Finally, National Assembly Passes Nigeria’s 2018 Budget – Raises Spending To N9.1 Trillion

The National Assembly, both the Senate and House of Representatives, on Wednesday, May 16, passed the country’s 2018 budget, raising it by N500 billion.

Both Houses on Wednesday approved a budget that rose from N8.6 trillion to N9.1 trillion, six months after it was presented by the executive.

President Muhammadu Buhari had presented the budget to a joint session of the National Assembly on November 7, 2017.

Both houses of the National Assembly on Tuesday received the budget report of their appropriation committees.

At the Senate, the chairman of the senate committee on appropriation, Danjuma Goje, said the increase of N500 billion was done in consultation with the executive.

He said the increment was informed by a decision to increase oil benchmark from the proposed N45 to N51.

At the House of Representatives, the appropriations committee also presented its report.

House of Representatives headed by the Speaker, Yakubu Dogara also passed the budget.

13-clauses accompanying the bill were also approved and passed.

The House suspended it’s rules to immediately take the third reading of the bill and set up a conference committee headed by the Chairman House Committee on Banking and Currency, Jones Onyeriere to harmonize with the Senate.

Before the passage of the appropriation bill. The House went into a closed -door session.

Some become addicted to certain drugs unconsciously and some consciously. To abuse a drug simply means to use a drug for non-medical purposes.

For example, taking a drug only for the effect it produces is an outright abuse of such drug and it eventually leads to addiction with time.

One however can become addicted unknowingly by administering such drug without resultant cure for the intended illness.

Since it has been established that drug addiction means Substance Use Disorder (SUD), then it is important to state and make some clarifications on such substances which can potentially cause disorder when misused or abused.

Drugs can be classified based on addiction treatment and rehabilitation into five categories: Narcotics, Depressants, Stimulants, Hallucinogens and anabolic Steroids.

Codeine Ban: NAFDAC Wields Big Stick On Emzor, 2 Others

Narcotics are pain relieving drugs which work by inducing sleep, numbing, deadening and dulling the senses. Hence these drug categories are said to be controlled substances.

Drugs can also be categorised into two based on prescription: Over-the-Counter drugs and ‘Behind-the-Counter’ drugs.

OTC drugs are those that are available to people without a prescription. Illnesses associated with certain symptoms like colds, diarrhoea, acne and others can be treated with OTC medicines.

However, some OTC drugs have potential for misuse when overdosed. ‘Behind-the-counter’ drugs are available for sale only and strictly by prescription. The commonly misused OTC drugs are Dextromethorphan (cough suppressant and active ingredient in cough syrup) and Loperamide (an anti-diarrhreal ingredient).

Three types of OTC cough medicines exist-Expectorants (Guaifenesin-active ingredient), Suppressants (Dextromethorphan, camphor, menthol and eucalyptus oil as ingredients), and a combination cough syrup products which contain both Guaifenesin and Dextromethorphan.

However, Codeine (a narcotic pain-reliever and cough suppressant) is added to cough medicine preparation. It is used as antitussive (to relieve cough) and as analgesic (to relieve pain) and sometimes mixed with aspirin.

But this codeine-containing cough syrup is usually abused and misused because of its high addictive and habit-forming potential thereby inducing a state of Psychosis-a severe mental disorder with physical damage to the brain, marked by a deranged personality and distorted view of reality.

Teens take large doses of codeine-containing cough syrup to make them go ‘high’ with symptoms including hallucinations, delusions and paranoia. Experts also say that codeine causes sedation and drowsiness.

Excessive intake of codeine can cause organ failure and brain impairment. Dextromethorphan suppresses cough about half as effectively as codeine but with little addictive potential due to its low narcotic activity.

Another drug that is alarmingly being abused is Tramadol- a synthetic analgesic opiate used for the relief of pain.

How Codeine Is Creating A Generation Of Addicts In Nigeria

Tramadol is said to be a narcotic analgesic because it works in the body to change how the body feels and responds to pain.

