Aretha Franklin: Tributes As The Queen Of Soul Dies Aged 76

Tributes have begun to pour in for American soul singer, Aretha Franklin, who has died after battling undisclosed health problems for several years.

Franklin, whose gospel-rooted singing and bluesy yet expansive delivery earned her the title “the Queen of Soul,” died on Thursday. She was 76.

Franklin died at 9:50 a.m. at her home in Detroit, surrounded by family and friends, according to a statement on behalf of Franklin’s family from her longtime publicist Gwendolyn Quinn.

The “official cause of death was due to advanced pancreatic cancer of the neuroendocrine type, which was confirmed by Franklin’s oncologist, Dr. Philip Phillips of Karmanos Cancer Institute in Detroit,” the family statement said.

The statement added: “In one of the darkest moments of our lives, we are not able to find the appropriate words to express the pain in our heart. We have lost the matriarch and rock of our family. The love she had for her children, grandchildren, nieces, nephews, and cousins knew no bounds,” Franklin’s family said.

“We have been deeply touched by the incredible outpouring of love and support we have received from close friends, supporters and fans all around the world. Thank you for your compassion and prayers. We have felt your love for Aretha and it brings us comfort to know that her legacy will live on. As we grieve, we ask that you respect our privacy during this difficult time.”

“Funeral arrangements will be announced in the coming days.”

Franklin had more than 20 US chart hits over a music career spanning seven decades.

The star gave her final performance last November at a gala in New York held in aid of the Elton John Aids Foundation.

Born in Memphis to a gospel singer/pianist and a celebrated Baptist preacher, Franklin was tutored from an early age by such gospel stars as Mahalia Jackson and Clara Ward.

She struggled to find fame in the early years, with record label Columbia unsure how to frame her impressively powerful voice.

Meanwhile, tributes have begun to flood in for her.

Sir Elton John led the tributes on his Instagram account, writing: “The loss of Aretha Franklin is a blow for everybody who loves real music.

“Her voice was unique, her piano playing underrated… I adored her and worshipped her talent. God bless her. My condolences to all her family and friends.”

Annie Lennox said: “She has reigned supreme. and will always be held in the highest firmament of stars as the most exceptional vocalist, performer and recording artist the world has ever been privileged to witness.

“Superlatives are often used to describe astonishing artists, but in my view even superlatives seem insufficient.”

The minister made this known on Wednesday while speaking at the fifth Bureau of Public Service Reform (BPSR) Lunch Time Seminar, with the theme: ‘The Whistleblower Policy and its Implications for Public Servants’.

According to her, out of the 5,000 tips received, government only acted on 365 of them and that N375.8 million had been paid to 20 whistleblowers who provided information that led to the recovery.

She said “the Whistleblower Policy had been one of government’s most successful new initiatives, adding that over half of the tips came from public servants touching on issues like contract inflation, ghost workers, illegal recruitment, misappropriation of funds, illegal sale of government assets, diversion of revenues and violation of Treasury Single Account (TSA) regulations, among others.”

“39 per cent (144) of the actionable tips related to misappropriation and diversion of funds/revenue, 16 per cent (60) related to ghost workers, illegal recruitment and embezzlement of funds meant for personnel emolument, 15 per cent (56) related to violation of TSA regulations, 13 per cent (49) related to contract inflation/violation of the Procurement Act and failure to carry out projects for which funds had been released and nine per cent (34) related to non-remittance of pension and NHIS deductions, while others included concealed bail-out funds and embezzlement of funds from donor agencies.”

“Part of our work is to analyse trends and take corrective actions. For example, many of the salary, tax and pension under remittance cases shared a common thread. Several cases where institutions were found to have insufficient funds to meet there obligations often had illegal recruitments which bloated the wage bill and agencies responded by part-paying or short paying salaries, whilst applying to FG for salary shortfall payments. We are revising our procedures for approval of recruitment, which will improve our budgeting and control.”

