Resident Doctors Call Off Strike In Kaduna

The Kaduna State chapter of Association of Resident Doctors (ARD) has suspended the indefinite strike it embarked upon on October 2, 2017.

Daily Trust reports that the suspension is coming on the back of a Memorandum of Understanding (MOU) signed by the state government to commence implementation of their demands by 2018.

It was gathered that some of the demands of the association include provision of adequate funding, equipping and staffing of hospitals, so as to create a conducive working and living environment for the medical and other health workers as well as patients.

According to the President of the Association, Dr. Joseph Natsah, the doctors have resolved to suspend the strike while waiting for the government to fulfill its own part of the agreement.

Natsah further directed all his members to resume work with immediate effects.

The doctors had embarked on an indefinite strike action over issues bothering on their welfare and quality of health care delivery in the state.

Today, I continue with my discussions from last week about the paradox of students passing exams while even their teachers cannot pass the same exams. I started with the just conducted competency tests administered on all 33,000 primary school teachers in Kaduna State. The result of the tests indicated that 21,780 of them, or two-thirds, failed to score 75 percent or higher on assessments usually given to their primary school pupils. To address this problem, the governor is going to hire new teachers with sufficient skills to teach and get rid of the failures. The quality of the teachers is just one dimension of the crisis.

I had also raised the issue of the “infamous” school with more pupils than they can be expected to teach. I decided to travel to Kaduna to see the school for myself. I was shocked by what I found in LEA Primary School, Lokoja Road, Rigasa, Kaduna. First, I asked one of the school administrators whether the reports in the media that they had over 22,000 pupils were true. I was told that the current number was even higher because school feeding, which had been stopped for some time, had been reintroduced, and when there is food the numbers spike by the thousands. To know the exact numbers of students in the school, they are planning to carry out a census because they had been directed to document the exact number of students they have. I went round some of the classes. Each class had between 280 and 300 pupils, with a few seated on benches but most of them on the floor. In any case, there wasn’t enough space in the classroom to put benches to sit all the pupils, who were in any case forced to sit on each other. There was no way any learning could occur in such classes which had ten times the maximum amount of pupils that should be in a class. The pupils had no exercise books or any material and they simply chant whatever the teacher says.

Kaduna To Employ 25,000 New Teachers After 21,780 Others Failed “Primary 4 Exam”

I asked a teacher how many of their 71 teachers had passed the competency test recently administered. She appeared very upset by my question. Teachers, she argued, should be assessed on how they are teaching and the conditions under which they are teaching, and not by an exam. She added that should all of them fail and new teachers get appointed, who have no experience trying to teach a class of 300 pupils, what magic can they deliver? I could not but agree with her. It was indeed true that the conditions for learning simply do not exist in that school, so bringing in new teachers cannot address the crisis.

The State Government is making an effort to address the problem. They have compulsorily acquired houses in the neighbourhood of the school, demolished them and are going to build additional classroom blocks, which would help a bit. The problem is however huge because a class is supposed to have about 30 pupils, so if you have 300 in a class, then you have to build ten new classrooms for each existing one. The additional space is simply too small to make any difference in numbers. I also worry about the health risk. There are eight toilets for about 25,000 pupils, and I did not have the courage to peep into the toilets to see their conditions. I am not a specialist in education but what is clear is that a multipronged approach is needed to begin to address the situation, with many more teachers, teaching aids, books for the kids and a new pedagogical approach of splitting the students in smaller groups. I call on the governor of Kaduna State to make LGEA Primary School, Lokoja Road, Rigasa, a case study of how to solve a deep crisis, and bring in the experts to develop approaches that can work. I next visited LEA Primary School Mashi Gwari also in Rigasa and was “relieved” to see that they had “only” 13,600 pupils and their classes had an average of “only” about 150 pupils per class. The irony is that Rigasa produced a massive amount of votes for the APC and that is where some of the most fanatical supporters of President Buhari and Governor El Rufai reside. Let APC governance have meaning for APC supporters and indeed all others.

