11 Children Die Of Whooping Cough In Kano

An official of the Kiru Local Government Council in Kano State has disclosed that about 11 children have died of whooping cough at Kankwana village.

The Information Officer of the local government council, Malam Rabiu Khalil made this disclosure known in a statement he issued today.

According to him, about 40 other children affected by the same disease were receiving medical attention.

Hassan Adamu, the council’s Health Officer, who also confirmed the incident to the News Agency of Nigeria (NAN), however assured of government’s effort to contain the outbreak.

Yakubu Sani, a representative of the World Health Organisation (WHO) in the area, attributed the outbreak to poor routine immunisation and inadequate health mobilisation activities.

The District Head of the area, Hamza Bayero, however, urged government to provide emergency medical care to residents to prevent further spread of the disease.

About six children had lost their lives to measles in Dashi community of the same local government area in the past two months.

Okorocha Fires Cabinet, 27 LG Transition Committees In Imo StateFor two weeks, Okorocha held the state hostage to mark his 55th birthday anniversary. School children, whose parents are still being owed salaries of up to three months, were lined in the streets of Owerri to salute the governor.

As for pensioners whose long arrears are being paid in dreadful bits, they watched Okorocha’s parade from the discomfort of their homes as their August/September cheques bounced again.

Mothers whose stalls in Ekeukwu market had been demolished by the state government in defiance of a court order and the parents of Somtochukwu who lost the 10-year-old boy during the violent eviction were expected to send glowing tributes to Okorocha at 55.

Twenty-seven pre-selected women, each representing a local government, brought cakes to the governor.

State workers, who had been eating the life-size portraits of Okorocha since he would not pay them salaries, were offered yet more portraits and statues to eat to mark the governor’s 55th birthday.

And to crown the insult, rogue politicians in the ruling All Progressives Congress organised a party at the stadium, aired on live TV, to tell us how the governor had made the sun stand still in the last six years of his administration.

While the show was on, he complimented the fawning crowd from time to time with that trademark grin that tells the story of his suzerainty. Okorocha is killing Imo.

I would have stayed out, but how can I? How can anyone with a conscience see what Okorocha is doing and look the other way? How can?

He took his folly to a whole new level last week when he invited South African President, Jacob Zuma, to crown the activities marking his 55th birthday.

With Zuma in town, chaperoned by his cousin, former President Olusegun Obasanjo, Okorocha was immensely pleased about the exhibition of star power. But the outing, concealed from even the State House of Assembly and supervised by the governor’s private army, meant something more to Zuma: it was a welcome escape from his woes at home.

As Zuma was boarding the plane to Nigeria, the Supreme Court of Appeal in his country ruled for the reinstatement of 783 charges of corruption and fraud against him.

Zuma had been giving South African prosecutors a run-around over charges that he took bribes worth over $304,000 and was involved in racketeering, fraud and money laundering.

This was apart from charges that he used $23 million of state money to refurbish his sprawling apartment in Nkandla – funds which the courts ruled that he must return. On top of all these, are charges that Zuma’s bosom business friends, the Guptas, had used their influence with him to capture the state.

As Zuma was landing in Owerri and Okorocha was unveiling his statue, naming a road after him, and awarding him a chieftancy title, protests were going on in South Africa, calling for Zuma to resign because his government has been overwhelmed by corruption. He’s still in power but the office left him since.

There is an elaborate spin that the visit is also to help strengthen cooperation between the Okorocha and Zuma Foundations; but that’s nonsense. Philanthropy could use better examples than two adults who rob Peter to pay Paul.

Isn’t it amusing that since news of the Okorocha-Zuma project broke, not a few South Africans have been saying Okorocha is doing it to give Nigerians a pass for drugs in South Africa?

That’s nonsense. Whatever Nigerians will do – good or bad – hopefully more good than bad – they will do without help from the Okorochas of this world. Okorocha and Zuma are on their own.

But this is not about the South African president. It’s about his host, Okorocha, who thinks it’s all right to turn a blind eye on Zuma’s baggage and, worse still, insult the people of Imo by hosting his guest with public funds from which he also erected a Zuma statue. In Okorocha’s haste to acquire star power, he couldn’t even make a good statue of Zuma. He was out-conned.

Okorocha is killing Imo. It’s OK if he wishes to cultivate Zuma’s personal friendship. But he cannot pay N500 million or more from the state’s treasury to do so.