“Equally, in many cases where revenue has been diverted to accounts outside TSA, we have reviewed our reconciliation and receipting processes. So the information being provided is useful in driving process improvements. If as a civil servant you have information about a possible misconduct or violation that has occurred, is ongoing, or is about to occur, we implore you to come forward and report it. You can submit your information anonymously and confidentially through the online portal, by email or by phone and if you choose to disclose your identity, I assure you that it will be fully protected.”

The recent upheavals in the National Assembly has further brought to the fore the argument of what is the constitutionally required number of Senators or members of the House of Representatives to remove any of the presiding officers or their respective deputies.

This piece was written by Sunusi Musa. The views and opinions expressed here are those of the author and do not necessarily reflect the official policy or position of 360Nobs.com.

By this, I mean the President of the Senate, the Speaker of the House of Representatives, the Deputy President of the Senate and the Deputy Speaker of the House of Representatives.

While some lawyers hold the view that the removal of any of the above mentioned officers required 2/3 majority of the all the members of each house, others are of the view that what is required is 2/3 of the members present at a sitting provided they form a quorum. Each of the two opposing views are basing their argument on the provision of the Section 50 (2) (C) of the Constitution of the Federal Republic of Nigeria 1999 (as altered) (1999 Constitution). It is apposite to quote the said provision before going further. The section provides;

2 The President or Deputy President of the Senate or the Speaker or Deputy Speaker of the House of Representatives shall vacate his office if he is removed from office by a resolution of the Senate or of the House of Representatives, as the case may be, by the votes of not less than two-thirds majority of the members of that House.

The contention of both sides is with respect to the meaning of the phrase ‘…not less than two-thirds majority of the members of that House…’ In other words, what does the framers of the constitution mean by “two-third majority of the members of that House”? Does it mean for instance to remove the President of the Senate, it requires a resolution passed by at least 73 Senators which is 2/3 of the 109 Senators of the Federal Republic of Nigeria? Or it means 25 Senators which the 2/3 of the 37 Senators that the Senate requires to perform its legislative duties as provided under Section 54 (1) of the 1999 Constitution.

It is my humble opinion that for us to unravel the meaning of the phrase not less than two-thirds majority of the members of that House…’ used in subsection (2) (c) of the Section 50 of the 1999 Constitution, the constitution must be looked at holistically. In other words, the provision shall not be read in isolation of other provisions of the constitution. It is important to consider other provisions of the Constitution in order to determine the meaning and effect of the words being interpreted.

In this regard, the provisions of sections 54, 143, and 188 are of relevance vis-à-vis interpretation of section 50 (2) (c) of the 1999 Constitution. This is because the sections contain provisions that deal with required number of legislators needed at different times with respect to particular legislative business.

Section 54 of the constitution deals with the quorum required to conduct legislative business by each house of the National Assembly. Sub section (1) of the section provides;

54. (1) The quorum of the Senate or of the House of Representatives shall be one third of all the members of the Legislative House concerned.

Section 143 makes provision with respect to the removal of President or Vice President from office and of particular relevance here are subsections (1), (2), (4) and (9) thereof which provides;

143. (1) The President or Vice-President may be removed from office in accordance with the provisions of this section.

(2) Whenever a notice of any allegation in writing signed by not less than one-third of the members of the National Assembly-

(3) A motion of the National Assembly that the allegation be investigated shall not be declared as having been passed, unless it is supported by the votes of not less than two-thirds majority of all the members of each House of the National Assembly.

(4) Where the report of the Panel is that the allegation against the holder of the office has been proved, then within fourteen days of the receipt of the report at the House the National Assembly shall consider the report, and if by a resolution of each House of the National Assembly supported by not less than two-thirds majority of all its members, the report of the Panel is adopted, then the holder of the office shall stand removed from office as from the date of the adoption of the report.

I have taken the pain to quote the above provisions in order to make it as easy for non-lawyers to understand my argument. The provisions above, like section 50 (2) of the same constitution make provision with respect to the number of legislators required at a particular time for particular legislative business. Sections 54 (1), 143 (4) & (9) and 188 (4) & (9) have a common denominator that qualifies the number of legislators required for a particular business of to be carried out. The denominator is the phrase ‘all the members’.

