President Muhammadu Buhari has approved the appointment of Ahmed Rufai Abubakar as the substantive Director-General (DG) for the National Intelligence Agency (NIA).

The appointment was announced in a statement issued on Wednesday, January 10, by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina.

According to him, the new DG is a retired career Foreign Service officer, who till his appointment served as Senior Special Assistant to the President on Foreign Affairs/International Relations.

Adesina said Abubakar’s appointment took immediate effect.

The statement read in part, “Abubakar had extensive experience working with the United Nations in peace support operations, mediation process, preventive diplomacy and good offices, as well as the promotion of good governance and respect for the rule of law and human rights.

“He also briefly served as Senior Adviser at the Multinational Joint Task Force with headquarters in Ndjamena, Chad, before his appointment as SSAP.

“Abubakar holds a B.A degree in French Language and Literature, and an M.A degree in Francophone Maghrebian Literature, both from Bayero University, Kano. He is also fluent in English and Arabic.

“The appointment takes immediate effect.”

The president had on October 30, last year wielded the dismissal rod on the former DG, Ambassador Ayo Oke.

Buhari had on April 19 suspended him and constituted a three-man committee led by Vice-President Yemi Osinbajo to investigate him.

The panel probed Oke on the discovery of large amounts of foreign and local currencies by the Economic and Financial Crimes Commission in a residential apartment at Osborne Towers, Ikoyi, Lagos, for which NIA is laying claim.

The problem of Fulani herdsmen started long ago as isolated cases. It only assumed frightening proportions because one of their own is the president of Nigeria. Under Buhari, herds of cattle roam through Asokoro as if on a state visit to the president. In the last two years, cows have been seen wandering through the Abuja city centre, causing traffic gridlocks and sometimes accidents. The menace of the herdsmen is a sign of what is to come. The hunger for land, with simmering religious and ethnic tensions, if not checked, will tear this country apart. The Fulani have never hidden their thirst for political and teritorial supremacy, a thirst that knows no borders. Their territorial interests always exclude the well-being of indigenous populations, with no interest in existing political and economic stability. Faced with modern realities, they push their economic interests by exploiting and overiding the economic well-being of rural farming populations by herding their cattle into farmlands, letting their cattle feed on crops or trample on those produce their cows cannot eat. Buhari, through his characteristic acquiescence, has succeeded in creating a realistic iconography of the gun-totting, AK47 Fulani.

It is true that there exists a criminal gang devoted to cattle rustling. Does that justify the killing of villagers in rural farming communities? From the killing fields of Benue, the Fulani herdsmen are proving to be a macabre, normalised militia in our sociopolitical landscape. Realistically, they are armed non-state actors with legitimised use of violence. From the way they have carried on their genocidal attacks, they have shown the rest of us that they do not have to usurp political leadership; they own it and can unleash it to challenge, obstruct and undermine the fragile peace in Nigeria to suit their interests. In 2016, the Senate gave a directive that cows should not roam the Abuja city centre. The minister for the Federal Capital Territory ignored the directive. Lame pronouncements cannot stop the Fulani herdsmen and their genocidal attacks. If President Buhari is sincere, he should mount a military crackdown on them. He acted decisively against IPOB, which when under Nnamdi Kanu, did not kill nor undermine the sovereignty of Nigeria with the fervour of herdsmen.

Prominent Nigerians own herds of cattle and they recruit the nomadic Fulani to tend them. Is this sustainable? Is pastoralism suited for the modern age? Are there no better ways of herding cattle? Does it make sense for cattle to leave the vast grasslands of the North to the densely populated south in search of pasture? Who armed the herdsmen with AK47 rifles? Is carrying a military grade weapon and assault rifle legal in Nigeria? Are the Fulani herdsmen acting beyong their brief or are they carrying out orders? When leaders promote impunity; when crimes do not attract sanctions but approval, based on ethnic, religious or social standings, they cause the weakening of state institutions, democratic, social and political structures. It is unfortunate that we elect those who do not see the effects of their actions and inactions on generations.