Is Zuma a friend, really? In two years under his watch as South African president, 116 Nigerians have been killed in that country, most of them victims of premeditated homicides. A good number of them are Igbos and at least one, Daniel Timothy, is from Umunuma Okohia, in Isiala Mbano Local Government of Imo State.

As Okorocha unveiled Zuma’s statue and named a road in Owerri after him, I wondered how the parents of Timothy would feel whenever they see that statue or travel on that road. What was Timothy’s widow – and his surviving four children – thinking on hearing the news?

True, Nigerians have not been the only targets of the rising wave of xenophobia in South Africa. But in the last two years, no other country has recorded a higher number of casualties than Nigeria. And this has happened in spite of repeated promises by Zuma’s government that it will ensure the safety of Nigerians.

Did Okorocha bring up the X-word with Zuma or did he simply grin all the way in his peculiar Okorocha way?

The ruling APC obviously does not think that Okorocha is a problem. He’s the party’s mascot in the South-East, a region where President Muhammadu Buhari is most unpopular.

With a governor like Okorocha, right-thinking people in the South-East must be wondering if the Imo State governor is the face of change that the ruling party prides itself on, unless it was meant to be a change for the worse.

Okorocha’s continued shenanigans guarantee Buhari and his ruling party a rough road to any hope of recovery in the South-East, if it still matters to them. Whether it’s about a possible new life in the South-East or the pursuit of the APC’s anti-corruption agenda, Okorocha is killing whatever is left of his party’s image.

Some will argue that it would be unfair to single him out among the governors. After all, in the race to the bottom, Yahaya Bello (Kogi), Abdulaziz Yari (Zamfara), and Ayo Fayose (Ekiti), are also doing their best to lead the pack. At this rate, however, it appears that the crown for hubris might be a straight fight between Bello and Okorocha.

But are citizens really that helpless? In a region where women resisted unfair taxation by the colonial government in 1929, I’m at a loss why 88 years later and with far better educated, more enlightened and prosperous citizens, an Okorocha would take the people for a ride, grinning for good measure.

My governor, my governor: your works are killing me.

Oxford Not Looking For West Ham Return

On loan West Ham defender, Reece Oxford, who currently plies his trade for Borussia Mochengladbach, does not want to return to England just yet.

The teenage defender joined the German league side , in the hopes of securing more playing time, but that is not forthcoming.

Nevertheless, Oxford does not seem eager to cut his loan at Mochengladbach short, despite having the option to end it in December.

“It’s true that I have the option to go back to West Ham prematurely, but I’m not looking for it, but I just want to play here at Borussia,” Oxford told Bild.

“I’m only focused on training and the possibility to play.”

Although he hasn’t seen the pitch yet, the centre-back was boosted by his inclusion last month in the finalists for the 2017 Golden Boy award.

“I’ve played a lot of good international games last year, and it’s a great honor to be named in a breath with players like [Kylian] Mbappe or [Marcus] Rashford.

“I will work hard to get my chance here, and then I will use it.”

Amanda Staveley’s Bid To Buy Newcastle Getting Closer

The sale of Newcastle has moved nearer after PCP Capital Partners, the investment company run by Amanda Staveley, signed a confidentiality agreement with the club’s owners.

Amanda Staveley’s organisation will now begin a period of due diligence of club finances after Sky Sports News revealed on Monday that owner Mike Ashley had put the club up for sale – and wants a deal completed by Christmas.

Ashley is rumoured to want around £400m for the club, according to sources in the north east, and PCP Capital Partners are understood to be taking a close look at as many as three Premier League clubs, including Liverpool.

It is understood that reports of a £300m bid from Staveley are premature – with a formal offer not expected until accountants have pored over the club’s books.

Amanda Staveley, 44, heads financial advisory firm PCP Capital Partners.

She helped broker the purchase of Manchester City by Sheikh Mansour bin-Zayed bin Sultan Al Nahyan in 2009 and it was reported she led Dubai International Capital’s £400m bid for Liverpool in 2008.

She met Newcastle United officials after attending the 1-1 Premier League draw with Liverpool at St James’ Park on 1 October.

On Wednesday, Turkey’s richest man Murat Ulker, denied he was interested in buying the Magpies.

Manchester United are interested in 16-year-old Benfica forward Umaro Embalo, Press Association Sport reports.

Man Utd’s youth side went toe-to-toe with Benfica’s U19s in the UEFA Youth League on Wednesday, with the feisty encounter ending 2-2 at the Caixa Futebol Campus.

