. Liverpool To Offer Ben Woodburn And Roberto Firmino New Contracts

Roberto Firmino and Ben Woodburn are set to be offered new long-term contracts, according to the Liverpool Echo.

The Brazilian’s current deal runs until June 2020 while Woodburn is likely to get a huge pay rise when he turns 18.

Ben Woodburn has already made 10 appearances for Liverpool and has two caps for Wales.

Firmino beat competition from Daniel Sturridge, Christian Benteke and Mario Balotelli to become Jurgen Klopp’s favourite striker.

Jurgen Klopp sees Firmino, who has scored 27 goals in 101 matches for the Reds, as key to his style of football and future plans.

Meanwhile, the situation regarding Emre Can’s contract stand-off with Liverpool remains unchanged.

NNPC Crisis: Buhari To Meet With Kachikwu On Friday

The Minister of State for Petroleum, Ibe Kachikwu, is expected to meet with President Muhammadu Buhari on Friday, October, 6, according to sources close to Aso Villa.

It is understood that the meeting which was initially scheduled to hold today was shifted to tomorrow at 11am.

The meeting comes barely three days after a memo sent by the minister to the president, complaining about insubordination and alleged corruption by the Group Managing Director of the NNPC, Maikanti Baru, was leaked to the public.

In the petition, Kachikwu had alleged that Baru was sidelining him and the NNPC board from important decisions affecting the corporation.

Kachikwu had also accused Baru of insubordination, claiming he awarded contracts without due process.

He had in the memo said: “That you save the office of the Minister of State from further humiliation and disrespect by compelling all parastatals to submit to oversight regulatory mandate and proper supervision which I am supposed to manage on your behalf.

“You kindly instruct the GMD to effectively leave NNPC to run as a proper institution and report along due process lines to the Board and that Your Excellency instructs that all reviews be done with the Minister of State prior to your decision.

“That to set the right examples, you approve that the recently announced reorganisation changes be suspended until the GMD, myself and the board have made relevant input to same.”

It would be recalled, the Senate on Wednesday set up a panel to investigate Baru, over allegations made against him in a petition to President Buhari by Kachikwu.

Alexandre Lacazette said he only became a striker because his mum thought it was less dangerous than being a goalkeeper.

“I did like playing in goal when I was young but my mum wasn’t very keen as she thought being a goalie was too dangerous,” he said.

“She said that I either played as a forward or not at all. Sometimes I was embarrassed for the opposition if there was a huge goal difference between the two teams but that didn’t happen all the time.”

“I suppose temperament wise, I was quite reserved. I still am. I just liked playing football with my friends.

“If we lost, of course I was sad. I used to cry at the slightest negative thing. Don’t worry, it’s changed now!”

Skeptics of election observation received a boost with the Kenya Supreme Court’s nullification of the August 8th, 2017 presidential elections. The court ruled that the election was not conducted in accordance with established procedures by the election management body, hence the directive that the Independent Electoral and Boundaries Commission (IEBC) conducts a fresh election into the office of the president. The botched election had been adjudged credible by several election observation missions.

The entire world then went agog calling for the scraping of election observation. International observation missions were the worst hit as they were termed as electoral tourists. They were accused of subverting the will of the people in the pursuance of peace. The Carter Centre, National Democratic Institute (NDI), European Union Observation Mission received the most bashing. The argument has been that international observation missions are only valuable to the extent that they provide oversight on the conduct of elections. This resonates with the view that their presence could potentially deter electoral fraud.

Across Africa, citizens and stakeholders have confidence in the findings of election observers because they not only validate the electoral outcomes but also proffer recommendations for future reforms. In fact, in countries like Uganda, Cameroon and Zimbabwe, citizens repose more confidence in the reports of election observation missions than their electoral management body. Thus, the surprise generated with the quashing of the Kenyan presidential election, which was validated by most of the EOMs. However, this development beckons for a deep introspection, not jettisoning of election observation, since it reposes confidence in the electoral process. Again, there’s a reliance on the findings of election observer missions in assessing the level of democracy in sovereign states. This, to an extent, influences international democracy assistance to countries.