Analgesics are pain relieving drugs, e.g paracetamol and aspirin, while Narcotics are drugs that work by affecting (dulling) user’s sense of pain called brain receptors e.g codeine and morphine.

No narcotic pain medication (e.g. tramadol) should be sold over-the-counter by pharmacists but it’s unfortunate that tramadol can readily and easily be purchased without a prescription in most pharmacies in Nigeria.

A friend once told me that some teens take high dose of tramadol to numb and deaden their appetite for food.

Those teenagers, as reported, when they take excess doses of tramadol, may not go hungry for the next 24 hours or more-shocking! Another close contact once said after taking a recommended dose of tramadol, had no appetite for food all day.

It is recommended that tramadol should not be given to children under age 12, pregnant women, breast-feeding mothers and people allergic to it or people with severe asthma or breathing problem.

Tramadol may be habit-forming even at normal dose, how much more if abused and overdosed as the fatal side effect of misused or overdosed Tramadol, like any other narcotic may lead to reduced breathing, seizure (convulsion) and eventual death.

This is therefore calling on the government through its appropriate authorities, ministries and enforcement agencies to take drastic actions by arresting this increasing ugly trend of some OTC and ‘Behind-the-counter’ drugs being abused in the country.

Codeine Ban: Lagos Unveils New Strategy To Tackle Drug Abuse

As done in the case of codeine, when a BBC documentary aired on April 30, 2018 allegedly implicated an official of Emzor Pharmaceutical Company selling a codeine cough syrup without prescription, the federal government acted swiftly with a ban on the production and importation of codeine on the 1st of May, 2018.

Rapper, Jhybo Detained By SARS Over Photo Of Him Holding A Rifle On His Phone

Nigerian rapper, Jibola Jasper, otherwise known as Jhybo has shared his unpleasant experience with SARS Officials yesterday 15th May, 2018.

The rapper said he was detained by SARS officers along Oba Akran Avenue in Ikeja, Lagos after his phone was forcefully collected and a picture of him holding a rifle was found on it.

According to him, all attempts to explain to the SARS officials that the photo was taken from a photo shoot from one of his musical videos was to no avail.

He wrote:

“Yesternight I was held by Sars men, along “Oba Akran” after he forcefully checked my phone n found this pic.. he said “ I’m gona hold you cus u carrying Rifle n wearing khaki”.. I was like can u see I was on set shootin my m/video, yet he wunt allow me go….. senseless !!!”

Pep Guardiola has revealed that his decision to let Joe Hart leave Manchester City on loan as the toughest in his time as a manager

Joe Hart joined West Ham on a season-long loan at the start of the campaign, but it has been a much tougher ride than all parties would have expected.

The two-time Premier League champion has tussled for the No.1 spot with Adrian for the majority of the season, leaving it unclear as to whether or not the spell will be made permanent come next season.
Guardiola, meanwhile, is unsure what lies ahead for Hart, but says the decision will be made with the ‘keeper’s best interests at heart.

“I think it was the toughest decision I ever made as a manager [to let him go],” Guardiola said. “Because he is an incredible professional when we worked together and there are no doubts about his quality.

“I don’t know what happens in that situation, I think West Ham is going to talk with the club, he is our player and if he is not going to continue here [West Ham] next season I don’t know, now is the first I am hearing that information.

“We are going to speak with the club and take the right decision, especially for him.”

Joe Hart as now also been omitted from England’s World Cup squad, as Gareth Southgate has decided to go for Jack Butland, Nick Pope and Jordan Pickford

RB Leipzig Manager Ralph Hasenhuttl Quits The Club Over Contract Dispute

RB Leipzig Manager Ralph Hasenhuttl has quit his club after failing to agree on a contract extension beyond 2019.

The 50-year-old leaves the Bundesliga side after finishing sixth in the club’s second season in Germany’s top tier. On Wednesday, Leipzig and Hasenhuttl signed a mutually agreed contract termination, the Bundesliga club announced.

