Zlatan Ibrahimovic has vowed to take his winning DNA to LA Galaxy, insisting he is the same Zlatan.

The legendary striker completed his move to the MLS on a free, joining 24 hours after he was released by United.

Ibrahimovic has won titles in Netherlands, Spain, Italy and France, and will look to add more in America.

“I want to accomplish as much as possible,” he said in his first interview with the club’s official website. “Wherever I have been, I’ve won. I’m coming with this objective. I come to win, I want to win.

“I think it’s in my DNA that I have won my trophies – there’s no luck, no special moment, it’s just me. I bring this with me for the next challenge. It’s a different place, but the same Zlatan.

“I decided to sign with Galaxy because I think it’s the right place for me. I have a lot to give, I can help them a lot, and they are the best team in the US.

“There were no doubts. I have a lot of expectations, I put pressure on myself, I demand a lot in my game. I think I have a lot to bring and to give with that experience that I have.

“Hopefully it goes like I want, and we can all share the happiness in winning.”

Trezeguet: Juventus Will Beat Napoli To Title

David Trezeguet believes his old side, Juventus will win the Scudetto and has hailed Napoli’s run.

With nine games left to play in the Serie A, the difference between the two teams is down to two points.

And with both teams set to clash in Turin on April 22, Trezeguet believes it will decide the winner.

“Juventus are a team with much more experience, as the many titles they’ve won in the last few years prove,” Trezeguet, speaking courtesy of Hublot, told Omnisport.

“I think the job Napoli are doing is very interesting in terms of the type of football they are playing and also because they are forcing Juventus to raise their level in this championship.

“It’s evident they are the two best sides in Italy at the moment and I’m sure they will compete until the end.

“I do think the game in Turin between Juve and Napoli could decide the title race, but it’s also true that in the Italian Serie A there are no easy games, as we saw with SPAL holding Juve to a goalless draw.

“I think Juventus have an advantage given by their experience and also because they have a larger squad with more players to rotate. But, again, Napoli are doing an extraordinary championship”

Zlatan Ibrahimovic has confirmed he would be moving to LA Galaxy, after terminating his Manchester United contract

Zlatan Ibrahimovic announced the move in a way only he could.

Ibrahimovic took out a full-page advertisement in the Los Angeles Times on Friday, simply stating: “Dear Los Angeles, you’re welcome.”

The newspaper also featured the first photograph of Zlatan in a Galaxy shirt, ahead of the official club announcement expected to come later on Friday.

He also told the Times that if Los Angeles is not big enough to contain his personality, “I’ll make it bigger.”

After being in Europe, winning 33 trophies, playing in the best teams in the world, playing with the best players in the world, I wanted to come to the U.S. and play my game there,”

“I wanted people to enjoy my game there and to win. And I chose the Galaxy to do that.”

Dan Beckerman, the president of entertainment giant AEG, the Galaxy’s parent organisation, said Ibrahimovic would become one of the biggest stars in the Hollywood city.

“He’s giving up a lot to come here,” Beckerman told the LA Times. He’s made it clear he’s coming here to win championships. It’s not about the money.

“L.A. is a place for stars, and he’s going to be one of the brightest stars that’s ever played in this market. In any sport.”

Nigeria Appoints Joseph Nnanna As Chairman Of NEXIM Bank Board

Dr Joseph Nnanna, a former Deputy Governor (Economic Policies) at Central Bank of Nigeria (CBN) has been named as the Chairman of Board of Nigeria Export Import Bank (NEXIM) by the Federal Government.

This is contained in a statement signed by Tayo Omidiji, NEXIM Bank Head of Strategy and Communications on Friday in Abuja.

Other Board members include Dr Mudashiru Olaitan, Mrs Olubunmi Siyanbola, Mr Ochapa Ogenyi, Hon Adesina Adegbenro and Hajiya Ramatu Ahmed.

The newly appointed directors will join the executive management team of the bank headed by Abba Bello as the Managing Director/Chief Executive, assisted by Bala Bello, Executive Director, Corporate services and Stella Okotete, Executive Director, Business Development.

The statement said that the Minister of Finance Mrs Kemi Adeosun had inaugurated the board and charged them to ensure effective operations that would help exporters in the country.

It added that the bank was quite excited that the inauguration of the new board would engender necessary synergy and strengthen the corporate governance structures to deliver quickly on its mandate.

“The new Chairman, Dr Nnanna brings to bear his rich experience as an economist and banker over the last three decades during which he has been involved in policy formulation and development of financial markets,’’ it said .