The end of the cold war ushered the third wave of democratisation which introduced international election observation as an event or mechanism for promoting universal and democratic standards in sovereign states, particularly in emerging democracies or in transiting democracies. Since then, election observation has evolved with respect to scope and methodology, and same with the standards of assessing elections. This advancement led to the codification of standards for election observation into international or regional instruments. The Declaration of Global Principles for Nonpartisan Election Observation and Monitoring by Citizen Organisations is one of such instruments that outlines conditions or standards for credible and professional election observation. These following conditions are vital to the credibility and sustainability of election observation missions:

  1. The independence and integrity of the election observation mission must be guaranteed. The mission must have high regard for standards and professional ethics;
  2. Neutrality, quality and objectivity in data gathering, analysis and reporting;
  3. The scope and methodology must be comprehensive, spanning all aspects of the elections because election is a process and not an event;
  4. Respect and compliance with established municipal or international legal and regulatory frameworks.

It is important to reconsider the composition of EOMs. Traditionally, EOMs are composed of diverse membership of past leaders, politicians, academics, civil society, media etc. Some of these personages are politically exposed persons whose personality may impugn the integrity of the mission. Regional institutions and international organisations should be weary of persons recruited and employed to serve as election observers. EOMs must prioritise the moral and integrity credentials of these individuals because their moral stands or public a perception could undermine the integrity of the observer mission, making it easy for their findings to be discredited.

International EOMs must also strengthen their collaboration with the domestic election observer groups. The domestic groups often deploy more observers hence the need for complementarity in their role. IOMs are at their best when they amplify issues raised by local observer groups during elections.

It’s a notorious fact that the results collation process is the weakest link in most elections in Africa. This aspect of the electoral process has received little or no attention from observers. The present situation is for the group to mention it in passing but there has been no deliberate effort to methodically oversight the results collation process. It is important for observer missions to dedicate quality time to the observation of the results collation process. Specific observers should be deployed to observe results collation. This can be made possible with strong partnership with local and citizens observers.

It has also become imperative for EOMs to review their timeline of issuing statements and reports, lest it is misconstrued as providing a verdict on an election. Perhaps there’s need for an expanded definition of the usual line, “the election was free and fair based on our observation”. Electoral integrity and political stability are both important for the sustenance of democracy.

It is important that these issues are reviewed and lessons learnt ahead of the October 10th Liberia Election. Already there is a beehive of activities in Liberia. The Robert International Airport is in full buzz with planes arriving and ferrying international observers into town, with all the posh hotels fully booked, as the election observers have all moved into the capital city of Monrovia.

2017 MTV EMA Awards: Taylor Swift Leads Nominations As Davido And Wizkid Battle For Best African Act

MTV has announced the nominees for the 2017 MTV EMA Awards, with Taylor Swift leading the pack with six nominations, including one for her new “Look What You Made Me Do” video and one for “Best Look,” in which she competes against ex Harry Styles.

Ed Sheeran and Kendrick Lamar are both nominated for four awards, while Nigerian superstars, Wizkid and Davido will battle it out for Best African Act.

Bartomeu: Respect The Wishes Of The Catalan People

Barcelona president, Josep Maria Bartomeu has asked for the wishes of the Catalan people to be respected following the Catalunya independence referendum.

The vote, which occurred on Sunday was marred with violence between protesters and riot police, with the Spain government declaring the vote illegal and unconstitutional.

Barcelona played their match against Las Palmas on Sunday behind closed doors and Bartomeu slammed the actions of the Spanish authorities.

Speaking in a video on the club’s official website, he called for “dialogue” and for “the wish of the majority of the Catalan people to decide on their future”.

“These last few days, Catalonia has been going through one of the most transcendental periods in its recent history,” he said.

“FC Barcelona, as one of the leading institutions in the country, demands a process of dialogue and negotiations to find political solutions to the situation happening in Catalunya, and for this to be done with the utmost respect for the wish of the majority of Catalan people to decide on their future.

“We are more than a club and it is precisely because of that that we feel that it is our duty to stand by our people, under such difficult circumstances as those that are being experienced right now.

“We are therefore officially supporting the Comissio Independent per a la Mediacio, el Dialeg i la Conciliacio [Independent Commission for Mediation, Dialogue and Conciliation] promoted by the Il-lustre Col-legi d’Advocats de Barcelona (Barcelona Bar Association).
“People understand each other through dialogue.