“I would have liked to go into the new season with Ralph Hasenhuttl as our head coach,” RB sporting director Ralf Rangnick said in a statement on the club’s official website. “And I informed him of this wish in personal talks. But contrary to the winter, I had come to the conclusion that one year for now would have been enough.

“But there was no alternative to a contract extension for Ralph Hasenhuttl . And that’s why he expressed the wish to terminate the contract. Reluctantly, we accepted this wish.”

Leipzig CEO Olaf Mintzlaff thanked Hasenhuttl for his services but added that “a contract extension at this time would not have been the right step for this club.”

And the Austrian coach said that to “turn Leipzig’s long-term goals into reality a sustainable contract solution” would have been ideal for the club. “After achieving success together, you should be able to be honest and choose a clear no rather than a soothing yes.”

He added: “That’s why I asked to terminate my contract prematurely.”

High profile names such as Joe Hart and Jack Wilshere were left out of England’s World Cup squad on Wednesday by manager Gareth Southgate, who included uncapped 19-year-old Trent Alexander-Arnold.

Trent Alexander-Arnold selection comes after some fine performances in Liverpool’s run to the Champions League final. Chelsea midfielder Ruben Loftus-Cheek, Burnley goalkeeper Nick Pope and Fabian Delph of Manchester City are other notable inclusions.

Gareth Southgate selected Stoke City’s Jack Butland, Everton’s Jordan Pickford and Pope as his three goalkeepers.

Southgate named Tom Heaton, James Tarkowski, Lewis Cook, Jake Livermore and Adam Lallana on his stand-by list.

“History tells us that one of those standby players may end up in the squad, as it’s very unusual for us to get through the end of the season and our two preparation games without any issues,” explained Southgate.

“All of the guys on standby have been really professional in their approach to this. They recognise there’s still an opportunity and we’ve had a lot of conversations over a period of time with them about their situation.”

England will face Tunisia in their Group F opener on June 18 in Kazan, Russia, and have also been grouped with Belgium and Tunisia.

Report: Arsene Wenger Turns Down Offer To Manage French Club Saint-Etienne

Arsene Wenger has reportedly turned down the chance to take over at French club Saint-Etienne.

Arsene Wenger recently revealed that he has received a number of job offers, and Le Sport reports that Saint-Etienne are among the clubs interested.

Saint-Etienne endured a turbulent season on the managerial front, initially replacing Oscar Garcia with former player Julien Sable, only to discover that he did not have the relevant qualifications.

Jean-Louis Gasset has subsequently led the club to eighth place in Ligue 1 with one game of the season remaining, but that has not prevented Saint-Etienne from making an approach for Wenger.

However, the 68-year-old wants to take time over making his next decision and so has turned the club down.

Eni Aluko Announces She’s Leaving Chelsea After Six Years At The Club

Eni Aluko has announced she is leaving Chelsea Ladies after six years at the club.

Eni Aluko, 31, who has 102 caps for England, joined the Blues in 2012 from Birmingham City Ladies.

The striker helped them land the Women’s FA Cup and Women’s Super League titles. Chelsea clinched the latter on Tuesday with a 2-0 win at Bristol City Women.

Aluko, 31, has not been a consistent starter for Emma Hayes’ team and will now move on.

Aluko tweeted: “Another League & FA Cup double. 2015 was a dream come true to do it again I’m beyond words.

“After five years & 150+ appearances it’s with a heavy heart I confirm I’ll be leaving Chelsea.

“I could not dream of a better ending. To my teammates who I adore, the club and fans THANKYOU.”

Davido, Tiwa Savage Get Nominations For 2018 BET Awards

Superstar Nigerian singers, Davido and Tiwa Savage have been announced as part of the nominees for the 2018 BET Awards.

The nominees’ list was released on Tuesday, May 15, 2018 and the two hit-makers made the Best International Act category.