On the other hand, reading section 50 (2) (c), 143 (2) and 188 (2) one will observe the absence of the phrase ‘all the members’ in qualifying the number of legislators required for the legislative business being dealt with by the said provisions.

From the provisions of the above sections of the 1999 Constitution, one can easily deduct that by the combined provision of Section 50 (2) (c) and section 54 (1) & (4) of the 1999 Constitution, what is required for any motion intended to remove President of the Senate or his deputy is two-third of the members present at any sitting of the Senate provided there are up to 37 senators when such motion is tabled.

It amount to standing logic on its head to posit that a Constitution that empowers 37 Senators to exercise the legislative powers of the National Assembly provided by sections 58 and 59, will turn around and make the less important duty of dispensing with who is leading the Senators to perform the legislative duty more daunting. It cannot be the intendment of the framers of the same constitution to make it possible for 19 senators to make a President of the Senate to turn around to require 73 senators to unmake him. If 19 can make a President of the Senate, it is only logical to posit that 24 can unmake the same President of the Senate.

If the intendment of the framers of the Constitution is to require 73 Senators to remove President of the senate, certainly the word ‘all’ could have been inserted in between the words ‘of’ and ‘the’ in phrase ‘…not less than two-thirds majority of the members of that House…’ of section 50 (2) (c) of the 1999 Constitution.

NNPC Explains Drop In Gas Supply In Nigeria

The Nigerian National Petroleum Corporation (NNPC) has said that the drop in power generation could have been triggered by the continuous rejection of load by the distribution companies due to frequency management.

The Group General Manager, Group Public Affairs Division, Mr Ndu Ughamadu, stated this in a statement issued on Wednesday in Abuja.

According to him, power generation dropped by 712MW on August 13, compared to the previous day’s generation. He further added that the output from all the Hydro Power Plants and some gas-fired stations, including Egbin in Lagos, suffered decline.

“The prevailing significant drop in power generation was mainly due to three factors namely: a reduction in power generation by the three Hydro Power Plants by 434MW due to frequency management issues arising from continuous rejection of load by the Discos.

“Also, a drop in power generation by some gas fired power plants generation by 278MW mainly due to frequency management as a result of rejection of load by Discos; and the shut-down of the Gbarain Power Plant due to a trip-off at the Alaoji/Owerri 132KV lines 1 and 2.’’

He reassured Nigerians of the availability of enough gas for power generation, noting that the recent drop in electricity generation was as a result of some factors outside NNPC’s control.

Ughamadu also said that NNPC, as critical partners in the electricity generation matrix, was willing to work with other stakeholders to resolve the temporary setback in line with the Federal Government’s aspiration for the power sector.

The Nigerian Navy on Tuesday, August 14, announced that it has established a new university at Naval Headquarters in Abuja.

According to the Chief of Naval Staff, Vice Admiral Ibok Ete-Ibas, the Admiralty University of Nigeria (ADUN) will open in October, with the commencement of degree programmes in three faculties.

Ete-Ibas, who made the explanation on Tuesday at a briefing held at the Naval Headquarters, Abuja, to herald the take-off of the university, said the Nigerian Navy-owned institution “will seek to spearhead the application of knowledge to solve real challenges of our time.”

Ibas, who was represented by the Chief of Policy and Plans, Navy Headquarters, Rear Adm. Henry Babalola, said that admission of students into the inaugural class was already ongoing.

“The university was conceived to expand the frontiers of knowledge for the growth and development of humanity, meet the training needs of the Nigerian Navy.

“Along with those of their sister services with reduced travel abroad for training and the pressure it imposed on foreign exchange.

“Admiralty university of Nigeria will seek to spearhead the application of knowledge to solve real challenges of our time,” he said.