“FC Barcelona demands respect. As an institution that is so committed to the values of dialogue and peaceful coexistence, the club feels that all public manifestations need to contribute to building the bridges for dialogue that are necessary in this context while respecting the freedom of expression of the Catalan people.

“In order to overcome this crisis, it is indispensable for all of us to come together and to use our social functions to act responsibly. In our case, we shall defend the demand for such institutional dialogue wherever it might be needed, while in a sporting sense, we shall continue to compete in our different disciplines.

House Of Reps: 2 Lawmakers Dump PDP For APC

Two lawmakers of the House of Representatives, Zephaniah Jisalo and Yusuf Tijjani, on Thursday dumped the People’s Democratic Party (PDP), for the ruling All Progressives Congress (APC).

The 2 lawmakers; Reps. Salomi Zafaria who represents AMAC/Bwari Federal Constituency of the FCT and Ahmed Tijani who represents Okene/Ogori-Magogo Federal Constituency of Kogi, announced their defection during plenary.

In separate letters addressed to Speaker, Mr Yakubu Dogara, the lawmakers claimed they defected because of the leadership crisis that rocked PDP in recent times.

The development led to loud protest from PDP lawmakers in the House with the Deputy Minority Whip, Mr Yakubu Barde, in a point of order, calling for the vacation of the seats of the two defected lawmakers.

Barde, cited Section 68 of Nigerian constitution, which states that a legislator will automatically vacate his seat if he/she leaves his political party without division.

He further said that the leadership tussle in the party has been settled by the Supreme Court, adding that the two lawmakers have no grounds for their defection.

Ruling on the matter, Dogara said the division in a party was not pronounced in the Constitution, adding that lawmakers could be prohibited from defecting.

The News Agency of Nigeria (NAN), reports that the latest development has brought to five the number of representatives that so far defected in 2017.

Reps. Edward Pwajok from Plateau, Hassan Saleh from Benue and Adamu Kamale from Adamawa had earlier defected.

BREAKING: Buhari Appoints Aishah Ahmad As New CBN Deputy Governor, Seeks Senate Confirmation

President Muhammadu Buhari has appointed Mrs Aishah Ahmad as the Deputy Governor of the Central Bank of Nigeria (CBN); even as he presented her to the Senate for confirmation.

Her appointment was announced in a statement issued today by the Special Adviser to the President on Media and Publicity, Mr Femi Adesina.

Mrs Ahmad, who is expected to replace a former Deputy Governor, who retired early this year, has been told to resume with immediate effect as soon as her appointment is confirmed by the Senate.

“In accordance with the provisions of Section 8(1) (2) of the Central Bank of Nigeria (Establishment) Act 2007, President Buhari urged the Senate President, Dr Bukola Saraki, to consider the expeditious confirmation of Mrs Ahmad, who would then resume work immediately,” the statement read in part.

President Buhari has also written to the Senate, seeking the confirmation of the appointment of members of the Monetary Policy Committee of the CBN.

“They are to replace four members, whose tenure expires at the end of this year,” the statement said.

Those nominated named by the President to join the MPC are Professor Adeola Festus Adenikinju; Dr Aliyu Rafindadi Sanusi; Dr Robert Chikwendu Asogwa and Dr Asheikh A. Maidugu.

After Senate clearance, the new members of the Monetary Policy Committee are to resume duties next January.

“In keeping with the commission’s tradition of giving all stakeholders ample time to prepare, the timetable and schedule of activities for the Ekiti and Osun governorship elections will be released on Thursday,” the Chairman of INEC, Prof. Mahmood Yakubu, had said last week at a meeting with Resident Electoral Commissioners (RECs) in Abuja.

On Thursday, October 5, the commission said that the Ekiti State Governorship election will hold on July 14, 2018, while Osun State Governorship election will hold September 22, 2018.

Nigeria Set To Shut NERFUND Over ‘N17.5bn Bad Loans’

The Federal Government of Nigeria has said that plans are underway to shut down the National Economic Reconstruction Fund (NERFUND) over non-performance and non-performing loans of over N17.5 billion.