It will be recalled that Nnanna joined the Central Bank of Nigeria in 1994, rose to become the Director, Research and Statistics in 2001 and was appointed Deputy Governor in 2015.

In-between his career at the CBN, he held several positions and was the Director General of West African Monetary Institute (WAMI) from 2006 to 2008.

He also served as a Staff Economist & Desk Officer in the African Department of the International Monetary Fund (IMF) and was a Consultant to the United Nations Conference on Trade & Development (UNCTAD). (NAN)

Buhari Offers ‘Unconditional’ Amnesty To Repentant Boko Haram Militants

President Muhammadu Buhari on Friday declared that his government is ready to offer unconditional amnesty to members of the Boko Haram sect who are ready to lay down their arms.

The president stated this today when he received the 105 Dapchi schoolgirls who were released on Wednesday from Boko Haram captivity.

He said: “While further efforts are being made to secure the release of every abducted citizen in Nigeria, government is ever ready to accept the unconditional laying down of arms by any member of the Boko Haram group, who show strong commitment in that regard.”

“We are ready to rehabilitate and integrate such repentant members into the larger society. This country has suffered enough of hostility. Government is therefore appealing to all to embrace peace for the overall development of our people and the country.”

He added that government remains determined to bring back the Chibok schoolgirls in the insurgents’ custody.

“While parents of the Dapchi girls rejoice because of the reunion with their children, I want to appeal to the Chibok community never to lose hope or to despair,” the president further added.

Meanwhile, the Borno Government has directed the immediate closure of public boarding secondary schools, as part of measures to enhance security in schools.

Olivier Giroud admits he has not yet lived up to his own expectations since joining Chelsea from Arsenal in January.

The France striker has scored just once in eight appearances, and told L’Equipe: “You have to be demanding with yourself. If I signed to Chelsea, it’s to have a new challenge. The former Swansea and Derby boss takes over from Jaap Stam, who was sacked earlier this week.

I am delighted to have secured the services of a hugely experienced forward-thinking manager like Paul, who I have personally worked alongside during our time spent at Chelsea,” Reading’s chief executive, Ron Gourlay, told the club’s website.

“Not only has he coached at some of the greatest clubs in Europe, winning trophies, league titles and European honours and working with some of the greatest players in the world, fundamentally he also has a rich understanding of English football having managed in both the Championship and the Premier League in recent years.”

Reading said Paul Clement had been studying football and other sport in the United States in a series of study visits since he left Swansea.

In a statement issued on Thursday by his Senior Special Assistant on Media and Publicity Malam Garba Shehu, Buhari said his administration would not relent in efforts to bring Leah Sharibu safely back home to her parents as it has done for the other girls after she was held back by the terrorists over her decision, as reported, not to convert from Christianity to Islam.

“The lone Dapchi Girl, Leah, will not be abandoned,” Shehu quoted his principal as saying.

President Buhari also assured the Sharibu family that he will continue to do all he can to ensure that they also have cause to rejoice with their daughter soon.

He said: “I have come to receive Chief Emmanuel Bello and a hundred thousand others who have dumped APC and PDP to join SDP from today they have become a bonafide member in the state.

“SDP has been in existence since the year 1982 during Abiola and Kingibe’s regime adding that Bello is a man who believes in Changing the Change.”

Also speaking at the rally, John Nuhu said the 100,000 that dumped APC and PDP to join SDP were from the local government areas of Yola-North has 2500,Gombi 10,000, Song 10,000, Hong 5,000. Fofure 3,000, Demsa 10,000. Numan 10,000, Lamurde 10,000, Guyuk 10,000, Shelleng 5,000, Jada 10,000, Ganye 10,000, Mayo 20,000, Mubi-North 10,000, Mubi-South 10,000, Michika 10,000, Madagali 10,000, Maiha 5,000, Gerei 5,000 and so on.

Health Workers To Commence Nationwide Strike On April 7

Health workers in Nigeria, under the aegis of Joint Health Sector Unions (JOHESU), and Assembly of Health Care Professionals (AHPA), have said they will commence an indefinite strike on April 7.

The disclosure was made by the vice-president of JOHESU, Chimele Ogbonna, on Thursday in Jos, when he led national officials of the body on a sensitisation visit to Jos University Teaching Hospital (JUTH).

According to him, the health workers had explored all avenues for an amicable settlement of the issues and were left with no other option.

He said: “This strike is against our wish, but the federal government has failed to honour series of agreements with the workers from 2009 to 2017.”

