Buhari Signs 6 New Bills Into Law

President Muhammadu Buhari on Friday signed six bills including the Compulsory Treatment and Care for Victims of Gunshot Act, 2017 and the Niger Delta Development Commission (Establishment) Amendment Act, 2017 into laws.

Sen. Ita Enang, the Senior Special Assistant to the President on National Assembly Matters (Senate), made this known to State House correspondents in Abuja on Friday.

According to hm, the Gunshot Act specifically stipulates that a person with gunshot shall be received for immediate and adequate treatment by any hospital in Nigeria with or without initial monetary deposit.

He explained that “furthermore, a person with gunshot wound shall not be subjected to inhuman and degrading treatment or torture by any person or authority, including the police and other security agencies.”

Enang said the NDDC Act also included the gas producing and gas processing companies in the list of agencies that were contributing to the Niger Delta Development Commission, in addition to oil companies to increase funding of the commission for effective discharge of its duties.

He added that “previously, the NDDC Act excluded gas companies. The Act makes it explicit that gas companies have to be included.

“This is to diversify sources of funding for the NDDC for the economic wellbeing of the region.’’

The presidential aide revealed that the president also signed the Anti-Torture Act 2017 into law.

According to him, the Act makes comprehensive provisions for penalising acts of torture and other cruel, inhuman and degrading treatment or punishment, and prescribes penalties for the commission of such acts.

He disclosed that the President also assented to the Federal Capital Appropriation Act.

He explained that the Act authourised the Federal Capital Territory Administration to legally and legitimately provide funds out of its Statutory Revenue Fund for recurrent and capital expenditure.

He said “President Muhammadu Buhari had earlier assented to the Federal Capital Territory Water Board (Establishment) Act 2017, the National Institute for Cancer Research and Treatment (Establishment) Act 2017, the Compulsory Treatment and Care for Victims of Gunshot Act 2017 and Anti-Torture Act 2017.”

He noted that the Federal Capital Territory Water Board Establishment Act was charged with the responsibility of providing safe, adequate and affordable water to FCT residents.

He added that “the FCT Water Board is also to collaborate with other authourities responsible for water resources management to secure efficient use of water resources for the conservation and protection of water resources of the territory and the nation.

“The National Institute for Cancer Research and Treatment (Establishment) Act, 2017 is to provide national direction in cancer research, control and treatment; guide scientific improvements to cancer prevention, treatment and care, coordinate and liaise between the wide range of groups and health care providers with an interest in cancer.

“The six Acts have come into effect as laws of the Federal Republic of Nigeria.’’

Conte: Top Four Finish Is A Positive For Chelsea

Antonio Conte believes Chelsea’s season will be a success if they finish in the top four, regardless of losing their trophy.

Chelsea host Stoke City on Saturday and are 16 points behind runaway leaders Manchester City.

The Blues are still in the Carabao Cup, the FA Cup and face Barcelona in the UCL last 16. And despite failing to defend their title, Conte insists the season will be a success, if they finish in the top four.

 

“I think, in this league, to finish in the top four will always be a successful season,” he told a news conference.

“This is the only league to have six top teams to fight every season for the title. And then there are only four places for the Champions League and two for the Europa League.

“But it’s normal when your competitors are doing so well, like Manchester City… it’s very difficult to think about fighting until the end for the title. But, at the same time, we must try to fight in every game, for the three points and to give satisfaction to the fans, and to give everything.”

Stoke City boss Mark Hughes has backed Jese Rodriguez to be a success at the club after coming through a tough period in which he was forced to return home to deal with his infant son’s health problems.

Jese Ro6arrived in the close season on loan from French side Paris Saint-Germain and struck against Arsenal on debut but has not added to his nine league appearances since the 3-0 defeat by Liverpool in November.

The former Real Madrid player was disciplined by the club after leaving the substitute’s bench before the end of the 2-1 win over Swansea City earlier this month and has not been available for the next five games.

Asked if the frustration of limited game time would force Jese to cut his loan deal short, Hughes replied: “No, he wants to be a success here.

“Clearly the Premier League is where he wants to be, with us. It’s just unfortunate because of his family circumstances that he hasn’t been able to fully commit to what he’s needed to do here to be effective for us.

“You have to understand it’s something that couldn’t have been avoided. It seems like his family situation is settling down so he might be able to refocus now for a decent length of time. Hopefully that’s the case.”

Buhari Authorised ‘Subsidy’ By NNPC To Ease The Pains Of Nigerians – Baru

The Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Maikanti Baru, has disclosed that President Muhammadu Buhari authorised the Corporation to subsidise petrol for Nigerians.