NAN reports that a committee had been formed to ensure the smooth liquidation of the company by the end of October.

Speaking on Thursday in Abuja, a source said that the committee is expected to come up with recommendations concerning the welfare of the NERFUND workers and also what to do with the office equipments.

The committee is also expected to recommend an agency that would handle the numerous pending court cases initiated by NERFUND to recover billion of naira in bad loans.

It was gathered that over 143 projects in the Small and Medium Enterprises sector were financed with the NERFUND loans between 2010 and 2013.

The source said that NERFUND currently had problems recovering the loans, adding that out of N17.5bn, the sum of N14.2bn representing 80 per cent was borrowed by a few people.

He said the ratio of non-performing loans was high because many of the loans were not collateralised.

Meanwhile, a staff of the NERFUND who preferred anonymity told NAN that all workers of the oraganisation have been officially informed about the wind up.

“We have been given the choice to either resign or be sacked. The managing director told us the management is working with the permanent secretary of the federal ministry of finance.

“They  have promised that at the end of the day, we will not be jobless. They will place us somewhere else, so we are expectant,” the person said.

NERFUND was established by Decree No. 2 of 1989 to act as a catalyst towards the stimulation of the rapid rise of real production enterprises in the country with a seed capital of N300 million.

In 2002, the Federal Government merged Nigeria Industrial Development Bank (NIDB) and Nigeria Bank of Commerce and Industry (NBCI) to form Bank of Industry (BOI).

The Federal Government excluded NERFUND from the fusion of all development finance institutions (DFIs).

However, the agency’s capital had grown into billions of naira, but due to poor management the organisation had been in comatose since late 2013 losing its capacity to carry out its mandate.

In June 2016 the staff of NERFUND took to the streets to protest the mismanagement of the agency funds.

The Federal government through the Minister of Finance, Kemi Adeosun intervened by first shutting down the agency following failure to reconcile the differences between the executive management and the entire staff  so as to forestall a further breakdown of law and order.

Two weeks after the shutdown Adeosun officially instructed staff to return to work and appointed the Dr Ezekiel Oseni in August of the same year to act as Managing Director.

Just one year into his appointment the Federal Government had finally approved the winding up of the agency.

Crolla Aiming For World Titles With Win Over Burns

Anthony Crolla is quite certain securing a win against Ricky Burns on Saturday, will make him a contender for world titles.

The Mancunian is hoping to get back to winning ways on Saturday, after losing his last two fights to WBA lightweight champion, Jorge Linares.

And even though Crolla holds much respect for Ricky Burns, he is confident of victory at the Manchester Arena.

“Win this fight on Saturday night and I’m right back in world title contention,” Crolla told Sky Sports News.

“The fights against Linares didn’t go my way; I know I’ve got to rebuild. But I don’t want to be dropping down a level after being at this level for a good few years.

“I’m expecting a very tough fight but if I fight my fight, I come through.”

Burns lost his last fight at Super Lightweight, losing his belt to Julius Indongo and Crolla doesn’t expect the drop down in weight to be an issue for the Scot.

“I’m preparing for the best Ricky Burns,” he said. “He’s probably had his best performances at lightweight.

“Ricky has got a great engine; I’m not relying on him tiring down the straight and I’m sure he’s the same with me.

“I think we’ve got two strong lightweights in the ring on Saturday night.”

He added: “I know how hard it is to win one world title. For him to do that at three different weights shows the quality of the guy.

“I don’t plan on moving up three weights but I certainly want to win back a world title.

“Ricky deserves enormous respect. He’s very underappreciated in my opinion.”

Heynckes Approached To Manage Bayern

Jupp Heynckes has revealed that the hierarchy at Bayern Munich has approached him about taking over the club, for the remainder of the season.

Heynckes left Bayern four years ago and should he accept the job offered to him by Hoeness, Rummenigge and Salihamidzic, it will be his fourth spell with the Bavarians.

“They have asked me to takeover as a coach until summer 2018. We spoke about many things.”

Southgate : Sterling Can Rejuvenate England Career

Gareth Southgate is confident in Raheem Sterling’s ability to transform his club form to the England national team and reignite his international career.