“We have given the federal government ultimatum of 30 working days that commenced on March 5 and will end on April 7.

“If the agreements with JOHESU in 2009, 2014 and 2017 are not honoured, we will embark on an indefinite nationwide strike.

“The strike will be total and affect all health institutions from federal, state and local governments.”

The vice-president listed the issues that necessitated the pending industrial action to include failure to adjust CONHESS scale, skipping of CONHESS 10, and non implementation of court judgements.

Others, according to him, included same scale promotions aberration, promotions arrears yet unpaid since 2012, skewed appointment of chief medical directors (CMDs) and chairmen, medical advisory committee (CMAC) and many others.

Osinbajo has confirmed people’s suspicion: that Buhari, the man who was elected to tear down the temple of corruption in Nigeria, is not as potent a force as he was marketed. Nigerians that thought they were getting two raging bulls must be wondering how they ended up with these hand-wringing jokers.

Osinbajo should not be surprised at the yawns and wrinkled noses he got from Nigerians for his exposé, as people now think that still blaming Jonathan is an old subterfuge, considering everything else that has befallen us under Buhari. If Jonathan and his merry band stole so much and up till now, the best you do is throw out repetitive lines of how much he stole, maybe you should not be in government. Nigerians voted you to fight corruption, not to join them to moan about it.

Osinbajo Accuses Jonathan Of Sharing N150bn Barely 2 Weeks To 2015 Polls

This day three years ago, it was five days before the presidential elections. Everywhere you turned at that time, you heard “Sai Baba” chanted to the tune of “anti-corruption.” Followers of the candidate and now President, Muhammadu Buhari, evangelised about the coming of this messiah whose no-nonsense stance will cleanse Nigeria’s Augean stables for good. Even his former foes forgave him without him asking. Buhari himself, aware of the weight of expectations imposed on him, sold himself as the karma of corruption in Nigeria. Everywhere he went, he sang about fighting corruption and Nigerians rocked themselves to its sonic sensation.

When Buhari was first sworn in, bragging about what Jonathan’s administration had done wrong was the most priced and bestselling share on the stock market, and the APC — still basking in the euphoria of unexpected victory — made huge dividends out of it. Almost three years after he was sworn in, the folks who rhapsodized about Buhari’s anti-corruption agenda have found that he was no different from his predecessor. He is just as clueless, and corruption — Nigeria’s Frankenstein monster — has once again swallowed another one of its creators. Post-2015 Nigeria is still in the doldrums of ineptitude, nepotism, tribalism, and uncontained violence.

Osinbajo is still talking about what Jonathan did wrong when their government has barely been able to do a single thing convincingly right. Osinbajo was also quoted as saying that at some point, those who promoted strategic alliance contracts between the NNPC and the NDPC made away with almost one-tenth of our national reserves! That is a mind-boggling amount. Such a theft ought to be thoroughly investigated and punished, and not just crunched into a sensational speech at an occasion.

Osinbajo, again, said that it was only in talking about such mega-thefts that we could resolve such thieving. True, he has a point that such scams need to be addressed, but he seems to forget that talking is all Buhari’s government has done till now. People are tired of accusations; they are tiring and demoralising. What we want to see is what the government under his watch has done about such embezzlement. How many of those people have been tried and how many are on their way to jail now? If nothing of the sort has been done, then what is the point of informing us who stole what?

You are only confirming that you are weak, and your government is more or less a paper tiger. Mentioning Jonathan’s name alone used to be a potent means of whipping Nigerians into frenzied outrage about “corruption,” but people seem to be fatigued about the unending talk of what is wrong; they want transparency, reforms, and action. They are bored with people like Osinbajo constantly revving the engine of a vehicle that has no wheels.

Not only are officials of this administration adept at just talk, they, in fact, act as a striptease. Just a few days ago, the Chairman of the Presidential Advisory Committee Against Corruption, Prof. Itse Sagay (SAN), also said that if he released details of the allowances of the principal officers of the National Assembly, Nigerians would be shocked. But what exactly would be shocking to Nigerians about his revelations, considering that Sagay already informed Nigerians last year that lawmakers earned as much as N29m monthly? What else is “shockable” about what he has to reveal? At worst, he will reveal that Senate President, Bukola Saraki, possibly earns N1bn monthly. Even if we find out that things are that sordid, what exactly is the reaction he expects the shock we will experience to solve?

