Buhari Signs Executive Order That Will Compel Nigerians To Pay Tax On Foreign Assets

President Muhammadu Buhari has assented a new executive order which among other things compels Nigerians with offshore assets and incomes to pay taxes on them.

Senate Signs Nigeria Police Academy Bill Into Law

The new Executive Order (008) takes effect from October 8, the day it was signed by President Muhammadu Buhari.

According to a spokesperson of Mr. Buhari, Garba Shehu, by the new order, Nigerian taxpayers who hold offshore assets and income are expected to, within a period of 12 months, declare voluntarily those assets and pay taxes on them.

“When they do this, they should expect to derive certain specified benefits,” Mr Shehu said in a statement Wednesday.

He also said that “according to the order, any taxpayer who truthfully and voluntarily complies with the conditions of the scheme, pays a one-time levy of 35 percent on the total offshore assets or pays all outstanding taxes, penalties and interest after forensic audit of their offshore assets and income shall obtain immunity from prosecution for tax offenses and offences related to offshore assets, among others.

“Equally, failure of any defaulting taxpayer to take advantage of this scheme shall, at the expiration of the scheme result in investigation and enforcement procedures concerning offshore assets anywhere in the world pursuant to information now readily available through automatic exchange of information between Nigeria and foreign countries.”

The presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar, has aimed a dig at President Muhammadu Buhari, accusing him of never embarking on a successful business in his life.

In an attempt to buttress this accusation, Atiku’s media office in a statement issued in Abuja on Tuesday, urged the Buhari Presidency and the APC to mention even one successful private endeavour that the President had successfully run, adding that “by private enterprises, we are not referring to 150 cows that never increase in number, year in year out.”

The statement read: “The open, democratic and free and fair election (something alien to the APC, according to Buhari’s own wife) on Sunday of His Excellency, Atiku Abubakar, as the Presidential candidate for the PDP has clearly left the APC in a state of panic and confusion.

 “On Sunday, the Buhari Campaign Organisation launched the first weak salvo. And on Monday, the APC’s National Publicity Secretary unleashed his own knee-jerk reaction, accusing Atiku of being desperate.

“Our response to the APC is to ask who is desperate between a Muhammadu Buhari who said, ‘If what happened in 2011 should again happen in 2015, by the grace of God, the dog and the baboon would all be soaked in blood’ and an Atiku Abubakar who said, ‘Love and peace should not only be preached, but must also be put into practice for the sake of sustaining the peace in our land’?

“It is left for Nigerians to judge, but even a blind person can see that Nigeria has been ‘soaked in blood’ ever since she was unfortunate enough to have fallen under the leadership of a man whose words are destructive and never productive.

“Some of Atiku Abubakar’s achievements as Nigeria’s Vice President are that as head of the National Council of Privatisation, he superintended over the GSM revolution that saw Nigeria go from 50,000 to 100 million GSM lines,  he has added 500,000 direct jobs to the Nigerian economy and attracted $27bn to our GDP.

“Our question to President Buhari and the APC is how many jobs have they created?

“Another of Abubakar’s achievements is the successful privatisation of many public enterprises that hitherto consumed government resources without yielding a profit. In response, we ask President Buhari how many loopholes in public expenditure has he plugged? The spectacular failure of the 419 Nigeria Air is still fresh in the memory of Nigerians.

“Finally, the APC spokesman had the guts to question His Excellency, Atiku Abubakar’s source of wealth.

“We wish to remind APC’s National Publicity Secretary, Yekini Nabena, that Atiku Abubakar is not like President Buhari who has never run a successful private business throughout his life.

“Unlike Muhammadu Buhari, Atiku Abubakar is an expert job creator who has founded many successful and thriving businesses including the American University of Nigeria, Yola; a microfinance bank that has moved 45,000 families out of poverty and Rica Gado, a livestock feed company that has significantly reduced instances of herdsmen/farmers clashes by providing a business-friendly solution instead of asking Nigerians to give up their lands for cattle ranching or face death, as the Buhari government did.