The Three Lions play Slovenia on Thursday and are very aware, they need just three points to qualify for next year’s World Cup.

Sterling has not been in top form for England in their previous matches and was criticised for it. Southgate revealed the team had a visit from former England international, John Barnes, who advised them on how to deal with adversity.

FG Reacts As US Rejects Nigeria’s Yam Over ‘Poor Quality’

The Federal Government has said it is investigating how yam said to be of poor quality was exported from Nigeria to the United States.

This is after the US rejected yam exports from Nigeria because of their poor quality, the Minister of Agriculture and Rural Development, Mr Audu Ogbeh said.

On June 29, Nigeria started to export yams to Europe and the United States, as part of moves to diversify its oil-dependent economy and earn much-needed foreign exchange.

Mr. Ogbeh had represented the acting president at the time, Yemi Osinbajo, to flag off the export of yam to Europe.

He had a day earlier informed State House correspondents that 72 tonnes of yam would be exported in the first phase of the programme to the United Kingdom.

The Nigerian Ports Authority (NPA), Nigerian Customs Service, Federal Airports Authority of Nigeria (FAAN), National Agency for Food and Drug Administration and Control (NAFDAC) and Standards Organisation of Nigeria (SON) were charged with the responsibility of ensuring that yams exported were properly checked and certified.

Others are Nigerian Export Promotion Council (NEPC), Nigerian Agricultural Quarantine Service (NAQS), Central Bank of Nigeria (CBN), National Agricultural Seed Council (NASC).

Speaking on Wednesday after the weekly meeting of the Federal Executive Council, FEC, the Agriculture Minister said the yam exported to the US was bad, adding that his Ministry would investigate the matter.

His words: “I have been mandated to brief on one or two developments in the agricultural sector. One, is a new development about the consignment of yams which was exported from here to the US which according to report we heard today, was found to be of poor quality.

“The ministry will investigate because the ministry is not an exporter; exporters are private sector people. We will investigate both the company that exported it and asked our quarantine department to check and find out why such a consignment left here.’’

Meanwhile, the National President of Rice Farmers Association of Nigeria, Aminu Goronyo, yesterday said in the next few months, a 50kg bag of rice would be sold at the rate of N6000.

Reps Issues Arrest Warrant On Magu For Shunning Summons

The House of Representatives Committee on Public Petitions on Wednesday issued an arrest warrant against the Acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu, for failing to appear before it.

It is understood that the Committee had, at different times, summoned Mr. Magu to appear before it on a petition by former first lady, Patience Jonathan.

It now wants Mr. Magu to be arrested and presented before it on November 7, after his failure to appear before the panel despite several invitations.

The former First Lady had some of her accounts frozen by some banks following an investigation launched by the EFCC. But a Federal High Court sitting in Lagos ordered that all the accounts should be unfrozen.

She consequently sent a petition to the House against the EFCC, the National Drug Law Enforcement Agency (NDLEA), among others, alleging harassment from them.

At the continuation of sitting on the petition in Abuja, the committee, which gave Mr. Magu up to October 4 to appear, lamented that the EFCC chairman was nonchalant on the matter.

The panel, chaired by Uzoma Nkem-Abonta (Abia-PDP), said it had sent several letters inviting the EFCC chairman to appear and clear the air on the directive the commission gave some banks to freeze Mrs. Jonathan’s accounts.

A member of the committee, Kingsley Chinda (PDP-Rivers), consequently moved that a bench warrant be issued against Mr. Magu to appear before the panel on the next adjourned date.

All the members of the committee present at the sitting supported the motion.

The chairman of the committee then ruled that a bench warrant be issued against Mr. Magu.

How Nigeria’s Naira Fared Against US Dollar (Oct. 4)

The Nigerian naira on Wednesday, October 4, recorded a marginal gain of N1, thus appreciating to N363 from N364 – which was the market closing rate for Tuesday – against the United States dollar.

The local currency had closed at 364/dollar on Tuesday, up from 365/dollar recorded on Friday.

The increase comes barely three days after the Central Bank of Nigeria (CBN) intervened in the inter-bank foreign exchange market with the sale of $195m.