Sagay thinks Nigeria will explode if people find out what the lawmakers cost them; but most people know, just like they know that Buhari’s budget is just as padded as was his predecessors.’ They just insist on keeping their sanity intact by ignoring their thieving leaders.

I think Sagay — much like Peter Obi who also teased us with information about what governors earn — is overestimating the capability of Nigerians to still be shocked with the mindless looting that goes on in the country every day. Nigerians have come to realise that both the APC and the PDP are bad for their mental and moral health, and there is nothing one side can accuse the other of that it is not guilty of too. That is why Osinbajo’s revelation did not get much more than sneers and jeers. He is working in an administration whose anti-corruption agenda has become more or less reduced to accusations and counter-accusations, and he wants us to be moved by Jonathan’s profligacy.

Since Buhari became president, his cronies too have been accused of corruption, seven million people have lost their jobs between 2016 and 2017, and Nigerians have yet to recover from the effects of a recession. Think of the degree of violence that has occurred under Buhari — from the killings in Benue to Kaduna, Enugu, Taraba, and the abduction of girls in Dapchi. How about those for “shock” and explosion?  If the country did not go on the streets to protest after Buhari spent half of last year abroad, and up till now he has still not accounted for how much his health cost the country, then what is Sagay worried about?

There is every possibility that Osinbajo is right that Jonathan plundered the nation for his re-election. All the money Jonathan’s administration spent in 2015, particularly in the last few weeks of the election when he was crawling on his knees from churches to traditional rulers must have come from somewhere other than his pocket. But Osinbajo will not get the reaction he expects from Nigerians this time because Buhari himself has not shown superior morals when it comes to the issue of dipping your hands into the national pockets. 1n 2015, Buhari did not finance his campaign with five loaves and two fishes. The money too came from somewhere, and we know it was not his putatively untainted pockets. In fact, Buhari has that mystique about him: he has a way of making people believe he is personally not corrupt even though whenever he has needed money to finance his ambition, somebody’s dirty hands have picked up the invoice. Up till now, nobody in the APC has had the honour or dignity to account for their campaign spending, yet they cry about others’ faults. By 2019, they are likely to do exactly what they accuse Jonathan of: take money out of the national reserves to finance their campaigns too.

That is why their moral posturing moves nobody whose head on his/her shoulders can think their way out of a paper bag.

Police IG Suspends Withdrawal Of Officers From VIPs, Politicians

The Inspector-General of Police, Ibrahim Idris, has suspended by one month, the withdrawal of policemen attached to Very Important Persons (VIPs) across the country to enable the force to carry out an assessment of the current personnel deployment.

The police chief stated that the withdrawal would now take effect from April 20, 2018.

IGP Orders Nationwide Withdrawal Of Police Officers Attached To VIPs

The suspension of the order, which was billed to be immediate, when announced on Monday, followed Idris’ meeting with the Commanders of Police Mobile Force (PMF), Counter Terrorism Unit (CTU) and Special Protection Unit (SPU).

The Police spokesman, Jimoh Moshood, explained the twist in Idris’ order in a statement he issued on Thursday.

“IGP Idris has graciously shifted the enforcement/implementation of the withdrawal of Police Officers attached to Political and Public Office Holders, VIPs, Public and Private Companies and other categories of enterprises and business outfits and corporate individuals throughout the country as earlier directed”, said Jimoh Moshood, the police spokesman.

“The withdrawal will now take effect from the 20th of April, 2018. This is to enable the Force carry out a thorough assessment of the current deployment and carry out appropriate withdrawal.

“Meanwhile, the IG has directed the Deputy Inspector-General of Police, Operations, to direct all the Commissioners of Police and their supervising Assistant Inspectors-General of Police in the states and zonal commands to halt the withdrawal, revise and return those already withdrawn to their duty posts pending the new date of April 20, 2018.”

“ The Task Force Teams set up by the IGP at the Force Headquarters, the Force X – Squad and others set up by the Assistant Inspectors-General of Police and Commissioner of Police at the Zonal and State Commands have equally been directed by the Inspector-General of Police to suspend the enforcement of the withdrawal with immediate effect pending the new date.

“For avoidance of doubt, members of the Public, Political and Public Office Holders, VIPs, Public and Private Companies and other categories of enterprises and business outfits and corporate individuals and other entities are to retain the Police Officers currently with them on deployment. They may be provided after the expiration of the period, if found worthy from the Special Protection Unit of the Force but should apply for re-validation through the Commissioner of Police of the State they are domiciled before the expiration of the new date of 20th April, 2018.