The NNPC GMD stated this on Friday during a brief interview with State House correspondents at the Presidential Villa shortly after he performed Friday Islamic prayers, Premium Times reports.

Baru’s comment was in reaction to the backlashes and confusion that trailed a disclosure by the apex oil firm in Abuja last Friday that the landing cost of fuel has jumped to N171.

The NNPC has, however, maintained that the N145 per litre price subsists, raising questions on who foots the bill of the minimum N26 differential; especially as such estimates are not contained in the 2017 and 2018 budgets.

While speaking earlier today, Baru said his principal Buhari authorised the payment of the ‘subsidy’ by NNPC, to ease the pains of Nigerians.

“Do you want me to remove subsidy?” he said in response to questions demanding clarifications on the subsidy.

“What I am saying is that the landing cost as should be sold in the pump without under-recovery should be N171.40.

“However Mr. President has directed that we should maintain all the parameters to ensure that it is sold at N145 per litre. And that is why we are selling at depot at N133.28.8,” he explained.

Baru had some days ago assured Nigerians that the issues of long fuel queues and petrol scarcity across the country will disappear by the weekend.

“I promise by weekend, most of the abrasions we’ve been noticing will disappear. You could see that we are winning the war,” Baru said.

“The (fuel) queues have significantly subsided in Abuja; In Lagos, they’ve almost become none existent and, of course, we are pushing it to the other cities as well as to the hinterlands.”

#FuelScarcity: NLC Threatens Mass Action If Petrol Scarcity Persists Into New Year

The Nigeria Labour Congress (NLC) on Friday, December 29, in a statement, threatened that it would embark on industrial action if the petrol scarcity biting the country persists into the New Year.

In the statement, organized labour also lauded the President of the Senate, Bukola Saraki, for directing the Senate Committee on Petroleum Resources (Downstream) to cut short its recess and immediately convene industry stakeholders meeting in a bid to end the ongoing fuel crisis.

Speaking on the matter, a NEC member of the NLC, Issa Aremu, on Thursday in Kaduna blamed the downstream sector for the protracted fuel crisis, adding that it was a reflection of “crisis of corporate governance in the petroleum sector.”

He added that the bane of downstream sector was “abysmal absence of accountability, transparency and openness in the administration of the petroleum resources of Nigeria.” He said only the parliament can make a difference in “exposing the rot” in the sector.

Mr. Aremu said the Senate leadership by urging relevant committee members to resume duty has shown that the legislature is truly “a vent for public grievances, a “useful organ of public opinion” adding that legislators cannot be in recess when those who elected them are groaning in filling stations.

The labour leader urged the legislators to demand for “consequences for the actions and inactions of petroleum sector operators in the product shortage scam”.

“There is a deep-seated conflict of interest in the downstream sector; regulators are operators, regulators are importers, importers are products hoarders, regulators are also saboteurs, definitely we have a sector capture in our hands, Nigeria and Nigerians need liberation,” he remarked.

The labour leader who disclosed that “NNPC is the only public corporation that annually awards its directors long service incentives for no service at all, for non-functioning refineries” called for a “total ban on importation to reinvent domestic refineries and beneficiation to crude oil”.

Mr. Aremu however said if the intervention of the legislature fails to put an end to product shortages, labour may compel all Nigerians to return to street protests like in the past “to force the ruling elite to face up to the challenges of governance of the most populous promising but badly governed country in the continent.”

“The one-month long fuel shortage has further worsened poverty, put productivity on hold. We dare not enter 2018, new year with this recurring old mess,” he warned.

Hazard’s father, Thierry, confirmed his son is playing a waiting game with his Chelsea contract in an effort to keep the door ajar to Zinedine Zidane’s side.

“What I can reveal about Eden is that he refused a contract extension,” he told Le Soir.

“This was so that, if necessary, he could follow the interest of the Real, whom he could see himself playing for.

“But, as of right now, there is no contact from Real Madrid. Eden is only one of the parties involved in his future.”

However, Davido revealed through a snapchat post that he made a move to get the Psquare brothers on stage at the concert but one of the brothers, Paul Okoye (Rudeboy) had already been booked for a show on the same day. While Paul Okoye couldn’t make it for the concert, his twin brother, Peter Okoye also known as Mr.P was present at Davido’s 30 Billion Concert.

Davido went further to assure fans that the Psquare brothers are lovely twins and there is no beef between them despite their split.