A faltering economy that fails to benefit the population has given rise to kidnappings, cults, armed youth, bandits and widespread civilian criminality. Worse, the instrument of Nigeria law enforcement provides no succor. It is synonymous with violence, extrajudicial executions, torture, arbitrary arrests and detention, and official corruption. With these ugly combinations, it is only a matter of time before we see the rise of militias, and the Fulani herdsmen is the first in line. In response to killings by Fulani herdsmen, I fear the rise of self-defence units located in rural areas below the Niger and Benue to defend their property and lives. No one has the monopoly of violence. We must collectively understand and appreciate this threat for what it is because many ethnic groups in Nigeria have warrior traditions in which young men are masculinised into violence, and the tradition can easily be called into existence. President Buhari must deal decisively with this problem before it metastasises. A narrow particularistic thinking, driven by ethnonationalism, will severely impact the sociopolitical leadership and economic dynamics of Nigeria because each locality will be manned by a militia and governed by a warlord.

With a thoroughly politicised military and an inept police force, Nigeria is ill-equipped to handle violent civilian conflict. Given the deep religious fault lines in Nigeria, if militias arise, they can extend conflict through the assistance of funders and external supporters with vested interests. As it is, there is enough discontent in the land to launch violence for ideological and identity-based grievances.

We cannot profess unity by words of mouth or platitudes. Unity must be backed by deliberate action. If nothing is done to contain the herdsmen, it will define the Buhari administration in the same way the kidnap of the Chibok girls defined the Jonathan government. It will be to the eternal shame of a retired General turned “democrat” that Nigeria descended into anarchy and became a country of militias under his watch. Like Boko Haram, the Fulani herdsmen’s attacks are resource-driven, extraction-focused, and for self-enrichment. Behind the attacks is a powerful coalition whose raison d’être is political authority, territorial expansion, visibility and wealth. Crush them or have Nigeria crushed!

Agent: Giroud Not Considering Turkey Or China

Olivier Giroud is looking to leave Arsenal, but is not looking at Turkey or China, insists his agent.

The France international striker is considering an exit from the club, having previously announced he would leave in January.

Giroud is being courted by the likes of West Ham and Everton and has already draw interest from Turkish club Fenerbache.

“[Turkey] does not interest him. China either,” he told Le Figaro. “Leaving to earn more money is not what’s important in his mind.

“He listens, looks and then he will see. Leaving just to leave Arsenal is no use. It has to be sensible and give him something more.

“He will have playing time at Arsenal, as the second part of the season is important with competitions to play, even if it’s only the Europa League.”

Kane Looking To Surpass Messi And Ronaldo

Harry Kane says the next thing he will like to achieve, is surpass Messi and Ronaldo on trophies, after passing them on goals in a year last year.

The Tottenham hotshot scored 56 goals last year to become the first player outside of Messi and Ronaldo to top the goalscoring sheet in Europe.

And Kane who has been tipped to be the first player to win the ballon d’or outside of the pair, wants to beef up his trophy cupboard.

 

“They’ve been such good players over the last ten years or so, and dominated football and rightly so,” Kane told ESPN of Messi and Ronaldo. “They’ll go down as two of the best ever players.

“To even be up there and beat them is something I’m proud of. For me, it’s about doing it every year. Not just beating them but winning as many trophies as they’ve won.

“I’ve sacrificed most of my time, especially with the schedule of games. You come in, you train, you play, you recover, you rest. That’s a footballer’s life. I don’t complain. It’s something I love doing.

“But you lose maybe the social part of your life. It’s a matter of opinion. Not every player does what I do. Some players may go out, go for meals –  that kind of thing. From my point of view, to get the best out of myself, it’s about going home, resting, recovering, spending time with my family and do everything I can in that short period of time to achieve what I can.”

Nigeria To Play England In World Cup Warm-up Friendly

England will host Nigeria and Costa Rica in World Cup warm-up friendlies in June.

Nigeria will visit on 2 June while England will face Costa Rica at Leeds United’s ground on 7 June.

England’s World Cup campaign begins against Tunisia in Volgograd on June 18. They then play debutants Panama in Nizhny Novgorod on June 24 before concluding the group stage against Belgium four days later in Kaliningrad.

The England manager said: “We’re going into a World Cup where we will play African and Central American opposition, so we get that with the games against Nigeria and Costa Rica, but it’s not just about the games we’ve got in the group but hopefully beyond that as well.

“We want to expose the team to different styles and different experiences.”

Kevin De Bruyne believes Alexis Sanchez would be a welcome addition to the Manchester City squad.