The 2018 BET Awards is scheduled to take place on Sunday, June 25, 2018, at the Microsoft Theater, Los Angeles, California, United States.

The organizers of the awards published the list of nominees for the respective categories and the one of most interest to Nigerians is the category for Best International Music Act, which features Davido and Tiwa Savage amongst other first-rate artistes across the world.

In 2014 Davido claimed the award for BET Best International Act: Africa, beating Diamond Platnumz, Mafikizolo, Sarkodie, Tiwa Savage and Toofan. The DMW singer is a favorite for this year’s edition of the award.

Recall, Mavin Records singer, Tiwa Savage lost to Davido in 2014 and she would be hoping to claim this year’s award ahead of the DMW boss.

Uganda Denies Imposing Tax On Bible And Koran

The head of Uganda’s Revenue Authority (URA), Ms Doris Akol, has denied a report that was first published by privately-owned newspaper Daily Monitor about a plan to tax Bibles and Korans, BBC reports.

Match Fixing: Saudi Arabia Bans World Cup-Bound Referee Al Mirdasi For Life

A World Cup-bound referee has been banned for life for a match-fixing attempt in Saudi Arabia just weeks before he was due to fly to Russia, the country’s football federation has said.

The Saudi Arabian Football Federation (SAFF) disclosed that Fahad Al Mirdasi confessed to offering to fix the King’s Cup final between Al Ittihad and Al Faisaly.

The 32-year-old is one of Saudi Arabia’s most prominent referees, having earned a FIFA badge in 2011 and officiating at the Rio de Janeiro Olympics in 2016 and the Confederations Cup in Russia in 2017.

In a statement to AFP, FIFA said it was looking at the case and seeking more information.

“FIFA notes the information that referee Fahad Al Mirdasi has allegedly been banned for life from all football-related activities by the Saudi Arabian Football Federation (SAFF),” it said.

“FIFA has requested more information from the SAFF before making any further comments.”

In a statement, the disciplinary and ethics committee said Mirdasi had approached the president of Al-Ittihad asking him for a bribe to enable his team to win.

“The Ittihad president Hamad Al-Sanayeh called the Saudi Football Federation to state there was evidence that Fahad Al-Mirdasi had reached out via text messages on WhatsApp. He asked for an illegal sum of money in exchange for helping his team win the game,” it said.

The case was referred to the Saudi Football Federation, then the General Authority for Sport — the highest sports authority in the kingdom — triggering an administrative investigation.

Mirdasi confessed to the charges, according to the statement, and it was decided “to deprive him from participating in any football activity for life”.

The committee recommended that Saudi Arabia officially request FIFA to remove Mirdasi from the list of referees participating in the 2018 World Cup and suspend him for life.

“Our integrity is above all considerations,” said Turki Al-Sheikh, head of the General Authority for Sport.

Everton have sacked manager Sam Allardyce after six months amid fan discontent. The manager had a further season on his contract.

Sam Allardyce was brought in last November with Everton on the fringes of a relegation battle and the team finished eighth. He failed to win over the fans, not least because of the style of play, and it comes as little surprise the major shareholder, Farhad Moshiri, has chosen to dismiss him.

On behalf of the chairman, board of directors and Mr Moshiri, I’d like to thank Sam for the job he has done at Everton over the last seven months,” read a statement from the club’s soon-to-be new chief executive, Professor Denise Barrett-Baxendale. “Sam was brought in at a challenging time last season to provide us with some stability and we are grateful to him for doing that.

“However, we have made the decision that, as part of our longer-term plan, we will be appointing a new manager this summer and will be commencing this process immediately. Again, we’d like to place on record our sincere thanks to Sam for his work with us over the last few months and wish him well for the future.”

It is understood former Hull City and Watford boss Marco Silva is the main candidate to succeed Allardyce.

The 40-year-old Portuguese was owner Farhad Moshiri’s first choice when he dismissed Dutchman Koeman.