4 Killed, 13 Injured In Borno Suicide Bomb Attack

No less than four persons have been feared killed with 13 others injured in a suicide bomb attack on Thursday at Amarwa community of Konduga Local Government Area of Borno State.

It was gathered that the incident occurred at about 2 p.m. when a male suicide bomber infiltrated the village and detonated an Improvised Explosive Device (IED) strapped to his body.

Speaking with newsmen on the incident, an eyewitness, identified as Bukar Fantai, said that the bomber sneaked into the village disguised as a grain merchant.

Fantai said that the insurgent first approached a shop keeper and offered sorghum for sale thereafter, went to a shade where many villagers gathered for relaxation and detonated the explosive.

“The suicide bomber detonated the IED, blew up himself, killing some, while 13 others sustained injuries in the explosion,” he said.

A competent security source confirmed the attack, saying that the wounded persons were referred to the University of Maiduguri Teaching Hospital (UMTH) for treatment.

The source said that Police EOD and patrol teams had been deployed to sanitise the scene of the attack, adding that normalcy had been restored to the area.

Meanwhile, the State Police and Military authorities are yet to comment on the incident.

FRSC Urges Nigerian Road Users To Register Their Vehicles

The Federal Road Safety Corps (FRSC ) has advised motorists to ensure proper registration of their vehicles to enhance identification in case of emergency.

The Ogun Sector Commander of the corps, Mr Clement Oladele, made this known in Abeokuta on Friday during the handing over of a missing vehicle number plate to the owner.

FRSC To Clamp Down On Drivers Without Drivers Licences

According to him, the owner of the number plate was tracked through the FRSC’s National Vehicle Identification Scheme Data Base.

He said: “A driver who had picked a fallen vehicle rear bumper with a number plate attached, contacted the FRSC Command in Ogun State on possibility of locating and returning same to the rightful owner.

“After a search on the national vehicle identification scheme, the owner of the vehicle was contacted on phone and he confirmed the loss from his vehicle.

“After due diligence and all security checks, the recovered number plate was handed over to the rightful owner.

Real Madrid’s Cristiano Ronaldo won the Best Player of the Year at the Globe Soccer Awards, and has joked he still has room for more trophies.

 

The Portuguese star retained the individual award after a brilliant 2017, winning it for the fourth time.

 

Ronaldo will add the gong to his record equalling Golden Ball, his fifth, and FIFA’S Best Man of the Year award.

“It is a special moment and I am very happy to receive this award,” said Ronaldo, whose agent Jorge Mendes was named Best Agent of the Year.

“I would like to thank the coach, my team-mates and Real Madrid. Thanks to the people that voted for me and do the same next year.”

 

Asked if he had enough room for his trophies, Ronaldo added: “Don’t worry I have a lot of space.”

Barcelona legend, Xavi Hernandez believes Pep Guardiola has instilled the Barcelona DNA at City, making Kevin de Bruyne his Messi.

 

Guardiola moved to the EPL last season, on the back of successful spells at Barcelona and Bayern, but could not secure a trophy in his first season.

 

Many expected the Spaniard to change his tactics to  suit the EPL, but he did not and instead built his team around De Bruyne. City have stormed to 18 straight wins in the league this season.

“Pep’s teams win as teams, but even the most special sides need that player to look to when they need something special,” the World Cup winner said in The Mirror.

 

“At Barcelona we had it with Messi and this team Manchester City have it with De Bruyne.

“Every time he has the ball, you get the feeling that he is going to do something special with it.

“Not every game you can win 3-0 or 4-0, especially in the Champions League and that is when you need one moment of brilliance from a special player.

“David Silva is playing the best football of his career. I can see just from watching him he is learning off Pep.

“He is not a young player anymore, but when you have a player of such intelligence and such vision, it does not matter.”

DPR Dispenses Free Petrol To Motorists In Ogun Amid Scarcity

The Department of Petroleum Resources, Abeokuta Field Office, on Thursday dispensed petrol for free to motorists again in Abeokuta.

The News Agency of Nigeria (NAN) reports that the filling station, Daslap Petrol Station, Olomore, was allegedly caught selling above the official pump price.

The team, led by its Head of Operations, Mr Kasali Akinade, said the action was necessary to make others comply with the law.

“We got a tip-off that this station, Daslap, had fuel but they were selling above the pump price at N200 per litre.

“On getting here, we also had evidences to support the claim.

“When we checked their fuel stock level, we discovered they had 33,000 litres. In order to serve as a deterrent to others, we decided to ask them to give their fuel for free.