“The renewed commitment of the Nigeria Police Force to guarantee protection of lives and property across the country remains unequivocal and unwavering”.

Cambridge Analytica: How Jonathan’s Campaign ‘Hacked’ Buhari’s Medical, Financial Records Ahead Of 2015 Elections

New details have emerged on the operations of the embattled data analysis firm Cambridge Analytica and how the data firm in the United Kingdom hacked the personal email of President Muhammadu Buhari to obtain details about his medical and financial records during the 2015 general elections for the Goodluck Jonathan Campaign Organisation.

A report by The Guardian says Cambridge Analytica, hired by an unnamed Nigerian billionaire to work on the re-election campaign of then-president Goodluck Jonathan, “was paid an estimated £2 million ($2.8 million) to orchestrate a ferocious campaign” against Muhammadu Buhari, the leading opposition candidate at the time. 

SCL is the parent company of Cambridge Analytical, a data marketing firm, which harvests data from different sources and creates micro targets, with the ultimate goal of changing audience behaviour. It is reputed as one of the factors responsible for the outcome of the US presidential election and the Brexit vote of 2016.

Cambridge Analytica was accused of improperly using data on behalf of political clients. Reports say the company may have used data improperly obtained from roughly 50 million Facebook users to try to sway elections.

If Britain hadn’t voted to leave the EU, and Trump hadn’t won the US election, it’s unlikely anyone outside Nigeria would have given a second thought to what went on during its presidential election campaign three years ago.

But the 20/20 vision of hindsight casts a very different light on the events of early 2015, and a campaign that now seems to eerily prefigure what happened in the US a year later. Many of the same characters, some of the same tactics.

At the heart of it all – data analytics company, SCL – the parent company of Cambridge Analytica. It had been hired by a rich Nigerian who supported the incumbent, President Goodluck Jonathan.

“It was the kind of campaign that was our bread and butter,” says one ex-employee. “We’re employed by a billionaire who’s panicking at the idea of a change of government and who wants to spend big to make sure that doesn’t happen.”

This was a standard variation on what SCL had done around the world for 30 years – this time, with a twist. Weaponising information to harm an opponent was standard methodology.

It was a methodology honed and developed in the company’s defence and military work – the fifth dimension of warfare, defined by the US military as “information operations”.

What was new, or at least new to those employees who have now spoken out, was bringing these techniques to the company’s election work.

Seven individuals with close knowledge of the Nigeria campaign have described how Cambridge Analytica worked with people they believed were Israeli computer hackers.

The sources – who spoke to the Observer over many months – said the company was looking for “kompromat” on Muhammadu Buhari – at the time, leader of the opposition.

They said the hackers offered Cambridge Analytica access to private information about Buhari.

Their testimony paints an extraordinary picture of how far a western company would contemplate going in an effort to undermine the democratic process in a country that already struggles to provide free and fair elections.

Their claims are disputed by the company, which insists it did not take possession of or use any personal information for any purpose and did not use any “hacked or stolen data”.

The company confirmed, however, that it had been hired to provide “advertising and marketing services in support of the Goodluck Jonathan campaign”.

That work seems to have come about through Brittany Kaiser, a senior director at Cambridge Analytica, who would go on to play a public role at the launch of Nigel Farage’s Leave.eu campaign, and a senior strategist on the Trump campaign.

Regarded by colleagues as a prolific networker, in December 2014 she was introduced to a Nigerian oil billionaire who wanted to fund a covert campaign to support Jonathan.

The billionaire wanted total discretion.

An ex-employee said: “[Kaiser] got a phone call. It was just before Christmas and she flew out to meet them in Washington DC. It was all a bit ridiculous. It was only six to eight weeks before the election and they were looking to spend nearly $2m.”

The election was a big deal. At stake, the future of the most populous country in Africa, and potential access to its lucrative oil reserves. The sitting president was favourite to win, though Buhari was doing unexpectedly well.

Not least because his team had hired AKPD, once the firm of former Barack Obama strategist David Axelrod, which was pushing a slick, social media heavy Obama-esque message of hope.

“There were a lot of scared millionaires worried that Buhari would get in. It was all very last-minute. A team flew out to Abuja and put together a communications campaign. It was a straightforward, normal comms campaign in most respects,” the employee said.

Most but not all respects. The Observer has obtained an astonishing and disturbing video that Cambridge Analytica used in the campaign.

“Coming to Nigeria on February 15th, 2015,” the voiceover says in the manner of a trailer for a Hollywood movie.