Everton have also been interested in Shakhtar Donetsk coach Paulo Fonseca – although he is also a contender to replace David Moyes at West Ham.

Herdsmen Killings: Buhari Approves N10 Billion For Benue, Others

President Muhammadu Buhari has approved N10 billion for the rebuilding communities and victims of crisis, just as government has denied claims of agenda to eliminate people in Benue.

President Yemi Osinbajo, who is on a two-day visit to Benue unveiled the plan rehabilitation and rebuilding of communities on Tuesday.

Osinbajo said during a stakeholders meeting at the Benue People’s Government House, Makurdi, that the Federal Government was determined to prove insinuations wrong by rebuilding all damaged communities in the country.

He said the anger and disappointment expressed by the people at the meeting was “right and justified” but assured that government was committed to providing security for their protection.

He said there were several interventions that had been initiated to make life bearable to them.

The Vice President assured that the government would “dig deep into the root cause of the crises to find lasting solutions to it’’.

He also dismissed the religious colorations attached to the killings, saying ” persecutions have always been with Christians and it is the duty of Christians to stop it”.

” The gospel of Jesus cannot be killed by anybody; it is not fragile or written on a piece of paper,” he explained.

He said the recent recruitments into the various arms of the security agencies was aimed at providing effective security protection to the people, especially communities under frequent attacks.

The vice president also condoled with the Catholic Church for the attack on its priests and worshippers at Saint Ignatius Parish Mbalom where 18 people including two catholic priests were killed by suspected armed herdsmen.

Earlier in his address, Governor Samuel Ortom of Benue, called on the federal government to fish out the killers of the two priests and their parishioners.

He also called for more humanitarian aid to the state to handle the displaced people who were living in inappropriate sanitary conditions.

Also speaking at the meeting, Maj-Gen Lawrence Onoja (Retd) called for the establishment of “Middle Belt Reconstruction Commission” to tackle the most of the challenges the state faced especially in agriculture.

He also called on the federal government to arrest the killer- herdsmen and provide protection to farmers to enable them return to their farms.

The Catholic Bishop of Gboko Diocese, Most Rev. Williams Avenya, regretted the attacks on innocent citizens and called on the government to encourage the ranching of livestock as a panacea to the blood bath in the Benue valley.

The Speaker, Benue House of Assembly, Mr Terkimbi Ikyange, called on the government to encourage the adoption of the Anti- Open Grazing Law by all states to end the acrimonious relationship with herders in the country.

A former Vice Chancellor, ABU Zaria, Prof Daniel Saror, appealed to the federal government to chase out the herders who had taken over their farmlands and were occupying their houses.

For Dr Magdalyne Dura, a lecturer, the N10 billion earmarked to rebuild damaged communities was inadequate, considering the volume of damage done by the herders.

Other speakers who also supported the adoption of the anti open grazing law included; former Attorney General and Minister of Justice, Mr Mike Aondoakaa, Brig-Atom Kpera, Prof Tony Ijohor and Prof Jerry Agada.

Nigeria Seeks To Host 2022 Youth Olympic Games

Nigeria has officially made a proposal to the International Olympic Committee (IOC) to host the 2022 Youth Olympic Games in Abuja.

During a video presentation held in Abuja, the Nigerian delegation comprising the Minister of Youth and Sports, Solomon Dalung, the Permanent Secretary, Mr. Adesola Olusade, the Nigeria Olympic Committee (NOC) President, Habu Gumel, officials of the Ministry of Youth and Sports, and the Federal Capital Territory, Dalung assured the visiting IOC members that Abuja would be ready to host the games if Nigeria got the nod.

He commended the IOC for considering an African host for the event, adding, “I want to commend the IOC for developing a mechanism for Africa to be taken along through the changes introduced in the organization of the Youth Olympics. I want to assure you that the capacity of the country to deliver is not in doubt. We will ensure that we package a brand of the Youth Games, which after 2022 will set an agenda for the IOC to emulate.