We said they should give fuel to 20 motorists and 30 bikes for free,” he said.

360nobs had also reported on Tuesday that the DPR sealed a filling station in Kubwa, a suburb of Abuja, for allegedly selling petrol above N145 and gave out the product free to motorists.

”The station had 6,000 litres of petrol. We got the call from a good Samaritan. When we came, we realised the station is illegal because it is not licensesd and it was selling at N250 per litre.

”We instructed that the product should be dispensed free of charge.

”We will give them one month to come and regularise the licence, after that if he does not come we will hand over the station and the people concerned to the civil defence to prosecute,” the Abuja Zonal Operations Controller of the department, Mr Mohammed Abba, said.

The fuel scarcity across Nigeria has been on for about three weeks, with officials giving various reasons for it.

Jack Wilshere Confident He’ll Get New Arsenal Contract

Arsenal midfielder Jack Wilshere has revealed that he is confident of landing a new Arsenal deal in the near future.

Jack Wilshere, 25, has endured several injury-plagued years and is now out of contract at the end of the season.

Arsene Wenger has previously stated that Wilshere must prove his fitness in order to be offered a new contract, and the midfielder has started the club’s last four Premier League fixtures.

In Thursday’s 3-2 win over Crystal Palace, the England man played a major part in Arsenal’s third goal with an excellent pass for Alexis Sanchez to control and finish.

When asked about his contract situation, Wilshere told reporters: “We’ll see when he [Wenger] speaks to me but I’m sure it will get done, yes.”

The former Bournemouth loanee also spoke of his fitness and love of the game, adding: “I was happy with my form last year. I’m probably playing better now. I feel fitter and I am enjoying my football.”

Paolo Cannavaro will retire this weekend and join his brother Fabio as a coach at Chinese club Guangzhou Evergrande.

Paolo Cannavaro has announced that Sassuolo’s Serie A match at Roma will be his last.

“A new year, a new life … it will be an odd feeling. I won’t miss the field because it’s a decision I’ve made, but I will miss being around my teammates,” he said.

Cannavaro progressed through the youth team at Napoli and in 1999 joined his older brother Fabio at Parma, where he spent six years. The defender then spent a season at Hellas Verona before rejoining Napoli and making more than 200 appearances in eight years at his hometown club.

He says his job will now be “assisting Fabio 360 degrees as technical collaborator. I can coach the reserves, those who play a bit less during the season.”

“It’ll be a full-on experience for me, a huge leap. Saturday? It’ll be a strange feeling. I won’t miss the field because it’s a decision I’ve made, but I will miss being around my team-mates.”

As for a move to Asia, the Italian isn’t overly familiar with what will be his new home.
“The city will be new. I’ve been there twice but only for summer tours. Only lately have I been preparing myself for it because I was too focused on doing well here until the last day. It’ll be a new year and a new life.

“Knowing that I’m quitting football but still doing something that keeps me busy is a privilege. Chinese will be difficult to learn, so we’ll settle for English.”

As for joining up with his brother, the 36-year-old is looking forward to rebuilding their relationship.

“Relationship with Fabio? I haven’t had much of a life with him. Getting back together didn’t happen for several years.
“I wanted us to do so in the future as opportunities always presented themselves. I can’t wait to start.”

Brighton & Hove Albion manager Chris Hughton has suggested that more teams will begin to play negatively against Manchester City.

On Wednesday night, Manchester City defeated Newcastle United by a single goal with the Magpies regularly putting 10 men behind the ball and showing little ambition to attack.

Rafael Benitez’s strategy attracted criticism from Pep Guardiola, but Hughton has said that it was understandable for the Spaniard to adopt a defensive approach at St James’ Park.

The 59-year-old is quoted by Sky Sports News as saying: “Not everyone realises how difficult it is against the top six, particularly City at this moment and the way they can blow teams away.

“Everyone has the right to set their team up how they feel is the right way against what is certainly by far the best team in the country at the moment.”

Arsene Wenger says he is “not fearful” of losing Alexis Sanchez in January and insisted there are no fractures in the Arsenal camp regarding the Chilean’s future.

Alexis Sanchez continues to be linked with a move away from Arsenal and, ahead of the impending January transfer window, the forward netted twice in a hard-fought 3-2 win against Crystal Palace.

When asked by Sky Sports’ Geoff Shreeves if there is a divide in camp, Wenger simply replied: “No, not at all. I did not see that.

“I am not fearful [of a bid coming in], but that is a subject that will turn up because of his contract situation.

“I have said that many times since the start of the season so I can only repeat what I have said.”