A lot of the responses I got to my column last week questioned the objectives and appropriateness of the competency tests administered on teachers in Kaduna State. Why were they asked questions such as, ‘write the full name of – the Executive Governor of Kaduna State, the current President of the United States of America, the current Minister of Education in Nigeria, the full name of the Executive Chairman of SUBEB?’ ‘What does knowing these names tell us about the knowledge they have?’ ‘Maybe there is something in it, after all I was taught similar things when I was in primary school’. Nonetheless, I do think that some of those criticising the test itself have a point in terms of what the said “competency” to teach in primary schools is about. A friend who is a professor in the Untied States wrote asking me: “What is the pedagogic value of such knowledge and how would it contribute to the educational development of students? How many primary school teachers in Montana know the name of “the current President of [Nigeria]”? And, why should they care? Why do we in the 21st century continue to fill our children’s heads with stupid, non-reflective, non-critical thinking knowledge?”

The larger question raised by others is: Why should we expect primary school teachers to be competent when increasingly the quality and standards in our universities are becoming poorer? We need to fix our universities so that they can produce good quality teachers for our primary and secondary schools. As I argued last week, the core issue is that we are simply not investing enough in the education of the children of the masses because almost the entire elite have withdrawn their children from public schools.

Buhari Returns To Nigeria After 4-Day Working Visit To Turkey

President Muhammadu Buhari on Sunday afternoon returned to Abuja, Nigeria after his four-day visit to Turkey.

Nigeria’s supreme leader had travelled to Turkey for a meeting of the D-8, a group of eight developing nations after presiding over Wednesday’s Federal Executive Council meeting.

While in Turkey, President Buhari was hosted by the Turkish President Recep Tayyeb Erdogan before the D-8.

In a statement on Sunday, Garba Shehu, the president’s spokesman, said Buhari’s objective during the visit focused on issues of security, anti-terrorism, agricultural and trade cooperation.

Other issues discussed were education, health, transport, energy sector cooperation and increased private sector participation.

According to him, Buhari’s visit to Turkey achieved “quite a lot” on the said objectives.

“The meetings have also helped to enhance momentum in ties between Nigeria and the rest of the ‘D-8’ member-countries and the establishment of a positive working relationship, especially between Buhari and Erdogan.”

“Nigeria and Turkey has agreed to support each other in the fight against terrorism, human, drugs, and arms trafficking,” he said.

Pochettino: Walker Disrespected Tottenham

Mauricio Pochettino has slammed Kyle Walker for showing a lack of respect towards his teammates, as he forced a move to Manchester City.

Walker ended his stay at Tottenham in preseason, joining Manchester City for a fee which could rise to £50 million.

Although many believed Tottenham got a good bargain, Pochettino is disappointed in the manner in which Walker asked for the move.

Writing in the Daily Mail’s serialisation of the book Brave New World, Pochettino said: “Walker came to my office after the Watford game.

“‘Gaffer, I’ve been at Tottenham for nine years. I’ve thought about it and my heart isn’t here any more. Nor is my head. I’ve given all I have to give. I wanted to tell you before I tell my agent that I want to leave this summer.’

“‘Kyle, you have to stay professional. There’s a month and a half to go. We’re battling for the Premier League and FA Cup. We have to be focused and finish the campaign strongly.’

“‘Okay, gaffer. But it’s already decided.’

“‘Well, that doesn’t just depend on you or me. It depends on the club, above all. You’ve disappointed me because you’ve decided to tell me that you want to leave when there is a month and bit left in the competition.

“‘You could’ve sucked it up, kept quiet, trained, played and helped the team when not picked, and at the end of the season you could have come and told me.’

“Miguel [D’Agostino, first-team coach] was present. I always try to ensure there are witnesses during private conversations. I considered it to be an alarming lack of respect for his team-mates and a slap in the face for the club. None of that could be explained to the public at the time.

“I had to bite my tongue. From that point, the rumours started to proliferate.”

Klopp: Maybe The Title Race Is Over

Jurgen Klopp has suggested that the title race might just be over, as Manchester City have stormed to the top of the table.

City are currently five points clear after their 3-0 win on Saturday over Burnley, as United sufferer a shock loss to Huddersfield.

Going into the match against Tottenham, Liverpool are currently 12 points behind City and Klopp says the race for the title might just be over.

“If you ask, ‘Is the race already done?’ City are so strong, flying along at the top of the table,” Klopp said in quotes reported by the Liverpool Echo. “Maybe this race is decided already. I haven’t a clue.

“But there is still a lot to get in this league and to play for, especially for us. We have improved as well since last year, that is how it is.