Javier Ribalta, one of United’s chief scouts, was among the interested observers in Seixal, where Embalo came on as a 65th-minute substitute abd Press Association Sport understands that the playerm is being closely tracked by the Reds.

Umaro Embalo has caught the eye of United but Real Madrid are also reportedly keeping tabs on the Portuguese forward.

Club scouts in Portugal are keeping a close eye on 17-year-old forward Joao Felix, while 18-year-old midfielder Joao Filipe has spent time on trial at Carrington.

Felix, who has already represented Benfica B and been called up by Portugal’s U21s, is rated as one of the country’s top prospects.

Paul Scholes Admits He Wanted To Manage Oldham

Paul Scholes has admitted he wanted the role as Oldham manager. He was interviewed by the League One club last week, but missed out to Richie Wellens.

“I wanted the job,” he said. “It’s not a secret from my side. It is something that interested me. Talks went well but they probably interviewed a few people. It was a job that I wanted, it was something I was interested in.

“They couldn’t ignore what Rich’s (Wellens) done with the five games he has been in charge. They have won four and drew against Bradford on Tuesday. He has done a fantastic job and turned it right around.”

“I think he has the fans excited again with a style football they haven’t seen for a while. Good luck to Richie, he has got the job and hopefully he can carry that on.”

Scholes is keen to move into management for the first time since retiring from playing for Manchester United in 2013.

He added: “It might happen one day (becoming manager of Oldham), I was hoping it would be this time. I have done my coaching badges. Why do coaching badges if you don’t want to go into football? It’s something in the future I want to do.

“I have had a couple of offers in the last year or so but this was the one that interested me the most. Whether something comes along in the future we will have to see.”

Azpilicueta: Morale Is Really Low At Chelsea

Cesar Azpilicueta has admitted that morale within the Chelsea camp is running on a low due to their recent poor form.

Chelsea were 2-0 up against Roma at Stamford Bridge, before needing an equaliser from Hazard , after losing the lead thanks to a brace from Dzeko and a Kolarov strike.

Azpilicueta, as quoted by Standard Sport after the 3-3 draw, said: “The mood at the moment is not the best.

“To come back into the game to get a point is big for the team, to show the character and that we won’t give up. We had the game in our hands when we were 2-0 up, but we also had it lost when we were 3-2 down.”

“The reality is we have gone three games without a win and we will try to get back to winning ways on Saturday,” he said.

“It is true we are not in our best moment. We came into the game after two consecutive defeats in the Premier League.”

Former Chelsea midfielder Ramires is edging closer to joining Inter Milan in January, reports Gazzetta dello Sport.

Ramires is currently at Jiangsu Suning, but with the Chinese Super League season finishing next month, the door could be open for the 30-year-old to link up with Spalletti’s men.

Gazzetta dello Sport report Jiangsu Suning have agreed to let the Brazilian move to the Serie A side on loan.

Inter have ties with Ramires’ current side, as both clubs are owned by the Suning Group.

The Chinese Super League season ends in November, and the former ex-Benfica man, 30, could head straight to the Italians’ training group to integrate himself with the his future team-mates.

Ramires is currently nursing a knee injury, though it is not thought to be anything long-term.

The France international has been linked with a move to Arsenal in the Spanish press, who claim the Gunners have tabled an offer for the striker.

However, Benzema’s representative, Karim Djaziri, rubbished such claims, insisting his client is happy at the Bernabeu.

Kylian Mbappe had his heart set on moving to Barcelona earlier this year, according to football agent Josep Maria Minguella.

Kylian Mbappe was the subject of interest from several of Europe’s biggest sides before joining Paris Saint-Germain on an initial season-long loan.

However, football agent Minguella, who has worked closely with Barcelona in the past, said the Catalans could have snapped up Mbappe, who wanted to play alongside Lionel Messi.

“Mbappe said that he only wanted to sign for Barcelona when he found out that Neymar was going to PSG,” he told Cadena Cope.

“Barca had Mbappe for €120m plus €30m [in add-ons]. I spoke with his father and he only wanted to come to Barca, that he would love to play with [Lionel] Messi. He did not want to go to Real Madrid [because] the BBC are [there].”

72,000 Deaths Recorded Yearly As FG Declares State Of Emergency On Cancer

Owing to the over 102,000 cases and 72,000 deaths recorded yearly, the Federal Government has declared a state of emergency on cancer.

The Minister of Health, Prof Isaac Adewole, said this yesterday in Akure at the 20th Breast Cancer Association of Nigeria (BRECAN) and the third International Breast Cancer Symposium, Nigerian Guardian reports.