Meanwhile, here’s all you should know about the Admiralty University of Nigeria (ADUN)

  • The varsity would offer pioneer degree programmes in emerging fields such as Forensic Science, Cyber Security, and Soft ware engineering.
  • The university will have its main campus in Ibusa, Delta state, as well as additional campuses in Lagos, Sapele, and Calaba, but the permanent campus would be along the Ibusa Ugwashi-Uku Express Way, near Asaba, Delta state.
  • The institution was established out of a public-private partnership between the Nigerian Navy through its investment arm – Navy Holdings and Hellenic Education, an international educational organisation
  • Faculties of medicine, engineering, law and pharmacy are planned to start operation in 2019.
  • Lectures will be delivered through flipped classroom technology, giving students access to lectures, notes, books and teaching materials online.
  • Lecturers of the university would be professors, who are already working in states and Federal Universities in the country.
  • The institution has already received more than 18,000 applications for the position of senior academics.

In her latest single ‘Freak Me’, which features Tekno, Ciara sampled a large portion of Tiwa Savage’s 2016 song, ‘Before Nko’.

Despite giving Tiwa a shout out on Twitter, a large section of Nigerian internet users still maintained that the American singer did not take permission for the sampling.

But in a chat with SoundCity FM on Tuesday, the “Malo” crooner, revealed that “I’m not at liberty to discuss it right now,” when asked to clarify the incident.

Savage further disclosed that she has “written for other international artistes before but they haven’t sampled my record”.

Asked about her relationship with Yemi Alade, the ‘Lova Lova’ singer said, “there’s no bad vibe between us”.

Her words: “Every time we see each other, it’s just a mutual respect we have for each other and that’s not be trying to be political about it. It’s definitely it’s just a mutual respect.”

Savage also spoke about the terrain of the music industry for female artistes. She said women are still able to build successful careers despite having to work “ten times” harder than their male colleagues.

“There are a lot of female artistes and they are not getting airplay and they get their videos played on TV,” the singer said.

“I don’t think that’s the fault or the female artiste of their management.

“I think, especially in Nigeria, or in Africa, we are just accustomed to male artistes. We’re accustomed to their sound, their brand, their lifestyle, everything.

“We’re accustomed to them being stars and that just needs to change. But I think a lot of females are doing it.

“They are working ten times as hard but they are still doing it.”

Hamza Al-Mustapha, former Chief Security Officer to late Head of State, General Sani Abacha, says he will join the presidential race if prevailed upon by Nigerians to do so.

Mr Al-Mustapha, a retired major, gave the indication Wednesday in Kaduna in an interview shortly after a meeting with United Christian Leaders Eagle Eye Forum which backed him to join the 2019 presidential race.

“I am not going to announce myself contesting for a presidential seat, but if people say so that, is the wishes of the people.

”I am not a power tasty person, if I am, I would have lost my personality long before now, but when people gather to speak and the decision is by them, then it is a call to serve,” he said.

According to him, his focus is the protection of the right of Nigerians as provided under the law.

Mr Al-Mustapha also spoke on the security situation in the country and called for the reintroduction of toll gates, which he described as an effective buffer of uncovering illegal weapons and movement of criminals.

He also called for the overhaul of the Police Act to strengthen policing at the local level in the country.

Mr Al-Mustapha particularly said local government councils must be allowed to work effectively, so as to tackle local challenges including security.

He described the efforts of the EFCC in fighting corruption “as a small monkey given a thread to arrest an elephant, but abandoned it and is busy destroying the animal kingdom.

“If you have to fight corruption in Nigeria, you have to tackle it from multifaceted angles; the EFCC is not strong enough to fight corruption.

“It requires a bigger body that has the capacity of intelligence that can reach out to the international community to get our stolen funds stashed abroad and equally prosecute rather than relying on the regular Police to do that.”

On the Abacha loot, the former CSO to the late Head of State said, he knew nothing about it.

“The fact that some of Nigerian leaders were corrupt does not mean that everyone that serve in government is a thief. Some of us can stand and challenge any institution or individual any day any time.

“Stealing is not what you require, but its service to the nation that matters. Any money that you steal not to render service to the people makes the owner an illiterate, vision less storekeeper.”