“And by private enterprises, we are not referring to 150 cows that never increase in number, year in year out.”

Nigerian Mother Of Three Commits Suicide Over Closure Of Shops In Ghana

Following the closure of her shops by Ghanaian authorities, a Nigerian woman and mother of three children has committed suicide, the National Association of Nigerian Traders (NANTs), Ghana Chapter, reported in Abuja on Tuesday.

The association made the development known when the leadership visited the Senior Special Assistant to the President on Foreign Affairs and Diaspora, Abike Dabiri-Erewa, to seek the intervention of President Muhammadu Buhari on the matter.

The President of NANTS, Ghana, Chukwuemeka Nnaji, said Stella Ogonna Okpaleke, a Nigerian whose shops were locked for her failure to meet strict trading conditions put by the Ghana Government committed suicide on September 22.

Mr Nnaji, armed with a petition to Buhari, called for the intervention of the federal government over the alleged maltreatment of Nigerian businessmen in Ghana.

“Regrettably on Saturday, Sept. 22, one of our female members, Mrs Stella Ogonna Okpaleke, whose shop has been under lock and key by the Ghana authority committed suicide.

“She committed suicide based on her shop and that of her husband that were locked; the information we gathered was that when they locked the shop she lost hope of reopening it.

“She is from Nnewi Local Government (Area) in Anambra; we actually don’t know how much she owed, but we learnt that she took loan for her business,” he said.

According to him, the harassment on the Nigerian community and traders in Kumasi, Ghana, is so severe.

“It is unfortunate that that very woman decided to take her own life,” Mr Nnaji said and called on Buhari to urgently intervene to avert similar incidents in the future.

He said Nigerian traders were being unnecessarily stressed by Ghanaian authorities.

In her remark, Mrs Dabiri-Erewa expressed the federal government’s condolences to the union and the family of the deceased.

She appealed to members of the union to remain calm and assured them that the president would intervene in their case to ensure a lasting solution to the problem.

“I am just going to start by appealing to you, I know it is painful, it is emotional, it is deep but I just urge you to remain calm.

“I appeal to you to remain calm and may the soul of Stella rest in perfect peace.

“When she is about to be buried, let us know so that we may send our condolence message to the family,” she said.

The News Agency of Nigeria (NAN) recalls that Nigerian traders were shut out of their business premises in line with an eviction order of July 27.

The Ghanaian authority is demanding that traders must have one million dollars as minimum foreign investment capital to do business in Ghana as stipulated in its Ministry of Trade and Industry Act, 2013.

The Joint Admissions and Matriculation Board (JAMB) has said that no less than 200,000 candidates have been offered admission by the board for the 2018/2019 academic session.

JAMB Issues Important Message To 200,000 Candidates It Offered Varsity Admission

The Head, Media and Information of the JAMB, Dr Fabian Benjamin, who said this on Sunday in Lagos, further disclosed that candidates are to accept or reject all offers not later than October 16 as that is when all offers of admissions of first choice will close.

“We have so far offered not less than 200,000 first choice admissions to candidates.

“To this effect therefore, we are urging candidates to go to our site and check their admission status and those who have been offered such admission should quickly indicate by accepting and printing such offer, as failure to do so will automatically mean the candidate is no longer interested.

“And therefore, the board may see all such offers as rejected and would have no option than to mop them up and give it to other interested candidates.

“Candidates are to accept or reject all offers not later than Oct.16 as that is when all offers of admissions of first choice will close.

“After that, we will commence admission exercise for the second choice of candidates,” Benjamin had said.

Nigeria proposes N24,000 minimum wage; states N20,000; NLC wants N30,000

It appears that the federal government of Nigeria is – for now – willing to increase the country’s new minimum wage for civil servants to N24,000 – and this is after consultations.

FG To Announce Nigeria’s New Minimum Wage This Week

Premium Times reports that the Minister of Labour and employment, Chris Ngige, made this known today, October 10, while briefing State House correspondents after the meeting of the Federal Executive Council (FEC).