“Perhaps not too much in the results, but in creating moments, chances. A lot of better things than last year, but so far we have not taken the results.

“If we stay convinced about our way and bring in consistency from what we’ve had performance-wise so far, then we can have our best season. That is the next step. We can build on this base.”

Pochettino Reveals Vexation At Dier And Mourinho

Mauricio Pochettino has revealed he was angry at Dier and Mourinho, as the Portuguese attempted to lure the defender to United.

Dier was courted by United in the offseason, before they signed Matic and the England international tried to use the interest to get more playing time in midfield ahead of Wanyama.

Pochettino revealed he was angered by Dier, who is also accustomed to defence, and Mourinho after watching the pair chat and laugh following Tottenham’s 1-0 loss to United at Old Trafford last December.

“I’ve told Eric he has what it takes to be the best English centre back but he has to be convinced of that himself. We’ve put the conditions in place for him to improve. But he broke into the national team thanks to his displays in the [midfield] holding role and ended up scoring a couple of big goals,” Pochettino said in an extract from the new book ‘Brave New World’ published by the Daily Mail .

“After we signed [Victor] Wanyama [in summer, 2016], Eric, who now sees himself as a midfielder, felt that we had treated him badly because Wanyama’s arrival would halt his development. His performances have started to suffer this season. We’ve spoken a lot recently but I’ve felt he hasn’t been telling me everything. Later on, I once again tried to understand why he couldn’t shake off the shackles and I offered to help him with whatever it was.

“Nothing. Then I found out that United have made an approach and the player is being destabilised. His people have been putting pressure on him, although United are not promising anything.

“Mourinho and I had finished our interviews at Old Trafford [after the 1-0 defeat by Manchester United, December 2016] and the players were doing their warm-down on the pitch. When Jose was done with the press, he stood by the entrance to the tunnel and regarded the returning players.

“He greeted Moussa Sissoko and hugged Dier. They passed by me en route to the dressing rooms, laughing, speaking in Portuguese. Maybe it is a common Mourinho tactic, but he put Eric in a compromising position. You cannot do that after a defeat.

“‘Are you friends with Mourinho?’ I asked him. ‘No, but I’ve known him a long time, from my time in Portugal… one of his godsons coached me. He always says hello.’

“I sat down with Eric after lunch on Monday and we chatted for four hours about the whole shebang: his agent, family, confusion.

“As for the Mourinho incident, ‘What could I have done?’ Eric asked me. He told me about United’s interest since last summer [2016] and I explained the situation to him clearly.

“‘Look, you aren’t leaving because you signed a five-year deal with us in August. You’re among the highest-paid players at Tottenham at the age of 22. You’re important to us and you could become the best centre back in the Premier League.’

“Ever since that conversation, Eric admits that he could have waited for Mourinho to be out of sight before heading to the dressing room.”

17 Nigerian Governors To Meet In Lagos On Monday

The 17 governors  from South West, South East and South South are expected to meet in Lagos State on Monday to discuss latest national issues forge stronger partnership.

it is understood that the meeting is coming after 12 years of a similar gathering.

In a statement issued by the Secretary to the State Government (SSG), Mr Tunji Bello, the meeting, which will be co-hosted by the governors of Lagos State, Akinwunmi Ambode and Akwa Ibom, Emmanuel Udom, will address issues that are germane to the development of the three contiguous zones.

Bello said the meeting is in line with the realisation that the different states in the South have since 2005 developed several areas of comparative advantage which could be harnessed and become mutually beneficial.

According to him, the Governors would also be expected to adopt a common position on the issues of armed robbery, kidnapping, devolution of powers and issue of fiscal federalism which have all gained prominence of late.

“The 2017 Lagos summit of the 17 Southern Governors representing the South South, South West and South East zones is expected to come up with a communiqué after the deliberation.

“It is noteworthy to recall that the inaugural meeting of the Southern Governors took place in Lagos in 2001 under the administration of Asiwaju Bola Ahmed Tinubu,” Bello said.

The statement added that the predominance of views is that if the Southern States speak with one voice, they are bound to attract weighty and credible listenership.

The 17 southern state governors expected at the summit include Governors Emmanuel Udom of Akwa Ibom;  Ben Ayade of Cross Rivers State; Godwin Obaseki of Edo State; Nyesom Wike of Rivers  State; Ifeanyi Okowa of Delta  State; Seriake Dickson of Bayelsa and Rochas Okorocha of Imo State.

