INEC ‘Bans Use Of Mobile Phones In Polling Units’

The Chairman of the Independent National Electoral Commission (INEC), Mahmood Yakubu, has reportedly banned the use of mobile phones by voters and other duty officials at polling units during elections, beginning with the September 22 governorship elections in Osun State.

Nigerian Guardian quoted the Chairman of the commission, Prof. Mahmud Yakubu, as saying that the decision was a deliberate measure to put a stop to the menace of vote buying, which he said was threatening the country’s democracy.

Speaking at a sensitisation event on Friday in Abuja, Yakubu said:

“In most cases, you see people vote and snap the ballot paper to show to party agents that they have voted as evidence to be paid.” This, he said, can no longer be tolerated.”

Premium Times also reported that he said mobile phones would be collected from voters when they collect their ballot papers at the polling stations, to curb vote buying in the country.

”The commission would try and ban the use of some devices that aid vote buying on election day such as mobile phones,” Mr Yakubu said

”It is all widespread that for those who have smart phones, they go into the voting cubicles with there smart phones, thumbprint the ballot paper, take a picture with the ballot paper, fold it and drop it into the box, and later show it to the person who asked them to vote to see evidence that they have voted for there candidate.

”But I also think that the political parties may be for a shocker because there are also smart guys in Nigeria that would snap and send to others through whatsapp and one ballot paper may be claimed by hundreds of people,” he added.

”We are looking at that possibility to tell citizens that have smart phones not to come to polling units on election day with the smart phones.”

He assured that INEC would use the Osun State governorship election as a test case against vote-buying, vowing to partner with the security agencies to make arrests and prosecute defaulters to serve as a deterrent to others.

John Terry could not return to Aston Villa this season due to issues surrounding the player’s salary, according to manager Steve Bruce.

John Terry spent last season at Villa Park as the club fought their way to the Championship final in the search for promotion back into the Premier League, but the Villans eventually suffered a narrow defeat to Fulham at Wembley and were forced to try their luck once again this year.

Terry only had a one year contract at the club and is now a free agent. 

The Chelsea legend completed a medical with Spartak Moscow ahead of a surprise move to Russia, but the deal has since fallen through due to family reasons.

With the former England international still looking for a new club, Aston Villa manager Bruce had confirmed that the club are still interested in re-signing Terry this season, but the Championship will not be able to afford the defender’s £60k a week wages from last year.

“If all was right and we could afford John, we would have him back in a heartbeat,” Bruce said ahead of Aston Villa’s trip to Blackburn Rovers, quoted by the Birmingham Mail. “But we’re not in a position to offer him the salary that he was on last season.

“We certainly weren’t able to compete with the offer he had in Russia, either.”

Barely hours after a lawyer analyzed how Kemi Adeosun, who yesterday resigned from her position as Nigeria’s Minister of Finance, on account of forging a certificate of the National Youth Service Corps (NYSC), now risked being thrown in jail for as long as 14 years, it is gathered that she has left the country.

The minister, who submitted her resignation letter to President Muhammadu Buhari yesterday and was born and raised in England, departed the country, according to her associates who notified PREMIUM TIMES of the development on Saturday evening.

The news outlet had earlier quoted a lawyer, Shuaibu Sule, as listing five offences he said the minister is liable for.

Lukaku Scores, Matic Sees RED As Manchester United Hold On To Beat Watford

Manchester United battled their way to a 2-1 win at Vicarage Road on Saturday in a game where they displayed much more togetherness than previous matches.

Two first-half goals from Romelu Lukaku and Chris Smalling left the manager Jose Mourinho, his staff and his players elated, even the travelling army of United fans, with the general mood around the camp a far cry from what it was just a few weeks ago.

The second-half was all about the solidity of United’s rearguard action and pressure from Watford.

The pressure became evident as Nemanja Matic was being sent off following a series of fouls. United then needed a wonderful David de Gea’s late save to deny Christian Kabasele but they did  just hold out. 

United remain six points behind joint-leaders Chelsea and Liverpool – now the only teams boasting a 100 per-cent record as a result of United’s win – but the feel-good factor inside Mourinho’s camp is certainly much improved after an excellent win on Saturday.