“Abuja is ready to host because we have hosted international competitions in the past. Moreover, the IOC has emphasized that countries seeking to host the games should not build new structures but improve on their existing ones or make use of temporary facilities, which will be dismantled after the games.

“We have the organizational capacity, the experience and the technical know-how to host. Abuja as a city has most of the requirements as enumerated to us by the IOC in a video presentation. We hope that at the end of the day, Nigeria will be chosen to host the 2022 Games for Africa.”

Kenyan Court Rejects 50-50 Share Between Spouses During Divorce

The High Court sitting in Kenya on Monday ruled against a petition that sought to have spouses share matrimonial property on a fifty fifty basis in the event of a divorce.

The Federation of Women Lawyers had wanted the section of the law to be declared unconstitutional, and couples to be entitled to 50-50 arrangement.

The development occurred barely 48 hours after the country’s Court of Appeal declined to make a determination in an alimony case by a British couple living in Kenya citing lack of jurisdiction.

But in the landmark ruling, the presiding Judge Justice John Mativo held that matrimonial property can only be shared on the basis of individual contributions.

He was quoted to have said “a person cannot walk into a marriage and then walk out with more than what they deserve.”

The ruling presents a legal setback to FIDA who sought the removal of section 45 (3) of the marriage and Property Act to allow spouses to share wealth on a 50-50 basis regardless of their contribution. He ruled fortune seekers could exploit the law for their selfish gains.

The organization argued there has been a failure to recognize or reward a spouse whose contribution to the family has been performing household course, bearing and raising children or a spouse who uses his/her resources for the day to day expenses.

I Was Ousted, Detained For 3 Years For Fighting Corruption – Buhari

President Muhammadu Buhari has recounted how during his rule as a military head of state, he was ousted from office and detained for three years for fighting corruption.

The president said this at the inauguration of the new corporate headquarters of the Economic and Financial Crimes Commission in Abuja on Tuesday.

He however vowed to sustain the anti-corruption war despite the scars he suffered in his first attempt at fighting corruption as a military head of state between 1984 and 1985.

The President, who was in power, before he was ousted in a coup by Gen. Ibrahim Babangida (retd.), said all the corrupt persons that were arrested during his administration were released while the loot recovered from them were returned.

He said, “This government promised to fight corruption but corruption will continue to fight back.  (During) my first attempt to fight corruption, corruption fought back successfully.  I was removed as the head of state, detained for three years and people who we recovered stolen money from were given back their money and I remained in detention up until my mother had to die to save me from detention.”

Buhari further added: “Throughout my journey in national service and since 2015, I have made a very conscious decision to pursue a vigorous fight against corruption in public life.

“Since 2015, we have made significant progress in the fight against corruption. Everyone now knows that corrupt officials will be held to account, no matter how long it takes.

“We have recovered and are still recovering trillions of naira that were stolen in the past few years by people without conscience.

“We are pursuing recoveries everywhere and are making sure that anyone who has been found culpable is made to answer for his or her crime under the law.

“It is my hope and expectation that the judiciary, which is a critical stakeholder and partner in the war against corruption, would continue to collaborate with the executive to bring corrupt people to book.”

Pep Guardiola has been named Premier League Manager of the Year by the League Managers Association.

Pep Guardiola dominantly steered the Citizens to the title, becoming the first side in Premier League history to rack up 100 points in the process.

Man City finished 19 points clear of second-placed Manchester United and also broke records for number of Premier League wins and goals scored this term.

On being presented with the award on Tuesday night, Guardiola said: “All the other managers deserve this. They had an amazing season. You have to choose one, I was this one.

“We played good and we are happy for that. Of course, always I think the records are a consequence of our game, our consistency. To make these type of numbers you have to be solid for months, and not just a short period.

“I am at a fantastic club – it is a family. The organisation is excellent. I was at Barcelona and Bayern Munich. Manchester City – I feel at home. The investment was so important and the quality of our players made the difference. When I was a little boy I always say England was a little bit like a paradise.