Also, Willie Obiano of Anambra State; Okezie Ikpeazu of Abia State; David Umahi of Ebonyi State; Ifeanyi Ugwuanyi of Enugu State; Rauf Aregbesola of State of Osun; Abiola Ajimobi of Oyo; Ibikunle Amosun of Ogun; Oluwarotimi Akeredolu of Ondo; Ayodele Fayose of Ekiti and Ambode of Lagos State.

“Ogbeh Lied, US Didn’t Reject Nigerian Yams” – Exporter

Contrary to claims by the Minister of Agriculture and Rural Development, Mr Audu Ogbeh, that the authorities of the United States have rejected yam exports from Nigeria, an exporter has said it is not true.

A Nigerian yam exporter, Dr. Timothy Ijir, who is based in the United States, has said that the US authorities did not reject any yam exports from Nigeria.

On June 29, Nigeria started to export yams to Europe and the United States, as part of moves to diversify its oil-dependent economy and earn much-needed foreign exchange.

The minister had complained that the US rejected yam exports from Nigeria because of their poor quality, adding that his Ministry would investigate the matter.

“I have been mandated to brief on one or two developments in the agricultural sector. One, is a new development about the consignment of yams which was exported from here to the US which according to report we heard today, was found to be of poor quality.

“The ministry will investigate because the ministry is not an exporter; exporters are private sector people. We will investigate both the company that exported it and asked our quarantine department to check and find out why such a consignment left here,’’ Ogbeh had said.

However, in an interview with Sunday Punch on Saturday, the exporter said:

“I am the only person who has imported Nigerian yams into the US and I can say without equivocation that they were not rejected. Any statement to the contrary is false and misguided.

“Some of the statements and quotes credited to the Minister of Agriculture and Natural Resources are false. I am currently working on importing my next consignment. Our US Department of Agriculture and Food and Drug Administration import permit is still valid.”

Bishop Oyedepo Reveals How He Escaped A Third Potential Plane Crash

Bishop David Oyedepo, the General Overseer of the Living Faith Church Worldwide, also known as Winners’ Chapel, on Friday narrated how he escaped from a recent incident that could have led to a crash of the plane that he was travelling in.

The revelation was brought to light in a written testimony read out to the congregation by a church member during a thanksgiving service at the Canaanland headquarters of the church in Ota, Ogun State.

It was gathered that Oyedepo was travelling from Cyprus to Israel in company with his wife and three other key members of the church.

According to the testimony, it was the third potential plane crash that the bishop would escape.

He said the first was an incident in 1997 while travelling from Kaduna to Lagos while the second was during a Lagos flight to Kano in 1998.

He said, “In the second incident, one engine of our aircraft failed in-flight. On May 4, 1998, we were on a flight to Kano when I noticed our plane was going down. I went to the cockpit to ask the pilot what was going on. Then, he announced that we just lost one engine.

“Calmly, I told him to make a turn back to Lagos. We were eight on board. As soon as we landed and we were at our packing space, we heard a sound that announced the death of the second engine.”

He said the cause of the third incident was a stabiliser trim motor failure.

His words: “After the failure, the auto-pilot could no longer exact the required pressure to keep the aircraft in the required altitude for stability.

“The captain disconnected the auto-pilot and returned the aircraft to the required altitude for that phase of flight. Because the aircraft was out of trim, during the take-over, the aircraft abruptly pitched up with much G-force and the captain counter-acted it with a pitch downforce.

“These two counter-forces caused the abrupt turbulence and movement in the cabin and the cargo hold. Heavy items in the cargo hold fell from their compartments and made loud bang noise. We thank the God of this great commission for making the pilot act promptly. Similar incidents in the past have resulted in fatal accidents and loss of life.”

FG Takes Ownership Of Funds Held In Bank Accounts Not Linked To BVNs

Justice Nnamdi Dimgba of the Federal High Court in Abuja has granted a request by Attorney General of the Federation, Abubakar Malami, for a temporary forfeiture of all funds held in bank accounts not linked to BVNs and those whose ownership could not be completely identified.

According to the court documents, seen by Premium Times, also to be seized by the Nigerian government are funds held in bank accounts without sufficient know-your-customer credentials.

The order came on the back of an originating motion of notice filed by Mr. Malami on behalf of the Nigerian government on September 28.