It was gathered that the association was founded by the wife of the Ondo State Governor, Betty Anyanwu-Akeredolu, 20 years ago, as a platform for interaction, advocacy and policy making.

During the symposium, the health minister said that over 102,000 cases and 72,000 deaths are recorded yearly in the country, adding that there was the need to also support the victims while receiving treatment.

Represented by the Chief Medical Director (CMD) of the Obafemi Awolowo University Teaching Hospital (OAUTH), Prof. Victor Adetiloye, the minister lamented that breast and cervical cancer were responsible for over 50 per cent of the deaths in the country.

He also explained that the existing National Cancer Control Plan had expired, but stressed that a new one has been established, adding that the new plan covers a five-year span, with special focus on seven areas of prevention, treatment, hospice, palliative care and data management.

According to him, the state of emergency and the roadmap for its control followed the high mortality ratio in the country, which is the highest when compared to other countries.

Adewole explained that the Federal Government has begun a process of establishing and equipping dedicated cancer chemotherapy wards in nine federal tertiary health institutions across the country.

He said: “We have developed a new National Cancer Control Plan 2018 to 2022. This National Cancer Control Plan is the product of extensive inter-sectorial collaboration involving government, academia, bilateral and multilateral organisation, as well as the civil society groups.

“This plan provides a clear roadmap on how the health ministry envisions cancer control efforts within the next five years and beyond. Also, for the cancer patients and their families, the plan would serve as a launch pad to reducing the incidents in Nigeria.”

Buhari’s Budget Proposal For 2018 Increases By 15% To N8.59 Trillion

President Muhammadu Buhari has proposed the sum of N8.595 trillion for the 2018 budget, according to the details of the 2018-2020 Medium Term Expenditure Framework (MTEF) and the Fiscal Strategy Paper (FSP) presented to the National Assembly on Tuesday.

Daily Trust reports that the proposed amount represents about 15 per cent increase from this year’s N7.44trn budget.

Nigeria Reveals When 2018 Budget Will Be Ready

The documents for the MTEF and FSP were presented to the House of Representatives and read at plenary on Tuesday while the proposal is, however, subject to review by either the president or the lawmakers.

The Nigerian Government had previously said that the 2018 budget proposal would be submitted to the National Assembly in October.

President Buhari said the proposed budget is predicated on an oil benchmark of $45 per barrel, with daily production output of 2.51 million barrels per day (bpd).Exchange rate stands at N305/$1.

He added that the oil benchmark was based on moving average (MA) model, which de-links the benchmark from short and medium-term fluctuations in the market price of oil.

“…in line with current realities in the international oil market, including weakening outlook of future prices occasioned by rising oil and unconventional oil supplies and slow economic recovery, as well as other potential downside risks, a benchmark oil of $45pb for 2018, $50pb for 2019 and $52pb in 2020 have been proposed,” he said.

The proposal was against the backdrop of projected oil prices ranging from $50pb to $60pb in 2018 as the market regains balance, the document said.

FG To Soon Reveal Names Of All Suspected Looters Of Nigeria’s Treasury – AGF Malami

The Attorney General of the Federation and Minister of Justice, Abukabar Malami, has said that the names of those who looted from the country’s treasury would soon be brought to light.

This is just as President Muhammadu Buhari has directed all relevant agencies to compile names of all looters with a view to promptly enforcing the judgment of a Federal High Court in Lagos ordering the government to release information about the names of high ranking public officials from whom public funds were recovered.

The court also ordered the government to tell Nigerians the circumstances under which funds were recovered, as well as the exact amount of funds recovered from each public official.

The AGF made these disclosures on Wednesday during a meeting at his office in Abuja with a delegation from Socio-Economic Rights and Accountability Project, SERAP.

But the content of the meeting was was disclosed on Thursday in a statement by SERAP executive director Adetokunbo Mumuni.

Mr. Mumuni said, “We had a very productive meeting with Mr Malami, discussing among other critical issues the need for the government to obey the judgment delivered in July by Hon Justice Hadiza Rabiu Shagari following a Freedom of Information suit number:  FHC/CS/964/2016brought by SERAP.”

“Mr Malami informed us that President Buhari has directed the Ministry of Justice, Ministry of Finance, Economic and Financial Crimes Commission, EFCC, Independent Corrupt Practices and Other Related Offences Commission, ICPC and other relevant agencies involved in the recovery of looted funds to promptly put the documents together with a view to fully and promptly enforcing the judgment by Justice Shagari.