Paris Saint-Germain are rumoured to have made contact with Chelsea regarding a big-money move for N’Golo Kante, but he was unwilling to force his way out of Stamford Bridge after being given assurances over his role in the side.

‘There was not a big desire on my side to go elsewhere after the World Cup,’ he said. ‘There was interest from other clubs, but after speaking with Chelsea, things were clear. ‘The club is counting on me and I feel good here. What was logical therefore was to stay at Chelsea.

‘There were some discussions with PSG. But after a discussion with Chelsea, I understood that what was most important was to feel good where I was. ‘I feel good at Chelsea. It is good for me to stay at Chelsea.’

Unai Emery denied reports of a bust-up with Mesut Ozil after the German missed last month’s win over West Ham United through illness.

Making his 200th Gunners appearance, the 29-year-old scored what proved to be the decisive goal in Saturday’s 2-1 victory over Newcastle United.

The Federal Operations Unit (Zone C) of the Nigeria Customs Service has intercepted a truck carrying military wears in Owerri, the Imo State capital.

The Comptroller of the Nigeria Customs Service, Federal Operations Unit Zone ‘C’ Owerri, Olusemire Kayode, disclosed this to journalists on Friday that the uniforms were concealed in a truck loaded with household wares around the Onitsha Head Bridge in, Anambra state.

Kayode gave a breakdown of the intercepted consignments as including:
• 90 pairs of military camouflage uniform
• 97 pieces of military camouflage jungle hats
• 202 pieces of military camouflage round neck vest
• 20 pieces of military camouflage singlet
• 40 pieces of military camouflage jungle boots
• 10 pieces of military camouflage water bags
• Two (2) rolls of plain military khaki material
• 7 cartons of 402 packs of hydrochloride Royal tramadol containing 10x10x10 tablets made in India
• Four (4) cartons of 60 packs Tramadol injection, made in India
• Three (3) cartons of 140 packs of CSP with codeine cough syrup made in UK
• 100 packs of Diazepam made in India
• Two (2) cartons of 231 packs of Juhel D5 tablets
• One (1) carton of 100 packs of Pankizol
• Others are 10 cartons of new flip chart board, 51 cartons of lion school chalk, one carton of file.

Olusemire explained that the seizure was made possible following intelligence reports and the two suspects arrested in connection with the truck are already helping the agency with valid information.

Nigerians React As EFCC ‘Freezes’ Davido’s Bank Account

Nigerians have begun to react after a rumour swirled that one of the bank accounts of Davido has been frozen by the Economic and Financial Crimes Commission (EFCC).

The allegation was made by a Twitter account belonging to @PDP_2019 on Friday, September 14, 2018.

“EFCC freezes 7 different bank account of the Adeleke family (IsiakaAdeleke1 PDP gubernatorial Candidate’s family) including that of iam_Davido and his multi billionaire dad,” the tweet reads.

The singer also responded to the allegation without denying or clearly stating that it was seized.

“”Make dem go Wells Fargo for ATL na,” he wrote in response to a fan’s tweet about the account frozen allegation.

In another tweet, Davido wrote, “God dey, OBO dey!!’

Confirming this, the Peoples Democratic Party (PDP) has called on President Muhammadu Buhari to direct the EFCC to immediately unfreeze the private bank accounts of its governorship candidate, Senator Ademola Adeleke, in the Osun State election, and those of his family members, including singer.

The party described the freezing of the accounts as oppressive, tyrannical, provocative and a direct recipe for crisis in the state, given that the people of Osun are solidly behind Adeleke ahead of the election.

National Publicity Secretary of the party, Mr. Kola Ologbondiyan, in a statement in Abuja on Saturday, said the freezing of the Adelekes’ accounts by an agency of the All Progressives Congress-led Federal Government, a week to the governorship election, underscored the fact that the APC ” is mortally afraid of our candidate and has been seeking ways to undermine his electoral fortunes.”

He added, “Such savage attack on innocent citizens confirms the viciousness of the Buhari-led APC administration to use any means whatsoever to subjugate Nigerians and appropriate power to itself at all cost.

Former world welterweight champion Floyd Mayweather on Saturday said he will face Manny Pacquiao later this year in a rematch of their 2015 superfight.