Justice Dimgba granted all the nine reliefs sought by Mr. Malami —himself represented by a lawyer, Usman Dakas— on October 17.

The court ordered all the 19 deposit money banks, DMBs, operating in the country to release to Nigerian government names of accounts not yet connected to BVN; account numbers; their outstanding balances; domiciling locations; and domiciliary accounts without BVN and where they are domiciled.

Nigeria deposit money banks that were listed as respondents in the ex-parte suit are: Access Bank, Citi Bank, Diamond Bank, Ecobank, Fidelity Bank, First Bank and First City Monument Bank.

Others are: Guarantee Trust Bank, Heritage Bank, Keystone Bank, Skye Bank, Stanbic IBTC Bank, Standard Chartered Bank, Sterling Bank, Union Bank and United Bank for Africa.

The remaining three are: Unity, Bank Wema Bank and Zenith Bank.

Harry Kane has given Spurs fans a huge boost by revealing he’d love to remain with the club for the entirety of his career.

Kane, 24, already has 84 Premier League goals to his name and has been touted as their heir to Alan Shearer’s all-time top-scorer throne. And he told the Daily Mirror that he’d love to remain with Mauricio Pochettino’s men, depending on certain factors.

“I’d love to be a one-club man. It depends on how the club goes forward and managers et cetera, but I’ve said I want to stay here, as we’re in a great place at the moment.

“Every season I’m working hard to improve. I try not to think too far ahead into the future as it’s not something you can control but I just want to keep getting better as a player and that’s all I can control.

Maurizio Sarri feels Napoli are more motivated to win the Serie A title, than they are to claim the UCL.

Napoli visited the Etihad Stadium on Tuesday, losing 2-1 to Manchester City, but followed that up with a 0-0 draw against Inter.

Sarri believes Napoli are more motivated to dethrone Juventus as Serie A holders, as they last won the league in the 1989-1990 season.

“To be honest, I see my team more motivated in Serie A compared to Europe. We played at a high level of determination for 95 minutes, whereas in Manchester it was for 55 minutes,” Sarri told Mediaset Premium.

“City have an extraordinary technical and tactical level, but the feeling I get is that the players care more about Serie A.

“The Champions League is tiring, but it’s also a wonderful thing to take part in and we ought to give it our best. We’ll pay whatever price we need to.

“I think it’s a sub-conscious thing. If in our minds we feel more competitive in Serie A than in the Champions League, that might be a difficult thing to shake off.

“After all, we don’t have that much of a chance to go all the way in Europe, but we do want to put in a great tournament performance.”

As for the match against second-placed Inter, Sarri added: “Considering the game, the shots on target and territorial domination, we are to consider it two dropped points tonight.

“However, if we continue with this level of performance, few teams will be able to get points against us.”

Award-winning screen director Tope Oshin celebrates a new generation of Nigerian women film-makers who are currently reinventing Nollywood, the largest and most prolific film industry in Africa.

She explores their distinctive approach to telling stories which aim to better represent women’s lives and aspirations in Nigeria today.

Tope pays tribute to the popular and inspirational film-maker Amaka Igwe, who died in 2014, and meets some of the key women now shaking up gender stereotypes and winning awards and audiences.

These include the formidable and outspoken Mildred Okwo, director of the political satire The Meeting; Michelle Bello, director of the hit romcom Flower Girl; Kemi Adetiba, who directed last year’s box office winner The Wedding Party; and Remi Vaughan Richards, whose drama Outspoken cast a searing spotlight on the issue of child brides.

The directors reflect on how women are succeeding in a male-dominated industry, despite the failure of the Nigerian parliament last year to pass the Gender Equality Bill which would give legal support for equal pay and equal rights for women in Nigeria.

Lazio have confirmed that Ciro Immobile and Thomas Strakosha have both extended their contracts until the summer of 2022.

Albania goalkeeper Thomas Strakosha, 22, came through the club’s ranks and made his debut in 2012, while Ciro Immobile, 27, is in red-hot form and already has 15 goals from just 12 games for the Serie A side this season.

Immobile’s previous contract ran until 2021. The 27-year-old forward will reportedly earn 2.5 million euros ($3 million) a season plus bonuses.

Strakosha shared the goalkeeping duties with Federico Marchetti last term but has cemented his place as first choice this season.
