The Tragedy Of Nigeria’s Arrested Development And Bill Gates’ Wake-Up Call – Magnus Onyibe

By now, most Nigerians would be familiar with Mr Bill Gates’ incisive perspective on Nigeria’s development because his speech to the National Economic Council last week has gone viral. So there is no need repeating the fact that he identified health and education as sectors that Nigerian policy makers have to rejig in the Economic Recovery Growth Plan, ERGP, to enable the full realization of our country’s potentials.

This is because he noticed that even if the ERGP boasts of being focused on Nigerian people via investment in healthcare and education which are the critical elements of human development, attention seem to be skewed in favor of physical infrastructure to the detriment of sustainable human development from birth.

According to Gates, for real development that would make reasonable impact on the polity to take place, both human and physical infrastructure have to be developed pari pasu.

To me, Gates’s perspective is a pretty straight forward analogy of the prospects and impediments to Nigeria’s much anticipated lift off from the poverty trap. But such positive optics of mr Gates presentation is not shared by Gov Nasir El Rufai of Kaduna state who was part of the audience at the forum. He faulted Gates’s presentation and offered a counter view which is that the ERGP is a great document as it is. He is of the view that it only needs to be adopted at the state level for the vision behind it to be accomplished. His argument is that once the ERGP is implemented at grass roots level, the alarming infant and maternal mortality rate and embarrassingly short life expectancy of the average Nigerian (pegged at 53 years) , as well as the abysmally low funding of the education sector, (responsible for the high level of illiteracy) that Gate’s identified as the key factors responsible for Nigeria’s arrested development, would simply evaporate.

Gov El Rufai’s proposition reminds me of the National Economic Empowerment and Development Strategy,NEEDS and State Economic and Development Strategy,SEEDS policy packaged by prof Chukwuma Soludo, then Economic Adviser to President Olusegun Obasanjo and later Central Bank of Nigeria, CBN governor 2003-7.

When the NEEDS policy failed to yield the lofty results that the architects had promised , it was resolved that it needed to be cascaded down to the state level for it to be more efficacious. Accordingly, SEEDS was born and it turned out as another exercise in futility.

Until Udo Udoma led ministry of economic planning came up with ERGP a couple of years into President Muhammadu Buhari’s regime, SEEDs was officially Nigeria’s economic policy aimed at leapfrogging development at the grass roots level. El Rufai can’t argue against the fact that it failed to meet expectations. Otherwise a replacement with ERGP would not have been necessary. And
as the saying goes “if ain’t broken, why fix it?”

Which begs the question, why El Rufai is clamoring for the cascading of the ERGP which is more or less a rehashed NEEDS along same failed route of being adopted at the state level as a panacea to the gaps identified by Gates ?

Benchmarked against the highest scientific standards, Mr Gates’s presentation is a well researched document. Apart from himself being one of the world’s best technologists who through his invention (commercialized via Microsoft) revolutionized or democratized the use of computer, he engaged experts from a university in Washington in the study. To localize the report he referenced the works of late Olikoye Ransome Kuti who was one of Nigeria’s foremost ministers of health and Akinwunmi Adesina, another former Agriculture of minister of Nigeria, now chief executive officer of Africa Development Bank, ADB as well as the famous novelist, Chimamanda Adichie.

Apart from the fact that he has physically visited Nigeria on several occasions, the aforementioned references clearly demonstrate that Gates is fully abreast of the local development dynamics in Nigeria. Indeed, how could the technologist/philanthropist not be conversant with a country where he has committed about $1.6 billion to helping prevent or combat diseases and disasters?

To me, and l dare add, every open and fair minded researcher or intellectual , a report that was put through the rigorous process as Bill Gates did, can not and must not be dismissed with a wave of hand or sacrificed on the altar of politics as El Rufai reportedly did by attempting to rubbish the Bill Gates presentation.

If anyone is in doubt about the validity and viability of the report, the most reasonable thing to do is put it in a crucible for further scrutiny before comments can be made. Vice President Yemi Osinbajo who was also at the event held his peace, perhaps with a view to interrogating the points raised before commenting.

And in my considered opinion that is the right thing to do.

Just to elaborate a bit more on the authenticity of Gates’s presentation, perhaps skeptics need to be reminded that Bill and Millinda Gates foundation-a leading philanthropic organization with focus on health care and education globally is not a mean organization that its report should be discountenanced.