The minister was said to have stated this in response to media reports quoting the president of the Nigeria Labour Congress (NLC), Ayuba Wabba, as saying that the tri-partite committee discussing the demand for new minimum wage has agreed to increase it from the current N19,200 to N30,000.

“Such information is not true,” Mr Ngige said.

Explaining further, the minister said when the committee reconvened on October 5, after the NLC had called off its nationwide strike, “the organised labour came down to N30,000, the organised private sector came down to N25,000.”

But the federal government had to consult with the 36 state governors and after the consultations, Ngige added that the federal government proposed N24,000 while governors proposed N20,000.

He, however, noted that the federal government is still consulting while negotiations are ongoing.

The minister also recalled that in accordance with Convention 131 of International Labour Organisation, the most important thing to consider in fixing the new minimum wage is the ability to pay.

The NLC had initially proposed a N50,000 minimum wage for workers, a move opposed by many state governors, many of whom are unable to regularly pay the current N18,000 minimum wage.

Libya coach Adel Amrouche has resigned barely a few days before the Mediterranean Knights play Super Eagles of Nigeria in crucial 2019 Africa Cup of Nations qualifying games this Saturday in Uyo and three days later in Tunisia.

BBC reports that the Libyan Football Federation (LFF) has already confirmed his departure, adding that his assistant Omar Al-Maryami will take over in an interim capacity.

The LFF also added it is looking to take action against Amrouche over his sudden departure.

While there are several factors that culminated in the shock resignation of Amurouche, it is believed that one of his main complaints was unpaid wages.

The Algerian coach is reported to be owed six months wages and there are claims of apathy and unhappiness among the players at the coach’s methods.

Omar Al-Miryami, the local coach who Amrouche replaced in May, has been put forward to lead the Libya team for both games against Nigeria on October 13 in Uyo and October 15 in Tunisia, according to the report.

Libya occupy the top spot in Group E of the AFCON qualifiers with four points from two games following their 5-1 win over Seychelles in June last year and goalless draw recorded away to South Africa.

South Africa are second with the same number of points but with an inferior goal difference while Nigeria are third with three points from two games. Seychelles are fourth in the standings with no point.

The Independent National Electoral Commission (INEC) has banned the ruling All Progressives Congress (APC) from fielding candidates for elective positions in Zamfara state for the 2019 elections.

BREAKING: Senate Signs Nigeria Police Academy Bill Into Law

According to the electoral body, the decision was taken as a result of the failure of the party to elect its candidates within the stipulated period in accordance with the electoral act.

The ruling party failed to meet the October 7 deadline for conducting primaries to elect candidates for the elections.

It was gathered that the Zamfara State chapter of the APC had descended into serious crisis as political camps fought bitter and violent battles as they jostled to produce candidates for positions.

The major tussle was between the camps of the state Governor, Abdulaziz Yari, and a senator, Kabiru Marafa.

INEC has now notified the party’s national chairman, Adams Oshiomhole, in a letter titled “Failure To Conduct Party Primaries in Zamfara State Within The Stipulated Time Frame”, that it is not expecting any list of candidates from the party for Zamfara State.

The commission referred Mr Oshiomhole to the timetable and schedule of activities for the 2019 general elections released by the commission on January 9 2018.

“You would note from the timetable that the conduct of party primaries is scheduled to take place between 18th August and 7th October 2018.

“Kindly also refer to the last schedule communicated by your party to the commission on the dates of party primaries nationwide, including Zamfara vide your letter Ref. APC/NHDQ/ INEC/19/18/51 dated 3rd Oct. 2018.

“However, report received from our office in Zamfara State shows that no primaries were conducted by your party in the state, Notwithstanding that our officials were fully mobilized and deployed.”

INEC said based on the provisions of Section 87 and 31 of the Electoral Act 2010 (as amended), “the commission does not expect that your party will submit names of any candidates from Zamfara State.

“For clarity, our position is that the All Progressives Congress (APC), will not be fielding candidates for the governorship, National Assembly and State Assembly Elections in Zamfara state for the 2019 for the general elections.”