Manchester City have trailed Sanchez for some time, agreeing a £55m deal in principle for the Chilean last summer only for Arsenal to pull the plug on the transfer after failing to secure a replacement.

Sanchez has six months left on his Arsenal contract

De Bruyne said: “(He is) a very good player. Obviously we will see what happens in this transfer period.
“If a good player comes to us that is better, if he doesn’t come we do it with the team we have. We are on a good period already – the whole season. Everybody is doing a good job.

“When he comes he will add something to the team.”

Kevin De Bruyne is set to put pen to paper on a lucrative six-year deal worth up to £235,000-a-week, expects that talks between the club and his representatives will “probably” be completed soon.

Boca Juniors President Responds To Reports Linking Cristian Pavon To Arsenal

Boca Juniors president Daniel Angelici has poured cold water on reports linking striker Cristian Pavon with a move to Arsenal.

Arsenal’s interest in the Argentinean forward was revealed earlier this week, with Cristian Pavon eyed as a long-term replacement for Alexis Sanchez because of their similar playing styles.

“For the moment, we haven’t received any proposal, formally or informally,” he said. “For now, they are all rumours, comments in the corridors.

“But I know very well what I spoke to Cristian about when we renewed his contract. I am not going to stunt his career, but we gave him a nice contract for him to be comfortable.

“We put a clause in the contract, in the event that a club might appear. It’s the player who has the last word. I see that he’s in a good place, very focused on approaching 2018 with Boca Juniors.”

Pavon’s agent, Fernando Hidalgo, has revealed he was contacted over Arsenal’s interest in the forward.

He told ¿Cómo te va?: ‘I don’t know where the news originally came from, but I received a call two days ago from an English agent to see if there was a possibility of the player moving as Arsenal are looking at him.

‘If Arsenal are interested they should contact Boca and try send over an offer if they are truly interested in him.

‘Nobody has called me officially from Arsenal and I haven’t had any chats in regard to this matter. If it’s true what this person was telling me then they should contact the club is what I said.

‘So far I haven’t had any news from the club on this matter.

‘Surely they would have called or something, then I would have known about it by now.’

Arsenal continue to explore their options with regards to a replacement for Alexis Sanchez, with Bordeaux attacker Malcom now being considered.

Sheffield United Complete Loan Signing Of Manchester United Striker James Wilson

Manchester United striker James Wilson has joined Sheffield United on loan for the remainder of the season.

James Wilson, 22, was handed his first-team debut by United interim boss Ryan Giggs in 2014 scoring a brace in the home win against Hull.

Sheffield United are seventh in the Championship and still have a chance of grabbing a play-off spot and boss Chris Wilder is excited at the prospect of working with the Old Trafford academy product.

Wilder told the club website: “James has a fantastic pedigree having come through the ranks at Manchester United and importantly has some good Championship experience.

“He says he is raring to go and is the fittest he has ever been, so couple that with his undoubted ability and desire to impress, than I’m sure he will improve the group.”

This will be Wilson’s third loan spell in the Championship.

The striker hit five goals for Chris Hughton’s Brighton in the 2015/16 season and a loan stint the season after at Derby was cut short by a serious knee injury.

55 Feared Killed As Fulani Herdsmen Raid Lau In Taraba

Reports have emerged that no less than 55 persons have been killed after suspected Fulani herdsmen attacked Lau local government area of Taraba State.

The Nation is reporting that the marauders commenced the invasion and attacks during the weekend.

Speaking with the news outlet last night on phone, the State Governor Darius Ishaku, disclosed that “Herdsmen are killing people in Lau, my state.”

As of Tuesday, 25 bodies were recovered and given a mass burial when pressmen and a media assistant to the state governor, Bala Dan Abu, visited the affected area.

However, in the early hours of Wednesday, it was learnt that the death toll has climbed to 55, as more bodies were recovered by the locals.

There are indications that calm has been restored while policemen and soldiers are currently patrolling the area.

360nobs on Tuesday quoted the state police command as confirming the death of three persons while no fewer than six others sustained injuries in another overnight attack in a community in the state on Monday.

Monday’s attack, which occurred barely a few days after about 24 people were killed in attacks on three Taraba communities, took place in Maisamari town in Sardauna Local Government Area of the state.