Figures released by the CBN showed that the regulator offered the total sum of $100m to the wholesale segment, while the Small and Medium Enterprises segment received the sum of $50m.

The invisibles segment, comprising tuition fees, medical payments and Basic Travel Allowance, among others, received $45m.

The Acting Director, Corporate Communications Department at the Bank, Mr. Isaac Okorafor, while confirming the figures, said the sale was in continuation of the central bank’s efforts to sustain forex liquidity in the country.

According to him, the bank has remained determined to achieve its objective of rates convergence, hence the unrelenting injection of intervention funds into the foreign exchange market.

The CBN had last week intervened in the various segments of the Forex market with the sum of $698.5m.

Also, the Nigerian currency, yesterday, depreciated for the first time this week to N360.46 per dollar in the Investor and Exporter (I&E) Foreign Exchange Window.

Data from the Financial Market Dealers Quote, FMDQ, showed that the indicative exchange rate for the I & E Window, known as Nigerian Autonomous Foreign Exchange, NAFEX, rose to N360.46 per dollar, yesterday, from Tuesday’s closing market rate which stood at N360.07 per dollar.

This translated to 39 kobo appreciation of the Naira. Meanwhile, the volume of dollars traded in the window stood at $257.56 million.

Australia To Sentence Nigerian Student Found Guilty Of Drug Importation On Oct. 25

An Australian court has said that it will pass its judgment on a Nigerian post-graduate student, Jackson Igwebuike, on October 25, after he was found guilty of importing methamphetamine worth $10million to Canberra.

The Canberra Times reports that the drug, worth N3.6 billion ($10 million), was imported by Igwebuike to Canberra in ornate golden fish statues in October 2015, but alert security men intercepted the drugs and substituted the ice before he collected the parcel.

The federal prosecutors told the court that the drug could have had “calamitous consequences” if sold in the community.

Igwebuike’s counsels also agreed he acted as “more than just a mere courier” when he accepted delivery of about 8.47 grams of pure ice before he attempted to board a Murrays bus to Sydney with the drugs in his bag.

An ACT Supreme Court jury found him guilty of importing a commercial quantity of a border controlled drug in August.

The 34 year-old Nigerian, a graduate of University of Benin, was caught in a police sting after Australian Border Force officers intercepted packages destined for Canberra in October 2015.

His trial heard the drugs were discovered when three 20 kilogram statues that arrived in a shipping crate from China were X-rayed by officers at Port Botany on October 8.

Inside one statue of a fish they found 43 packages that contained a combined total of 10.58 kilograms of methamphetamine.

Federal police had swapped the drugs with an “inert substance” before the fish statue was put back together and repacked.

Taps of Igwebuike’s phones picked up communication between the accused and another man in Igbo and with a freight company based in Sydney.

Prosecutors said Igwebuike used the name “Solomon David” and asked the company for the package to be delivered to an address in Kaleen.

Undercover police later watched as the packages were delivered to the address and collected by Igwebuike, who took them to a second address in the same suburb.

In a phone conversation with another man soon after, Igwebuike discussed transport and meeting places in Sydney.

He was arrested as he stood in a queue at the Jolimont Centre for a Murrays bus to Sydney on October 17.

Police seized a suitcase filled with 43 packages of the drug substitute.

Igwebuike said he hadn’t known the statues had been filled with drugs.

He said he’d been approached by two men in a carpark and asked to pick up some decorative glass items.

Those men later showed up at his house after he had collected the parcels and broke the statues open, before threatening to kill his wife and destroy him if he didn’t take the drugs to Sydney, he said.

Commonwealth prosecutor Edward Chen told a sentence hearing on Tuesday that Igwebuike had maintained he had been doing a favour for a friend and wouldn’t admit he committed the crime for profit.

“The offender does not seem to demonstrate any willingness to accept responsibility for his actions,” he said.

Defence barrister James Sabharwal said Igwebuike had come to Australia to study at the University of Canberra and the fact he would not now be able to complete his postgraduate studies was a form of punishment.

Mr Sabharwal said Igwebuike had worked in the kitchen at the territory’s jail and used his income to make phone calls to his large family, including his wife, in Nigeria.