The letter was signed by the acting secretary of the commission, Okechukwu Ndeche.

Pro-Buhari Senators Cancel Plot To Unseat Saraki

There are indications that lawmakers of the All Progressives Congress (APC) caucus loyal to President Muhammadu Buhari may have suspended their plan to force Senator Bukola Saraki to resign as President of the Senate, or plot his impeachment.

The PUNCH quoted reliable sources as saying that both the APC and the Peoples Democratic Party (PDP) caucuses, who had been at daggers drawn over who controls the Senate, had resolved to suspend the infighting as both parties had failed some of their members in the chamber.

It is now believed that the senators who lost out in the primaries held by the two dominant parties had resolved to stop defending the interests of their parties in the chamber.

The National Assembly was torn apart after Saraki and Speaker of the House of Representatives, Yakubu Dogara, defected from the APC to the PDP.

The APC caucuses in both chambers had asked Saraki and Dogara to resign as Senate President and Speaker, respectively, or be impeached when the lawmakers resumed from recess.

But a source in the Saraki/PDP camp, told the news outlet that senators had agreed “to give peace a chance.”

The source said, “The Senate today reconvened after about two months recess and immediately went into a closed session where all members had frank discussions about the future of the 8th Senate as it goes into its last stage.

“The members agreed to give peace a chance and avoid allowing the Red Chamber of the federal legislature to degenerate into an arena of conflict over partisan and personal issues.

“The APC caucus leadership also extracted a promise from SP (Senate President) that national interest will continue to take precedence over any other consideration in the activities of the Senate.”

“The senators agreed not to allow external forces and influence to cause disaffection, disturbance or crisis within the legislature.”

Another source in the same camp said:

“They (APC/Buhari camp) extracted a promise from Saraki to cooperate with the government and not allow partisan politics to come in. Everybody has agreed that the status quo should remain and not allow external forces to destabilise the Senate.

“They are not happy. How many of them attended the meeting (held somewhere in Abuja on Monday night)? They were not many. Those of them who got party tickets are so exhausted financially and physically. Those who did not get tickets are not happy. It is at this stage that we can now ask their aggrieved members to join us, which will not be good for them.”

In the APC/Buhari camp, a prominent member admitted that some of their members were aggrieved for losing party tickets.

Asked if it was true that the APC senators had ceased fire on Saraki’s impeachment, the lawmaker said:

“Not exactly but we have agreed to first of all address matters of urgent national importance. They include INEC budget, confirmations, the FCT budget, among others. We cannot be engaged in a fight and ignore such matters of urgent national importance. It’s like a war. During a war, you can agree to ceasefire in order to address some issues.

“The second issue is that in both sides – PDP and APC, so many of our members have become casualties during the primaries. That has weakened the cohesion of both sides. We have started asking ourselves why we are fighting. If the PDP will not recognise you or reward you, and APC promised automatic tickets to those who did not defect and they did not get the tickets, people will be disgruntled. Saraki Administers Oath Of Office On 2 New Senators

Nigeria’s Senate President Bukola Saraki, on Wednesday, October 10, administered the oath of office on the two newest senators in the country.

Those sworn in at the senate this morning are Lawal Gumau (APC, Bauchi South) and Ahmed Babba-Kaita (APC, Katsina North).

Mr Gumau emerged winner of the Bauchi South senatorial election held on August 11. He was declared winner by the returning officer of the election, Ahmed Fadam, who supervised the final collation of the results.

Mr. Gumau, who was a member of the House of Representatives, polled a total of 119,489 votes beating his closest rival, Ladan Salihu of the PDP who polled 50,256 votes. He replaces a late senator, Ali Wakili, who died on March 17.

Mr Babba-Kaita was declared winner of the Katsina North senatorial election by the Independent National Electoral Commission (INEC), scoring 224,607 votes, while his elder brother and a retired customs officer, Kabir Babba-Kaita of the PDP scored 59,724 votes.

He replaces a late senator, Mustapha Bukar, who died on April 4.