The chairman of the foundation, Gates himself is an institution and a colossus with proven track record in productive entrepreneurship and humanitarian services worldwide . In my estimation, there is no chance that he would have any personal interest , agenda or bias that could have been embedded in his report. What’s more, he is not a politician. Even he was, would he not rather be interested in USA presidency where he is a citizen and a country where celebrities with enough cash and street savvy like the current president Donald Trump could easily attain the position of president?

For those who may have the erroneous impression that Gates might have a subterranean agenda for pecuniary benefits , it should be noted that he has long been retired from Microsoft to serve humanity through his philanthropic organization. So there is no way his activity in Nigeria could enhance the sale of Microsoft products which are, in any case already ubiquitous. In fact, Microsoft products are so embedded in the high tech industry that any organization or entity that ignores it, does so at its peril.

That’s not all.

With a market valuation in excess of $700 billion, Microsoft is at least two folds the size of Nigerian economy . So an avenue for quick money is ruled out. Therefore what could have been the ulterior motive of Bill Gates in his report that prompted El Rufai to antagonize him? My guess is that owing to the fact that the diminutive Kaduna state gov whose Friends fondly refer to as “Giant” is a die-in-the-wool nationalist, he could not resist defending the ERGP, even if there was no substance in his defense.

Is there any benefits to his push back? No real value to Nigeria or Nigerians, but there is political capital for El Rufai who most Nigerians believe courts controversy.

If nothing else, at least, he got noticed hence he is the subject of this article.

However, upon his departure, mr Gates twitted the following thank you message: “I was excited to visit Nigeria and meet with @MBuhari and @ProfOsinbajo to discuss the country’s development goals. We agreed that Nigeria’s bright future will benefit from further investment in the country’s greatest resource: its people.”

Remarkably, he did not acknowledge El Rufai in his tweet. Apparently, Gates was unperturbed by the Kaduna governor’s attempt to ruffle him, as his tweet confirms that his goal in Nigeria is on course.

That’s quite the opposite of the unpalatable experience which Virgin Atlantic airways owner, Mr. Richard Branson took away when he partnered Nigeria airways a few years back.

The soured business relationship left a bitter taste in the mouth mouth of the maverick entrepreneur and thereafter, Branson has used every opportunity to reference the awry experience in most of his public speaking events. In the process. Nigeria’s already unwholesome image continues to get more sullied by such bellicosity.

To the best of my knowledge, the only other countries that Bill Gates took similar interest in the development and prosperity of the people would be China, India, Malaysia and Brazil.

Which is why in my reckoning, thanks to Gates’s warm relationship with Aliko Dangote, Africa’s richest man, Nigeria is privileged to attract the attention of a high caliber entrepreneur such as the founder of Microsoft who has devoted his precious time to researching Nigeria’s potentials before taking time out to share his findings with lawmakers and technocrats.

No matter the prism from which Bill Gates is assessed, his motive in Nigeria is humanitarian and his message and work are altruistic. That’s why, despite the filibustering by a few , most Nigerians welcome Bill Gates’s interest in our country and urge the National Economic Council to take his counsel seriously to enable Nigeria unleash its full potentials.

The people to lead the Bill Gates’s change initiative should be the National Assembly, NASS, which must consider giving up some of their huge monthly take home pay which senator Shehu Sani revealed is a princely N13.5b. It can help improve the depressing maternal mortality rate which according to Gates report, Nigeria is ranked fourth on the button rung of the ladder.

Similarly, governors whom ex governor Peter Obi also revealed allocates to themselves jaw dropping amount as Security Votes (money spent without being accounted for) monthly, should also consider deploying some of the huge sums of money into the education sector where WAEC has been recording woeful results.

Such sea changes, if the aforementioned groups would be gracious enough to make the sacrifices, could have changed Nigeria’s development narrative and thus become a positive reference point.

But typically, such lofty and monumental or epochal events don’t happen in Nigeria.

Rather school girls kidnapping as reflected by the sad ordeal of Chibok and Dapchi girls either still in captivity or in trauma, and mass illegal migration of young men and women who end up being enslaved in Libya or dead in the Mediterranean Sea, now define our country and that is heart wrenching.

Marcos Alonso has insisted Chelsea must beat Tottenham Hotspur this weekend

Chelsea are currently fifth in the Premier League table – five points behind fourth-placed Tottenham with just eight games of the 2017-18 campaign left to play.

Defeat for Chelsea at Stamford Bridge would be catastrophic to the club’s chances of securing Champions League football for next season, and Alonso has conceded that it is “a must-win game”.