“We appreciate the opportunity to meet with the Attorney General of the Federation and look forward to working with him as the government strives to enforce this very important judgment.

We hope that the implementation of the judgment will now happen sooner rather than later. We believe that effectively implementing the judgment will be a victory for the rule of law, show the way forward in the fight against corruption and impunity of perpetrators in the country, as well as demonstrate Buhari’s oft-repeated commitment to tackling the problem of grand corruption.”

It would be recalled that the SERAP suit followed disclosure last year by the Federal Government of funds recovered from some high-ranking public officials and private individuals.

In her judgment delivered on July 5, Justice Shagari agreed with SERAP that “the Federal Government has legally binding obligations to tell Nigerians the names of all suspected looters of the public treasury past and present.”

Buhari Approves Pension Payment To “Pardoned” Retired Biafra Police Officers

President Muhammadu Buhari yesterday approved the payment of pensions for retired police officers who were granted a presidential pardon in the year 2000 after serving in the defunct Biafran Police during the 30 months Nigeria Civil War.

It was gathered that the affected personnel – who were granted presidential pardoned by the then President Olusegun Obasanjo – have till now not received their pension.

However, a statement issued by the Pension Transitional Arrangement Directorate (PTAD) on Wednesday said President Buhari has approved the payment of pension for the personnel.

The PTAD said a total of 162 officers will be payrolled while 57 Next of Kin who have also not been paid their death benefits will be paid in the first batch.

It said the first batch of the payment will commence in Enugu on Friday the 20th of October, 2017.

According to the statement, “The general public would recall that Nigeria witnessed an ugly civil war between July, 1967 and January, 1970 and as a result of that unfortunate period in our history, some members of the Armed Forces, the Nigeria Police and the Paramilitary Officers who took part with the Secessionist were dismissed from the service.

“The dismissal of those officers was commuted to retirement in year 2000 through a Presidential Amnesty granted on 29th May, 2000 by the Administration of the then President, Olusegun Obasanjo, GCFR.

“A verification exercise was conducted for the pardoned officers by the defunct Police Pension Office and recently PTAD on one hand and the Police Service Commission on the other.

“Despite the Presidential pardon and verification of these officers, many of them remained unpaid years after the pardon.

“However, the present administration under the able leadership of President, C-in-C of the Armed Forces, Muhammadu Buhari, GCFR, has graciously given approval for the payment of pension entitlements to these officers and their Next of Kin.

“PTAD is commencing the payment of pension benefits to the retired war affected police officers on Friday 20th October, 2017 in Enugu. “162 officers will be payrolled and 57 Next of Kin who have also not been paid their death benefits will be paid in the first batch.”

How Nigeria’s Naira Fared Against US Dollar On Parallel Market (Oct. 18)

The Nigeria’s currency Naira on Wednesday exchanged at N361.50 to the United States Dollar at the parallel market, maintaining same rate for the past one-week.

The News Agency of Nigeria (NAN) reports that the Pound Sterling and the Euro traded at N475 and N425, respectively.

At the Bureau De Change (BDC) window, the naira was sold at N361.50, while the Pound Sterling and the Euro closed at N475 and N425, respectively.

Trading at the investors’ window saw the naira closed at N360.27.

Traders said that activities at the market had remained dull as very few customers were patronising them.

A reliable source also told newsmen that only about 1000 of its members bided for dollars on Monday because they had been selling at a loss for some months.

It is understood that BDCs buy dollars at N360 from the CBN and sell at N362 per dollar.

Following the drop in rate to N362, BDCs had been selling at a loss, leading to the boycott of the CBN window by some BDCs.

Meanwhile, the Central Bank of Nigeria (CBN) has said that the availability of credit to the corporate and households sectors increased during the third quarter (Q3) of 2017, while projecting further increase in the last quarter of the year (Q4).

Though the apex bank did not give figures on bank credits during the period in a survey report titled, “Credit Conditions Survey Report”, it said that the Q3‘17 credit condition survey of households, small businesses and corporate entities indicated increases in the availability of secured, unsecured and corporate credit.

It also said that spreads on overall secured and corporate lending to household widened during the period.

The report stated: “Lenders reported that household demand for total unsecured lending increased in the current quarter, and was also expected to increase in the next quarter.

“Demand for corporate lending increased across all firm sizes in the review quarter, except demand for credit card from small businesses and lending from other financial corporation’s (OFCs).”