Earlier, Chairman of the United Christian Leaders Eagle Eye Forum, Aminchi Habu, said the forum, after critical analysis and observations has endorsed Mr Al-Mustapha to contest in the upcoming presidential election in 2019.

He said the forum will stand with Mr Al-Mustapha once he makes up his mind to run for the presidency because of his integrity.

A UN report has revealed that the predominance of the cash economy is a major factor fuelling the nefarious activities of the Boko Haram and other terrorist groups in the Lake Chad Basin region.

This was contained in the 22nd Report of the Analytical Support and Sanctions Monitoring Team, pursuant to resolution 2368 (2017) concerning Islamic State in Iraq and the Levant – ISIL – (Da’esh), Al-Qaida and associated individuals and entities.

The report, which was signed by Edmund Fitton-Brown, coordinator, analytical support and sanctions monitoring team, and and Kairat Umarov, chair, security council committee, was submitted to the UN security council committee.

The UN said the number of doctrinally based non-governmental organisations sending funds to local terrorist groups was growing, and member states were concerned that radicalisation was increasing the threat level.

The report said: “Meanwhile, Boko Haram (QDe.138) and the Islamic State West Africa Province (ISWAP) have had a similar impact in their areas of control, including the Lake Chad basin.

“The predominance in the region of the cash economy, without controls, is conducive to terrorist groups funded by extortion, charitable donations, smuggling, remittances and kidnapping.

“In Nigeria, 111 schoolgirls from the town of Dapchi were kidnapped on 18 February 2018 and released by ISWAP on 21 March 2018 in exchange for a large ransom payment.”

The UN Security Council had last week said it remained concerned at the security and humanitarian situation caused by the Boko Haram terrorists and other armed groups in Nigeria, Cameroon and Chad.

In a Presidential Statement, the 15-member body regretted that Central African countries were beset by ongoing terrorist activity, instability and the effects of climate change, and asked Secretary-General Antonio Guterres to review the work of the UN Regional Office for Central Africa (UNOCA), and recommend areas for improvement.

The presidential statement read: “The Security Council strongly condemns all terrorist attacks carried out in the region, including those perpetrated by Boko Haram and the Islamic State in Iraq and the Levant (ISIL, also known as Daesh).

“These attacks have caused large-scale and devastating losses, have had a devastating humanitarian impact including through the displacement of a large number of civilians in Nigeria, Cameroon and Chad, and represent a threat to the stability and peace of West and Central Africa.

“The Council notes with particular concern the continuing use by Boko Haram of women and girls as suicide bombers, which has created an atmosphere of suspicion towards them and made them targets of harassment and stigmatisation in affected communities, and of arbitrary arrests by security forces.

“The Council emphasises the need for affected States to counter-terrorism in all its forms and manifestations, including by addressing the conditions conducive to the spread of terrorism, in accordance with obligations under international law, in particular international human rights law, international refugee law and international humanitarian law”.

Pep Guardiola believes breaking Manchester United’s dominance is his toughest goal as Manchester City coach.

Even though Manchester United have not won the league since Ferguson retired in 2013, they have won major trophies.

Led Bleus top the ranking published by the world governing body, which features a new grading system.

The new formula, per FIFA, “relies on adding/subtracting points won or lost for a game to/from the previous point totals rather than averaging game points over a given time period as in the previous version of the Ranking

“The changes, of which there are several, include the fact that inactive teams now preserve their point totals, with no devaluation of older games.

“Points are dropped, however, from losing or drawing against weaker opposition, with the only exception to this rule matches in knockout rounds of major competitions such as the FIFA World Cup.”

Germany plummeted to 15th on the table, after crashing out of the 2018 World Cup in the group stages. Argentina dropped to 11th on the log.

The top five consists of France, Belgium, Brazil, beaten finalists Croatia and Uruguay. The Three Lions, Portugal, Switzerland, Spain and Denmark make up the top 10.

The top ranked team in Africa is Tunisia tying the position with Senegal and are 24th on the world stage. Nigeria ranks 49th in the world.

Manchester City have confirmed that their midfielder Kevin De Bruyne has injured his right knee in training.