“It is definitely a must-win game. Here at Chelsea, we have to fight until the end for every target we can achieve, and next year we have to be in the Champions League. On Sunday, we have to get a win,” Alonso told reporters.

“It’s a massive game. We have a very important target, which is arriving at the end of the season in top four. Starting on Sunday, it’s the first important three points for us. It’s not over until it’s mathematically impossible, but it would be very difficult for sure if we lost.”

Nigeria Excluded As FIFA Releases List Of Referees For 2018 World Cup

The Referees Committee of the World football ruling body FIFA has selected 36 referees and 63 assistant referees, representing 46 different countries, for the 2018 FIFA World Cup Russia.

In a statement issued on Thursday, FIFA released a list containing six referees and 10 assistant referees from Africa – but no single Nigerian was included in the list.

According to FIFA, “the choice of the final group of match officials selected to officiate at the 2018 FIFA World Cup Russia was based on each referee’s skills and personality, as well as his level of understanding of football and ability to read both the game and the various tactics employed by teams.

“Over the last three years, preparatory seminars have taken place for referees and assistant referees focusing on fair play, protecting players and the image of the game, as well as consistency and uniformity”.

The selected FIFA World Cup match officials will attend another dedicated seminar for two weeks in the second half of April at the technical centre of the Italian Football Association in Coverciano, Italy. The officials will be divided into two groups, which will also include video assistant referee (VAR) candidates.

Following this seminar, the FIFA Referees Committee will announce the names of the referees selected to act as VARs during football’s most important competition, the FIFA World Cup. The selection process will take into account the candidate’s VAR experience in domestic leagues, FIFA competitions and FIFA refereeing seminars since the beginning of the VAR project in 2016.

Between now and the World Cup in June, the selected referees, assistant referees and VARs will be monitored and supported by FIFA Refereeing on an individual basis to ensure they are fully prepared. Following the seminar in Coverciano, all of the match officials will take part in a final preparatory seminar at the FIFA World Cup match officials’ HQ in Moscow, which will start ten days before the tournament kicks off. This seminar will also cover VAR.

FG Releases Names Of PDP Leaders That Allegedly Looted Nigeria’s Treasury (Full List)

The Federal Government of Nigeria on Friday, March 30, released some names of officials of the opposition Peoples Democratic Party (PDP) that it said looted the treasury while the party was in power.

The government was responding to a challenge by the spokesperson of the PDP, Kola Ologbondiyan, in response to Vice President Yemi Osinbajo who said the PDP administration carried out massive looting of the treasury in the 16 years it was in power.

Mr. Ologbondiyan in a statement on Thursday accused Mr. Osinbajo of not being bold enough to mention names of those he claimed stole public funds.

The Minister of Information, Mr. Lai Mohammed, who released the list during a press conference in Lagos on Friday, said the individuals include officials in the past government.

The names in the list revealed by the Federal Government include PDP chieftains who are currently being tried for corruption and financial crimes.

“The PDP has challenged us to name the looters under their watch. They said they did not loot the treasury. Well, I am sure they know that the treasury was looted dry under their watch. Yet they decided to grandstand. This shows the hollowness of their apology,” Mohammed said as he released the names.

1. PDP Chairman Uche Secondus.

Allegation: On the 19th of Feb 2015, he took N200 million only from the office of the NSA.

2. Former PDP Financial Secretary.

Allegation: On the 24th of Oct 2014, he took N600 million only from the office of former NSA.

3. Former National Publicity Secretary Olisah Metuh.

On trial for allegedly collecting N1.4bn from the office of former NSA.

4. Dr Raymond Dokpesi, Chairman of DAAR Communications.

On trial for allegedly taking N2.1 billion from the office of the former NSA.

5. Former SSA to President Goodluck Jonathan, Dudafa Waripamo-Owei

On trial, over N830 million allegedly kept in accounts of four different companies.

6. Former President Goodluck Jonathan’s Cousin Robert Azibaola

On Thursday, a Federal High Court ruled that he has a case to answer for allegedly collecting $40 million from the office of former NSA.

The decision by the APC-led government to reveal the names of the alleged looters and the funds allegedly stolen is in response to the opposition party, PDP’s, challenge to the government to name those alleged to have looted the country and destroyed the economy.

Mohammed said this list is just a tip of the iceberg, and the APC did not make these cases up as some of them currently have cases in court.