In a posting on Instagram, Mayweather said he will come out of retirement to fight Pacquiao, three years after scoring a comfortable points victory over the veteran Filipino.

“I’m coming back to fight Manny Pacquiao this year another 9 figure pay day on the way,” Mayweather wrote on Instagram. No further details were given.

A video accompanying the post showed Mayweather and Pacquiao talking to each other at an event but their exact exchange of words could not be heard clearly.

Mayweather earned an estimated $220 million from his first fight with Pacquiao, which finally took place after years of on-off negotiations.

Pacquiao earned around $100 million from the contest.

Mayweather retired later in 2015 after his 49th victory but returned to the ring last year for a lucrative victory over mixed martial arts star Conor McGregor.

The 41-year-old’s announcement on Saturday comes as Las Vegas prepared to stage the biggest fight of the year, the middleweight showdown between Gennady Golovkin and Saul “Canelo” Alvarez.

While Mayweather’s remarks on Saturday are the latest in a long line of mischievous social media postings hinting at a comeback. Speculation about a rematch with Pacquiao has rumbled for years.

Pacquiao, who claimed to have been hampered by an injured shoulder in his first fight with Mayweather, has long talked enthusiastically about a rematch.

“Mayweather? If he decides to go back to boxing then that is the time we are going to call the shots,” he said in July.

“I have the belt, so it’s up to him. If he wants to come back in boxing let’s do a second one.”

Pacquiao (60-7-2, 39 knockouts) made a return to the ring in July after a one-year absence, defeating Argentina’s Lucas Matthysse in the seventh round in Kuala Lumpur.

The lawyer said Mrs Adeosun could be charged for offences under Section 140 of the Penal Code, which borders on giving false information and attracts up to one year prison term and/or fine.

What The Law Says

The penal code operates in the northern part of Nigeria, including Abuja. While Mrs Adeosun is from Ogun in the south, lawyers say the law would apply as the offence was committed in Abuja.

Sections 364 and 368 of the same law, according to Mr Sule, provides for up to 14 years in jail for faking a document and being in possessing of fake documents. They also have provision for fine that could go either as complement of substitution for jail term.

Mr Sule said the former minister is equally liable for uttering – presenting fake document as genuine, which could, on conviction, could attract maximum jail term of 14 years, as provided for in Section 366 of the law.

Eligible Nigerians who skipped the service are liable to be sentenced to 12 months imprisonment and/or N2,000 fine, according to the section 13 of the NYSC law.

Section 13 (3) of the law also prescribes 3-year jail term or option of N5,000 fine for anyone who contravenes provision of the law, as Mrs Adeosun is alleged to have.

Subsection 4 of the same section also criminalises giving false information or illegally obtaining the Service’s certificate. It provides for up to three year jail term for such offenders.

The lawyer said a level playing field should be provided to bring the former minister to justice.

The Federal Road Safety Commission (FRSC) has announced that its screening and physical fitness assessment for its 2018 recruitment has been rescheduled for September 24 to 29.

FRSC Issues Statement On Employment Letter Circuiting The Internet

The announcement was made in a statement issued on Friday, September 14, by the FRSC Public Education Officer, Mr Bisi Kazeem.

According to him, the screening would be conducted in all the state capitals.

Kazeem advised applicants to check the email used for submission of the applications on Sept. 19 for information on the exercise.

“The information in the email will contain the venue, date, time of screening and required items to be taken along for the exercise,” he said.

According to him, shortlisted applicants are to come with the summary data page earlier received and the email notification slip which shall admit them to the screening venue.

The FRSC image maker said that any candidate without the printout of the summary data page and notification slip for the phase of the exercise would not be admitted into the venue.

The FRSC recruitment started on May 28, with the uploading of the application forms on the FRSC recruitment portal.

Those who blindly approve and endorse everything Buhari does are doing a good job, provided it is putting food on their table and tossing some coins into their pocket, but if nothing is coming from it, then they are not wise, because even Mr. President—who professes to love Nigeria more than all of us is not in power, serving pro bono. Defending pro bono—professional politicians is not patriotism. Even if you are not going to collect money from them, you can shrewdly make them part with juicy appointments.