Igwebuike, who didn’t “quite gel” with other inmates and was often alone, had been in custody since his arrest and could be deported when he was released, the court heard.

Mr Sabharwal said there was no evidence Igwebuike would have benefited from a large amount of money from his involvement.

Acting Chief Justice Hilary Penfold said some comments in a letter Igwebuike had written to the court, which indicated he did accept some responsibility, raised questions as to why he maintained his innocence to a pre-sentence report author.

He will be sentenced on October 25.

Medical Doctor, 10 Others Quarantined As Monkeypox Virus Hits Bayelsa

The residents of Bayelsa State were gripped in fear on Wednesday following an outbreak of a deadly viral epidemic known as Monkeypox in the state.

It was learnt that a medical doctor and 10 persons who came down with the monkeypox had been quarantined in an isolation centre at the Niger Delta University Teaching Hospital, Okolobiri, in Yenagoa Local Government Area of the state.

The isolation centre was reportedly created by the Nigerian Centre for Disease Control and the epidemiological team of the state’s Ministry of Health to control the spread of the virus.

This is just as authorities in the state are already tracking 49 persons alleged to have come in contact with the infected persons.

The World Health Organisation, had before now, described monkeypox as a rare disease that occurs primarily in remote parts of Central and West Africa, near tropical rainforests.

“The monkeypox virus can cause a fatal illness in humans and, although it is similar to human smallpox which has been eradicated, it is much milder,” WHO had said.

Confirming the outbreak, the state Commissioner for Health, Prof. Ebitimitula Etebu, said that samples of the virus had been sent to the World Health Organisation laboratory in Dakar, Senegal, for confirmation.

He described monkeypox as a viral illness caused by a group of viruses that include chicken pox and smallpox, adding that the first case was noticed in the Democratic Republic of Congo and subsequent outbreaks in West African region.

The commissioner explained that the virus has the Central African and the West African types, saying that the the West African type is milder and has no records of mortality.

Etebu said: “Recently in Bayelsa State, we noticed a suspected outbreak of monkeypox. It has not been confirmed. We have sent samples to the World Health Organisation’s reference laboratory in Dakar, Senegal.

”When that comes out, we will be sure that it is confirmed. But from all indications, it points towards it.

”As the name implies, the virus was first seen in monkey, but can also be found in all bush animals such as rats, squirrels and antelopes.

”The source is usually all animals. It was first seen in monkeys and that is why it is called monkeypox. But every bush animals such as rats, squirrels, and antelopes are involved.

“So, the secretions from particularly dead animals are highly contagious.”

He listed the symptoms of monkeypox as severe headache, fever, back pains, etc., noting that most worrisome of all the signs are rashes bigger than those caused by chicken pox.

The commissioner said the rashes are usually frightening and usually spread to the entire body of infected persons.

On the Bayelsa case, Etebu stated, “We noticed the first index case from Agbura, where somebody was purported to have killed and eaten a monkey and after that, the people who are neighbours and families started developing the rashes.

“We have seen cases from as far as Biseni. We invited the NCDC together with our own epidemiological team from the Bayelsa Ministry of Health.

“We have been able to trace most of the people who have come in contact with the patients.

“So far, we have 10 patients and we have created an isolation centre at the NDUTH and most of them are on admission and we are following up the 49 cases that we are suspecting might come down with the illness.

“As a state, we are taking care of all the expenses of all the isolated cases.

“The disease has an incubation period and it is also self-limiting in the sense that within two to four weeks, you get healed and it confers you with immunity for life.

“We have mobilised virtually every arsenal at our disposal in terms of sensitising the general public and making them aware by radio programmes, jingles and fliers. So, the Nigerian Centre for Disease Control has mobilised fully to Bayelsa State. We are on top of the situation.

“The only thing I will tell the general public is to observe hand hygiene and ensure they don’t come in contact with dead animals and their secretions. The disease is air-borne too. So when you come down with it, it is very infectious.

“People should wash their hands whenever they go in or come out of their houses. If they come in touch with animals, they should ensure that they wash their hands.

“They should be very vigilant. People should report any similar cases to the relevant authorities.

“A lot of people have come down with the symptoms, but they are hiding in their houses. If they hide, there is the propensity for the infection to spread.