“They are in court and the records are available. Some of the people on this list are seeking to plea bargain, and that is a fact.

“We insist that Nigeria was looted blind under the watch of the PDP and that the starting point in tendering an apology is for them to return the loot,” he said.

Lionel Messi is still feeling discomfort with his thigh and the club need to exercise caution to ensure he does not tear the muscle, coach Ernesto Valverde said on Friday ahead of his side’s La Liga game at Sevilla.

Lionel Messi joined up with the Argentina squad after ending Barca’s 2-0 win over Athletic Bilbao with a muscle problem but did not feature in the friendlies against Italy and Spain.

The Argentine could only complete half Barca’s training session on Thursday and even though the club have not issued a medical report on the injury, Valverde declined to say whether he intended to pick his talisman on Saturday.

“We have to wait,” Valverde told a news conference on Friday.

“We are taking care of him, just as Argentina did. He has a little discomfort and we have to bear that in mind, because if it leads to a muscular tear then the situation is far more serious.”

Ola Aina, 21, has been on Chelsea’s books since 2007 and has grown up with Terry as his role model for breaking into the first-team.

Reflecting on what Terry taught him in their decade at Chelsea together, Aina said: “I learnt a lot to be honest, on and off the field. Mainly on the field though. He’s a world-class defender and he’s taught me various things, especially having some time last season with him.

“Just be honest on the pitch. He told me to work to the best of my ability and be confident in what I do all the time. That will always stick with me and the many other young defenders he’s schooled and taught.”

Aina made his Chelsea debut in their 2016 EFL Cup win over Bristol Rovers and was replaced by Terry in the 77th minute.

“It was [surreal]. A standing ovation. I thought it was for me at first, but obviously it was for JT. I was being replaced by a club legend and it was a nice feeling to get a debut and then be replaced by him”, said Aina.

He added: “Any team would be lucky to have JT. He brings that leadership, that winning mentality all the time, every day. Just having someone like that on the pitch is a confidence booster for everyone.

“I’ve been privileged enough to be in that position and Aston Villa now are lucky to have him. His presence alone can drive a team onwards.”

Zinedine Zidane insists Isco is important to Real Madrid, but understands the midfielder’s frustrations.

Isco has started only 18 of 29 league games this season and raised doubts about his future at Real after playing for Spain.

Isco produced a stirring display for Spain on Tuesday against Argentina, leading their 6-1 demolition with a hat-trick.

After the match, Isco was asked about the disparity between his performance on the day and his form at Madrid, to which he replied by saying he has the “confidence” of Julen Lopetegui, but with Zidane “maybe I have not won it”.

“Everyone can interpret his words however they like but I’m not bothered by them,” Zinedine Zidane said.

“Perhaps he’s not happy as he doesn’t play as often for us as for Spain and he wants to play more but he’s very important to us.”

“But my job is to pick 11 players. He is an important one and will be an important one, always. As I said, it comes down to interpretation, but I’m not upset at all with Isco.
“I’m happy with his performances, it was a very impressive performance [against Argentina] and Spain impressed too. Isco is a Real Madrid player and he’ll remain here. That’s it.

“It’s not his fault. Isco, whenever he plays, he works hard, gives 100 per cent – he kills himself.
“Sometimes things come off, sometimes they don’t. I don’t think there’s an issue with Isco. The thing is I have 25 players and only 11 can play. I’m happy with Isco, there is no problem.”

Ainsley Maitland-Niles has thanked Arsenal manager Arsene Wenger for showing trust in him during his breakthrough campaign at the club.

Ainsley Maitland-Niles has featured in every matchday squad since mid-December and has 24 appearances under his belt in all competitions – 10 of those coming in the Premier League.

Maitland-Niles was also rewarded with his England Under-21s debut earlier in the season and has gone on to represent his nation at that age-grade level a further three times.

Wenger has been credited by the youngster for showing enough belief in him, and the academy graduate now hopes to repay that faith.

“I owe him a lot for believing in me and telling me I need to work on stuff before he has put me out there,” he told Sky Sports News. “I come in every day and try and work as hard as I can on the things I know I need to work hard on and the things that other people pull me up about to be the best that I can.

“Me personally, he’s a very trusting person. He has a lot of belief in his players and whenever you want to talk to him about something his door’s always open – you can always walk in. Especially on the training pitch, he does put his arm around you when he thinks, ‘Look, I need to get into this player and tell him in a nice way how he needs to improve on this and that’, and it gives you a lot of confidence that the boss believes in you.