I said all that because of an army of jobless, hungry, visionless youths, young adults and aged citizens of Nigeria—who daily and blindly defend everything politicians say and do on social media. When it is time to campaign and protest, politicians remember them, but when it comes to juicy appointments, politicians remember their own children, family members, friends, girlfriends and boyfriends.

In the last one year, I have had to delete and block a few people on social media, because of blind followership. I detest spineless and blind followership with passion. On one hand, I cannot stand those who do not see anything good in an administration. And on the other hand, I also cannot stand those who do not see anything wrong in an administration. These two classes of partisanship politics cannot build the Nigeria of our dreams. We need an emergence of strong and fearless citizens—who look at national issues objectively.

Today, when I see an army of overnight supporters of Mr. President, who daily harass everyone who dares to objectively hold PMB accountable, I shudder. They are unwittingly making a god out of the man—who is obviously vulnerable to mistakes. As far as they are concerned, PMB can never do anything wrong and whatever he says or does is always right. The truth is, PMB will leave power one day. When he lives, Nigeria will still be here. But one thing is certain; this class of people’s opinions can never hold water again in Nigeria, because they are a bunch of biased citizens—who are only after their pockets and bellies.

Before the latest appointment by PMB, Nigerians—home and abroad have been complaining that Buhari is fast sectionalizing the security apparatus of Nigeria and it is against what section 14 (3) of 1999 constitution of our country says: “the composition of the Government of the Federation or any of its agencies and the conduct of its affairs shall be carried out in such a manner as to reflect the Federal character of Nigeria and the need to promote national unity, and also to command national loyalty, thereby ensuring that there shall be no predominance of persons from a few State or from a few ethnic or other sectional groups in that Government or in any of its agencies.” And because Mr. President does not give a damn about how anyone feels and whatever anyone says, he still went ahead to appoint Bichi, a northerner as the DG of DSS. Today, virtually all the heads of security agencies are from the same region of the country, making the constitution of Nigeria a toothless bulldog that can only bark, but cannot bite.

A lawless Government cannot fight corruption and can never build a law-abiding nation. For the umpteenth time, the constitution of Nigeria is superior to all of us, including Mr. President. And about four (4) years ago, he did swear to uphold and protect it. If those in power do not give a damn when it comes to the most sacred document binding us all together, what moral right do they have to ask those within their spheres of influence to submit to what they are brazenly kicking against daily?

The reason for removing  Seiyeifa is not known yet and the reason for bringing back to active service a man—who retired six (6) months ago is yet to be known too. When the wind of the latest appointment began to blow, those who support Mr. President blindly are back saying that PMB should be left alone to appoint those who are competent, even if they are all from the north. And he should be left alone to appoint those he trusts. In other words, within the context of security, only the northerners are competent and trustworthy.

On the condition that PMB only trusts his kinsmen, I do not think it makes any patriotic-sense for any sectional leader to campaign round the country—seeking the votes of those whom he does not trust and those who are not capable as far as he is concerned—within the context of national security. Nigeria is still in dire need of a President who would love us equally without loving his own people more than the rest of us.

Lastly, the credibility of the 2019 elections is still in doubt, because a northerner is paddling the canoe of the INEC. The question is; how can a northerner supervise a presidential election and not be biased, when a northerner is the incumbent president?

Guardiola: Foden Is Ready For England

Pep Guardiola has stated that Manchester City midfielder, Phil Foden is ready to play for England.

The youngster is a rising star in the Premier League, but only made five appearances last season.

Guardiola has also stated that Foden will get enough playing time this season to get a shot at the England shirt.

“No, no, I don’t feel the pressure about that,” he replied. “I feel the pressure to win the games. We do our best, I do my best.

“I think Phil is ready [for England]. If he wasn’t ready [for City], he wouldn’t be here. He’s ready and after − it’s the same case with Leroy [Sane] − he can compete with David [Silva], with Gundo [Ilkay Gundogan], with Kevin [De Bruyne] when he’s fit, with Dinho [Fernandinho], with the top players.

“If you see the big 10-20 clubs in Europe in all the competitions, you don’t see many people playing who are 18-19 years old, maybe one, two, three… but not too many.