While City said the extent of the injury suffered by the 27-year-old Belgium midfielder is “not yet known,” Sky Sports quoted sources close to the player as saying he could be out for between two to four months.

A statement released by City read: “Kevin De Bruyne is undergoing tests on his right knee after sustaining an injury at training on Wednesday.

“The extent of the problem is not yet known and we will bring you further updates on Kevin’s condition in due course.”

In a video made available online, De Bruyne can be seen using crutches and a knee brace after suffering an injury in training on Wednesday.

The 27-year-old will be assessed by City’s medical staff over the coming days and is expected to fly out to see Ramon Cugat, a specialist based in Barcelona used regularly by City.

De Bruyne only returned to training at City last week, having progressed to the latter stages of the World Cup with Belgium.

Despite only a week’s worth of training, Pep Guardiola named De Bruyne among the substitutes for Sunday’s trip to Arsenal and brought the playmaker on after the hour-mark.

De Bruyne’s absence will come as a significant blow to the Premier League champions, who were inspired by his performances on the way to last season’s title.

Saul Niguez and Koke scored in extra time as Atletico Madrid fought back to beat city rivals Real Madrid 4-2 and win the UEFA Super Cup in Tallinn on Wednesday, as Julen Lopetegui got off to a losing start with the European champions.

Real had earlier looked set to win the trophy in their first competitive game since the departures of Cristiano Ronaldo and coach Zinedine Zidane when a Sergio Ramps penalty put them 2-1 up in the second half.

That came after Karim Benzema cancelled out Diego Costa’s first-minute opener in the Estonian capital, but Costa hauled Diego Simeone’s side level again late on to force extra time.

Simeone’s men then looked stronger in the extra period as they won this competition, the annual meeting of the Champions League and Europa League winners, for the third time in nine seasons.

Real had won the trophy under Zidane in each of the last two years, and emerged victorious against their neighbours in the Champions League finals of 2014 and 2016.

But this result comes after a close season in which Atletico have strengthened while Real look to have gone backwards, with no replacement signed for Ronaldo after his move to Juventus.

– Griezmann starts, Modric on bench –

Antoine Griezmann started for Atletico at the compact Lillekula Stadium, fresh from helping France to World Cup glory last month.

In contrast, former Spain coach Lopetegui left Luka Modric on the Real bench at kick-off, seeking to ease the Croatian playmaker back after he led his country to the World Cup final.

Goalkeeper Thibaut Courtois did not feature at all following his recent arrival from Chelsea, and nine of Real’s starting line-up also started May’s Champions League final win over Liverpool in Kiev.

Atletico also had France winger Thomas Lemar making his competitive debut following his 72 million-euro ($84 million) move from Monaco, and they took the lead after just 49 seconds.

With Simeone watching from the stands as he serves a touchline ban, Costa met Diego Godin’s long ball forward with his back to goal and nodded it over Ramos before turning to burst through and rifle a shot home from a tight angle.

It was a superb finish, but Real were level just before the half-hour via a combination of the two men expected to step up following Ronaldo’s departure.

Gareth Bale delivered a cross from the right and Benzema headed past Jan Oblak at the far post.

Lopetegui sent on Modric for Marco Asensio just before the hour mark and Real took the lead shortly after, Ramos scoring a 63rd-minute penalty awarded for a Juanfran handball.

It looked like that would win it, yet Atletico showed great resolve to level the scores again in the 79th minute as Juanfran and substitute Angel Correa combined to set up Costa to stab home.

Into extra time they went, and Atletico went ahead again in the 98th minute, Thomas Partey pressing to win back possession before holding up a cross for Saul to thump a superb left-foot volley past Keylor Navas from 17 yards.

The powerful Costa and substitute Vitolo then set up Koke to make it 4-2, securing victory and giving Atletico their seventh trophy since Simeone took charge in late 2011.

Now they will hope to push Barcelona and Real all the way in La Liga, with their opening game at Valencia on Monday, after Lopetegui’s side host Getafe on Sunday.