“You could talk to him about anything. He’s such a loving guy, he treats every player as family. It depends how open you are as well to go and speak to him. It’s almost like he can be your dad, but he’s your coach at the same time, so he’s giving you that push in both areas.”

PDP Harvests More Than 100 APC Members In Ekiti

With barely a few months to the Ekiti State Gubernatorial election which is slated for July 14, more than 100 members of the All Progressives Congress (APC) have dumped the party for the Peoples Democratic Party (PDP) in Ayetoro-Ekiti in Ido/Osi Local Council of the state.

Addressing newsmen on Wednesday at a ceremony held for the decampees, a former local government APC Deputy Chairman, Mr. James Afolabi, who led the defectors, disclosed that he left the party alongside his followers because internal democracy was not at its best practices in the APC.

Afolabi further explained that he joined the PDP to get fairness, justice and equity in the party, which he said was lost in the APC.

Other defectors who spoke at the event include, Oluwole Gbenga, who told the gathering that he was leaving the APC for PDP because of developmental projects embarked upon by Governor Ayodele Fayose’s administration in the state as well as its people-oriented drives.

“I’m defecting because I have seen the efforts of the PDP; the purposeful government the PDP is giving the state is one of the factors that enticed me to crossover from APC to PDP,” he said.

Meanwhile, the lawmaker representing the area in the House of Assembly, Jeje Samuel Abiola, who welcomed the new members, said that the defectors were thrilled by the good works of Fayose’s administration in the state, noting that the defectors voluntarily left their former party to join the moving train of the PDP.

He lauded the step taken by new members of the party, promising that they would be accorded all rights and privileges derived by old members of the party.

Also, the Deputy Governor of the state, Kolapo Olusola, who received the defectors on behalf of the leadership of the party in the state, pointed out that there’s no sentiment in the party, adding that the defectors would be adopted into the party and they would be accorded the rights and privileges the old members of the party are benefiting.

UN Denies Calling For Legalisation Of Cannabis In Nigeria

The United Nations Office on Drugs and Crime (UNODC) has denied the reports making the rounds that the organization called for the legalisation of cannabis in Nigeria.

In a statement Thursday in Abuja, the UNODC said during its visit to Senate Committee on Drugs and Narcotics, Abuja at which it made a presentation at the public hearing on ‘The need to check the rising menace of pharmaceutical drugs abuse amongst youth in Nigeria’ on March 26, it never said what was reported in the media.

The media (not 360nobs) had quoted Harsheth Kaur Virk, the Project Officer of the UN Office on Drugs and Crime in Nigeria as saying that the UN approved the usage of the plant for medical purposes; and has now urged Nigeria to legalise its use for the same purpose.

She was quoted to have said: “Cannabis is a miracle drug allowed for medical purposes by the United Nations, but not for recreational purposes. Nigeria as a sovereign Nation has its stringent laws against it but international conventions of the UN have approved it for medical purposes based on outcome of researches conducted to that effect by globally recognized institutes.

Aside cannabis, recreational users of other addictive drugs by UN recommendation. should not be criminalised, but rehabilitated. The Drugs and Crime office of the UN sees addictive drugs users as people who are sick, in need of treatment, care and rehabilitation.”

However, the Outreach and Communications Officer, Sylvester Atere, disclosed that the news totally misquoted the UNODC views and warned that this could jeopardize the long existing relationship with Nigeria.

Atere said: “To keep the record straight, on invitation by the Senate Committee on Drugs and Narcotics, UNODC made a presentation at the public hearing and reiterated the following recommendations contained in 2017 International Narcotics Control Board (INCB) report, where the Board urges all governments to:

(a)          Gather data on prevalence of drug-use disorders and the accessibility and utilisation of treatment;

(b)          Invest in making treatment and rehabilitation evidence-based;

(c)           Allocate sufficient resources to treatment and rehabilitation, the two major components of demand reduction;

(d)          Pay particular attention to special population groups;

(e)          Share, nationally and internationally, best practices and build capacity;

(f)           Stimulate research into new interventions.”

On being asked specifically on cannabis, he said “our representative clearly stated that legalisation of cannabis is not supported by the three UN international drug conventions (Single Convention on Narcotic Drugs, 1961 as amended by the 1972 Protocol; Convention on Psychotropic Substances, 1971; UN convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988). The UNODC did not urge Nigeria to legalise cannabis.”