“He’s special, his work ethic is excellent, he will have a lot of minutes this season and after that Gareth has his own decision.”

Mourinho: Rashford Must Play Centre Forward For England

Jose Mourinho believes Marcus Rashford can play the three roles in front, but must play in centre forward for England.

The Portuguese manager defended his use of the youngster in the wing role, even though he is out for this weekend’s clash.

However, Mourinho believes Rashford can only play centrally for England due to their style of play.

“To be in a system of four, to be a winger, it takes him a little bit out of his positions, but the way Manchester United plays is with three attacking players,” he said.

“When we play with three up top – because sometimes we also play with two – our three attacking players are not wingers. They’re not wide or open all the time.

“They have the freedom to come and play in between positions, and any one of the three positions is a good position for him.”

Mourinho said Rashford had to be used centrally by England due to Gareth Southgate’s system.

Pochettino: Tottenham Must Be Agressive Against Liverpool

Mauricio Pochettino has challenged his Tottenham players to be aggressive against Liverpool, as he fears a loss means a problem is afoot.

Tottenham won their first three games, before losing their match against Watford before the international break.

Pochettino said if the squad starts to crash, it means there is a problem with the squad.

“If Saturday we play in the same way … rather than take off players, I will be on the phone to say, ‘Houston, we have a problem’. Come on,” Pochettino told UK newspapers.

“If, against Liverpool at Wembley, you do not have the desire and the focus to play [there is something wrong]. It is not about playing well, it is about attitude and to say, ‘Hey, come on, we are aggressive and we try to win’.

“If you watch the Watford game again, you see we played so slow, so sloppy, from the beginning. It was like we thought, ‘OK, it is a nice afternoon in Watford, Elton John is in the stands’.”

He added: “To win games, we need to be focused for 95 minutes. If not, you always pay in football.”

Mohamed Salah and Georginio Wijnaldum Were Not Jurgen Klopp First Choices At Liverpool, Journalist Reveals

Liverpool manager Jurgen Klopp wanted two other players before opting to sign Mohamed Salah and Georginio Wijnaldum, according to journalist Kristian Walsh.

Wijnaldum joined Liverpool from Newcastle two summers ago, but it was Napoli star Piotr Zielinski who was Klopp’s chief target back then.

As for Mohamed Salah, the Egyptian set the Premier League alight upon his return, winning the Golden Boot at the end of his first season with Liverpool. However, Bayer Leverkusen’s Julian Brandt could have been the one to come in instead if Klopp had his way, per Walsh.

“Before Gini Wijnaldum, Piotr Zielinski was pursued, with Udinese proving curiously difficult to negotiate with,” he wrote in the ECHO.

“Zielinski has now established himself at Napoli, while Wijnaldum has become a key part of the Reds’ midfield. Last summer, Julian Brandt opted to remain at Bayer Leverkusen despite interest from Klopp, with Mohamed Salah arriving instead.

“It was a move which clearly paid dividends for Liverpool – but Brandt enjoyed a good season himself, ending with selection for the World Cup ahead of Leroy Sane.”

Real Madrid Manager Julen Lopetegui Speaks On Real Madrid’s Interest In Hector Herrera

Real Madrid manager Julen Lopetegui has played down reports that he is interested in signing Porto midfielder Hector Herrera.

Hector Herrera has made almost 200 appearances for Porto since a move from Pachuca in 2013.

His current deal will expire at the end of the season, however, and it is understood that he will move on a free transfer next summer.

Tottenham Hotspur and Arsenal are also interested in the midfielder’s service according to various reports, while reports in Spain had claimed that Madrid wanted to sign the Mexican ahead of the 2019-2020season.

Lopetegui, however, has branded the rumours “an invention”, with Los Blancos not in the hunt for the midfielder.

“The Hector Herrera rumours are just an invention. I wasn’t in Porto, I did go with my family on holidays, but I didn’t meet Hector,” Lopetegui told reporters.

Tottenham manager Mauricio Pochettino has claimed that Harry Winks could be England’s ‘Xavi or Andres Iniesta’.

The midfielder picked up an ankle injury in November, however, and eventually underwent surgery in May.