Meanwhile, the federal government has reportedly placed a ban on open grazing of cattle in the country, in an attempt to put an end to the atrocious killings in Benue and other states by suspected Fulani herdsmen and the growing backlashes that have stemmed out from it.

It was gathered that the decision was taken at the end of a six-hour meeting of a Federal Government delegation, security agencies and governors from five states – which are mostly affected by the herders/farmers clashes – while the ban is coming days after suspected herdsmen attacked two communities in Benue state.

Former Nigerian Leaders To Get N280m As Allowances For Vehicles

The Federal Government had in 2017 approved N280.1m cash payments to former Presidents and Heads of State to purchase cars.

The approval was contained in a document presented to the House of Representatives committee on governmental affairs by the Secretary of the Government of the Federation (SGF), Boss Mustapha.

Mustapha appeared before the committee to review the 2017 budget of his office and defend estimates for 2018.

He said the cars were monetised so the former leaders could buy vehicles of their choice.

The SGF said N40m had already been released, leaving a balance of N240.1 million to be paid to the former leaders.

Those to benefits are former presidents Olusegun Obasanjo, Goodluck Jonathan, Yakubu Gowon, Ibrahim Babangida and Abubakar Abdulsalam.

Also, former vice presidents Atiku Abubakar, Namadi Sambo and others will benefit from the vehicles.

A breakdown of the amount showed that the sum of N96m is earmarked for vehicles of former presidents and N90m for those of former vice presidents.

This is in addition to a balance of about N170m balance of what was earmarked for the vehicles of former presidents in 2017 budget.

The various expenditures are part of the N2.492 billion capital expenditure for the SGF’s office in 2018.

The document also indicated that President Muhammadu Buhari, Vice-President Yemi Osinbajo, ministers and other political appointees were paid salaries totalling N3.4bn in 2017.

It partly read, “the approved personnel cost for 2017 was N3,408,763,591.00. This covered the remuneration of the President, Vice-President, ministers, political office holders and members of staff of the OSGF from January to December, 2017.”

42 Universities In Trouble As FG Orders Refund Of “Excess” Post-UTME Fees To Candidates

On behalf of the federal government, the Minister of Education, Malam Adamu Adamu, has directed 42 higher institutions that charged over N2, 000 Post-Unified Tertiary Matriculation Examination (UTME) fee during the 2017/18 admission exercise to refund the excess money to applicants.

The minister also queried the institutions involved to explain why disciplinary actions would not be taken against them for violating the government’s directive which said post-UTME fee per candidate shouldn’t exceed N2, 000.

These disclosures were made by the Registrar, Joint Admission and Matriculation Board (JAMB), Prof. Ishaq Oloyede, on Tuesday in Abuja at a stakeholders’ meeting.

He said in the event that the candidates could not be found the money should be given to “some non-religious orphanages,” adding that some institutions had started complying with the directive.

His words: “There are 42 institutions queried by the minister for charging more than N2,000 for the post-UTME.

“The affected universities are now refunding the excess to the candidates and the candidates are reporting back to us.

“In one case where the university could not trace the affected students, the minister directed that the money should be paid to a non-religious orphanage.

“The candidates in that case could not be traced for a refund. Hence, the minister has put his feet down that all excess charges should be refunded.

“Where the universities have the list, they are paying the candidates directly.

“The purpose of this stakeholders’ meeting is to brief those officials who will be on the field for the 2018 UTME.

“We also reviewed the incidents of 2017 and welcomed recommendations from the stakeholders.”

Andre Villas-Boas has been taken to hospital in Peru after suffering an injury during the Dakar Rally.

Andre Villas-Boas quit Chinese side Shanghai SIPG last November, announcing his intention to compete in the 2018 edition of the motorsporting event.

Villas-Boas had been making steady progress in the competition until he suffered a back injury during the fourth stage on Tuesday when his Toyota Hilux hit a sand dune.

“Andre was taken to the hospital with a back injury,” Overdrive team director Jean-Marc Fortin told reporters. “It was unfortunate for Andre, who was making a very positive debut in the Dakar.”

“Just to tell everyone that both me and Ruben are safe and well and back in the bivouac,” the 40-year-old wrote. “We jumped off a dune and crashed the car nose first. The Dakar unfortunately is finished for us.”, Villas-Boas wrote on instagram