“Dark. Scary. And very uncertain. Sharia for all.” And then it poses the question: “What would Nigeria look like if sharia were imposed by Buhari?”

Its answer to that question is certainly dark. And scary. It’s also graphically, brutally, violent. One minute and 19 seconds of archive news footage from Nigeria’s troubled past set to a horror movie soundtrack.

There are scenes of people being macheted to death. Their legs hacked off. Their skulls caved in. A former contractor said: “It was voter suppression of the most crude and basic kind. It was targeted at Buhari voters in Buhari regions to basically scare the shit out of them and stop them from voting.”

If Buhari wins, the film warns: women would wear the veil. Sharia law would be introduced. And the inference is, you may be macheted to death.

It wasn’t just videos spreading fear. The Cambridge Analytica campaign team in Nigeria were jumpy too.

“It felt risky, being there. There were various points when we were told we were in danger.” And in the Abuja hotel to which the team was confined in early 2015, rumours abounded.

The tales are Graham Greene-esque. The hotel was where slick western consultants, including a team from the now disgraced Bell Pottinger, partied with their Nigerian counterparts. Mingling among them, western intelligence operatives – state backed, or privately commissioned, nobody was quite sure.

And then there were the meetings: three sources have told the Guardian about one that took place between Cambridge Analytica employees and two people they were told were Israeli intelligence operatives.

“There was a two-hour meeting that took place in the hotel lobby between two senior campaign members and Israeli intelligence. After which they swept our hotel rooms for listening devices and said they would switch out our phones. The story we were told was that there were intelligence agents from a number of different countries, including Israel and France, who were supporting Goodluck Jonathan and helping the campaigns.”

There is no suggestion that Jonathan was aware of or implicated in this support. Another employee said: “Basically the Israelis didn’t want [Buhari] to win.”

Other employees questioned whether they were “real” Israeli intelligence operatives, or Israeli private contractors.

A few weeks later, as the campaign was drawing to a close, there was another meeting at Cambridge Analytica’s London office.

An expert had flown in from Israel with a laptop, sources say.

And Alexander Nix, Cambridge Analytica’s now suspended CEO, and Kaiser, asked employees to take a thumb drive and download the contents on to their own computers.

The content was private emails and the information, they were told, related to Buhari’s financial and medical records.

One employee who was present at the London meeting said he had initially assumed the visiting expert was Mossad or Israeli intelligence passing on what he called “legtimate information”.

El-Rufai Opposes Bill Gates On Buhari’s Economic Plan For Nigerians

Governor Nasir El-Rufai of Kaduna State has reacted to a statement credited to the Co-Chair of the Bill and Melinda Gates Foundation, Mr. Bill Gates, where he said that the government’s Economic Recovery and Growth Plan (ERGP), does not truly reflect the needs of Nigerians.

Bill Gates had at the expanded national economic council presided over by Vice-President Yemi Osinbajo said that President Buhari’s ERGP does not truly reflect the needs of Nigerians.

“The Nigerian government’s economic recovery and growth plan identify investing in our people as one of three strategic objectives. But the execution priorities don’t fully reflect people’s needs, prioritising physical capital over human capital,” Gates had said.

He said this priority would lead to a “sharp limit on how much the country can grow”.

In his reaction to this, El-Rufai, who was among the governors at the meeting where Gates spoke, said the ERGP has enough provision for human capital.

He said: “On the review of ERGP as suggested by Gates, it is not correct to say that the economic recovery and growth plan does not give primacy to human capital, it is not correct.”

“The economic recovery and growth plan has enough provision for human capital, it is a federal government plan, what is needed is for states to have similar plans as well as adequate provisions for healthcare and education.

“Because the bulk of the burden for healthcare and education really rests on states governments. The disease burden of the country is largely at the primary healthcare level and this primary healthcare system is broken completely, we need to rebuild it.

“It is the responsibility of the states rather than the federal government. The federal government incentifies with funding, grants and aids. But essentially, routine immunization, primary healthcare, is the responsibility of the states.

“So it is not gaps in the ERGP that we are looking at, it is appealing to states governments to provide more money in basic education, primary healthcare. It is not the ERGP that needs adjustments, it is the budgeting that needs to be ramped up in these two key areas because these are where the problems are.

“If a child losses equality education, he is done for life. If a child doesn’t get quality healthcare in the first two years, he is destroyed for life. This is the message that we invest more at the lower level, so that we prevent this disaster from happening.”