The 22-year-old has returned to the fold this season, appearing in Tottenham’s last three Premier League matches.

Pochettino has said that Winks “characteristics are perfect”, and has insisted that he could become “one of the best midfielders in England” if he continues to develop.

“His characteristics are perfect. When we talk about midfielders like [Spain greats] Xavi and Iniesta, he’s like this type of player. He has this capacity but he needs to take my words in a very positive way – he needs a lot of work,” he told reporters.

“I don’t want to praise him too much because if so his head [grows big]! His perception will be ‘wow!’ And the reality is he still needs to prove [himself].

“He has the possibility and the potential, of course, but now it is up to him and we go again: mentality. In his mind he is capable to learn about suffering: there never is enough training, always try to be better. Football must be his focus, not the business around football.

“Maybe [if he learns this] he will play at a very good level and be one of the best midfielders in England. If he wants to take my advice, take it. If people don’t want to take it, we cannot help. But of course his potential is to be a very, very good player for England and Tottenham. First for Tottenham and then, if England believe that he can help them, for England, too.”

FIFA Task Force Proposes Huge Transfer Changes, Luxury Tax And Loan Limit

A FIFA task force have suggested the use of an algorithm to calculate transfer fees as well as a luxury tax and a limit on the number of players who can be loaned in a report on possible reforms to the transfer system.

The report, which has been seen by Reuters, found multiple failings in the current system, saying among its many criticisms that it led to “various abuses at the expense of young players and the integrity of competitions.”

It said that an inflated transfer market was driving “unsavoury practices which may lead to the exploitation of players.”

In a section on the role of agents, the report added: “The transfer system appears to have turned into a speculative market. This is not fair to the football clubs or grassroots which are the foundation of the professional sport.”

FIFA president Gianni Infantino said after being elected in 2016 that transfer system reform was one of his priorities and he has since voiced his concern at spiralling transfer fees.

The report said “mechanisms to achieve transparency and objectivity” in the calculation of transfer fees should be considered.

It raised several ideas for putting the brakes on fees, including the use of an algorithm, or set of mathematical rules, to calculate the value of players.

The task force, set up by Infantino in November, said the Swiss-based CIES Football Observatory had already developed an algorithm to “estimate transfer values and probabilities in a scientific way.”

Another idea it put forward was to impose a luxury tax on excessive transfer spending and use the money raised to create a solidarity fund.

The report also recommended limiting the number of player loans a club could make in a season to between six and eight in and the same number out, with a maximum of three to or from the same club. It also said the loan system needed to have a clearly-defined purpose.

The report said the current setup “sometimes prevents young players from fully developing their talent,” adding that one unnamed club had loaned out 146 players between 2011 and 2017.

A limit on squad sizes was also proposed, the report saying that “the stockpiling and subsequent loaning of players, particularly young players, can be detrimental to their development due to the unsettling nature of being ‘on loan.’”

Regarding agents, it proposed a cap on fees and an end to the practice where the same agent can act for both clubs and the player in a single transaction.

It proposed the creation of a clearinghouse to process transfers, pay agents and redistribute training compensation, saying this would help prevent “fraudulent conduct and money laundering.”

Marcos Rojo Suffers New Manchester United Injury Set Back

Marcos Rojo’s hopes of returning to the Manchester United first team having suffered a huge blow when he limped out of his team’s Under-23 clash with Reading Under-23s on Friday night.

Marcos Rojo has not played since featuring for Argentina at the 2018 World Cup, he missed Manchester United’s pre-season preparations with a ‘physical problem’.

United boss Jose Mourinho confirmed during Friday’s press conference that he wanted Rojo to play the full 90 minutes for Manchester United’s Under-23s ahead of a potential first-team return.

Rojo, however, had to be replaced before the hour mark in the Premier League 2 fixture – which finished 1-1 – and looked uncomfortable as he headed straight down the tunnel with a United doctor.

Summer signing Diogo Dalot also featured on Friday night as the defender steps up his return from a knee problem.

The 19-year-old, a summer signing from Porto, could now be in line to travel with the senior team to Switzerland on Tuesday ahead of the Champions League tie with Young Boys on Wednesday.
